Letter from Allen & Barnett regarding Audit of CD Block Grant Program Oct . , 1976 - Sept. 1977 No. City of Paducah September 27, 1977 At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on September 27, 1977, Mayor Murphy pre- sided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading of the minutes for September 13, 1977 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered the following motion: WHEREAS, the term of Melvin Taylor, a member of the Paducah Cable Communications Authority will expire on October 15, 1977, I hereby reappoint the said Melvin Taylor as a member of said Authority for a further term of five (5) years, so that said Authority shall be composed of the following: George Sirk, Sr., whose term will expire October 15, 1978 Fred Nagel, whose term will expire October 15, 1979 ' Ken Hawkins, whose term will expire October 15, 1980 Hardy Roberts, Jr., whose term will expire October 15, 1981 Melvin Taylor, whose term will expire October 15, 1982. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the action of Mayor Murphy reappointing Melvin Taylor as a member of the Paducah Cable Com - munications Authority be approved. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the following documents be received and filed: 1. Certificate of Insurance and Performance and Payment Bond covering Jimar Paving Company, Inc., issued by The American Insurance Company, San Francisco, California. 2. Continuation Certificate on Surety Bonds covering Charles E. Crowell d/b/a Crowell Concrete Construction, issued by State Farm Fire and Casualty Company, Bloomington, Illinois. 3. Certificate of Insurance covering Jesse & Deloris Marler, d/b/a Lemon Tree Health Foods Store, issued by Federal Kemper Insurance Company, Murray, Kentucky. 4. Certificate of Insurance covering Chester O'Donley & Associates, issued by United States Fidelity & Guaranty Company. 5. Certificate of Insurance covering B & B Construction Company, issued by United States Fidelity & Guaranty Company. 6. Letter from Allen & Barnett, Certified Public Accountants, to Mr. Randy Grief, regarding an audit of the Community Development Block Grant Program for the period October 1, 1976 through September 30, 1977. A copy of the Audit Report of the City of Paducah, prepared by Allen & Barnett, Certified Public Accounts, for the year ending June 30, 1977, and that the City Treasurer be directed to publish a condensed form of said audit. 8. A Deed of Correction between M. Paul Moseley, et al and the City of Paducah for the use and benefit of Paducah Water Works, said deed being recorded in Deed Book 597, page 379, in the McCracken County Court Clerk's office. 9. A Deed of Correction between Noel McElya and wife and the City of Paducah for the benefit of Paducah Water Works, said deed being recorded in Deed Book 597, page 383, in the McCracken County Court Clerk's office. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. The following be employed as patrolmen in the Police Department, retroactive to September 26, 1977, at a salary of $725.00 per month: C. Michael Schadd at 8: 00 a.m. Ronald G. Fletcher at 8: 01 a.m. Ronnie C. Stone at 8: 02 a.m. Gorden L. Bradley at 8:03 a : m . Mikel G. Pugh at 8: 04 a.m. Mary Elaine Reynolds at 8:05 a.m. Craig Z. Clymer at 8:06 a.m. 2. The following collectors in the Refuse Department be promoted to truck drivers in the Street Department, at a salary of $4.07 per hour, retro- active to September 26, 1977: Woodrow Wilson Earl Gregory 8. James A. Tubbs be employed as laborer under the CETA Title VI Paducah Environmental Improvement Project at a salary of $3.82 per hour, retro- active to September 26, 1977, said salary to be paid from the CETA Title VI Paducah Environmental Improvement Project Account. 9. The following laborers under the CETA Title VI Paducah Environmental Improvement Project be terminated, retroactive to September 8, 1977: Herschel A. Albritten Willie J. Jones 10. Jill McIntosh, part-time clerk -typist in the Floodwall Department, be re- classified as office manager in the Floodwall Department, at a salary of $678.00 per month, effective October 3, 1977. 11. Gary Lynn Thompson, maintenance operator in the Floodwall Department, be placed under civil service, retroactive to September 26, 1977. 12. Dennis Weaver, operator in the Sewage Treatment Plant, be placed under civil service, retroactive to September 26, 1977. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following documents pertaining to the Island Creek Pumping Plant relocation be received and filed; 1. Agreement between City of Paducah and Crawford Construction Company, dated September 15, 1977. 3. Performance and Labor and Material Payment Bond, covering Crawford Construction Company, issued by Fireman's Fund Insurance Company, San . Francisco, California. 4. Agreement between the City of Paducah and Commonwealth of Kentucky, Department of Transportation, Bureau of Highways. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the claim of Cheryl Earles in the amount of One hundred eleven dollars ($111.00) for damage to her 1973 Camero which was struck by Brad Garritson, driving the 1977 Ford Van belonging to the Parks & Recreation Department, on August 8, 1977 be approved, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit ' the adoption of resolutions by reference to a summary thereof; I therefore move that a resolution reciting the need for acquiring certain parcels of land belonging to W. E. Powers, et al, to be used for the development of Paducah -McCracken County Riverport Authority, and access routes thereto and providing and authorizing the con- demnation of same, and as appended in full hereto, be adopted according to lave. Commissioner' Brumley offered motion, seconded by Commissioner Grumley, as follow WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to: a summary, : thereof; I therefore move ' that an ordinance accepting the bid of Hannin 'Roofing & Sheet Metal Company, Inc., in the amount of $16,914.00 for roofing repairs tb the Fire Department Maintenance Garage, and in the amount of $10,462.-00 for roofing ,repairs to the City Hall, and as appended in full hereto, be adopted according to law; this being the second and final reading . Brooks and Son, Inc . , for construction of restrooms and reporting stand in Noble Park, for the sum of $57,200.00 and as appended in full hereto, be adopted according to law; this being the second and final reading. Travis to purchase the interest of the' City in property known as 928 South 27th Street, for the sum of $910.00, and as appended in full hereto, be adopted according to law.
