Joe Gardner appointed to Pad- ucah -McCracken County Senior Citizens, Inc. & Mrs. Ethel Stamper & Mrs. Gladys Sullivan reappointed No. City of Paducah Jules, 1977 .At a regular meeting of the Board of Commissioners held in the .Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 00 p.m. on July 26, 1077, Mayor Murphy presided and upon call of the Roll the following answered to their msmes: , Commissioners Brumley., Grumley, Hornsby, Puryear and Mayor Murphy (5 A public hearing was held regarding the expenditure of Federal: 6venue Sharing Funds for the year 1977-78. A transcription of the tape made of the re- quest will be filed with the minutes of this meeting. Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the minutes for July 12, 1977, be waived and that the Minutes n# said meeting prepared by the City Clerk be approved as written. Adopted 'on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy made the following appointments to .the Paducah -McCracke' n County Arts Council: WHEREAS, Bob Evans, a member of the Paducah -McCracken County Arts Council , has resigned, and the terms of Mrs. Howard Woodall, Mrs. T . G. Mundy, W. H. Beaman and Burnett Sasseen have expired, I hereby, jointly with the Judge of McCracken County, reappoint Mrs. Howard Woodall, Mrs. T. G. Mundy, W. H.. Beaman and Burnett Sasseen for a further term of three (3) years., and appoint Mrs. Ben Bradford to fill the unexpired. - - term of Bob Evans, so that said Commission shall be composed of the following members: Mrs, Robert Hassman, Chairman, whose term expires July 23, 1978 Dr. David Whitehead, whose term_ expires July 23, 1978 Mrs .. Commissioner Brumley offered motion,. seconded by Commissioner Grumley, that the following executed contracts be received and filed: 1. Between the City and Gene Grief & Sons, Inc., for construction of the Southside Fire Station, together with Performance Bond, Labor and Material Payment Bond, and Certificate of Insurance, issued by United States Fidelity and Guaranty Company of Baltimore, Maryland, for a period expiring July 1, 1978. 2. Between the City and Commonwealth of Kentucky, Bureau of Highways (Municipal Aid) . 3. Between the City and Allie Morgan, for a telecommunication study for the City of Paducah. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the offer of Rex Beckham to purchase a used boiler of the City's, located at 6th and Campbell Streets, be received, filed and accepted, and that the City Manager be and he is hereby, authorized to execute a bill of sale upon payment of the sum of $300.00. Proceedings of Board of Commissioners City of Paducah Commissioner Grumley offered motion, seconded by Commissioner Brumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; _ therefore move that .an ordinance authorizing the City Manager and City. Treasurer to pay the _sum of One Hundred Seventy Thousand Dollars ($170, 000.00) to Computer Services, Inc. for the purchase of property located at 417 South 5th Street and 500 Clark Street in the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law; this being the second and final reading. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Sub -sections (a) and (e) of Section 2-47 "Noncivil Service Employees Generally", of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law. After discussion it was the consensus that the ordinance be redrafted and presented at ,the next meeting. Thereupon Commissioner Puryear withdrew his second and Commissioner Hornsby withdrew the .motion . The Board then proceeded to the next item of business. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Jimar Paving Company for sale to the City of Paducah of it's requirement of bituminous concrete (Class I, Type A) to be used in street resurfacing and as appended in full hereto, be adopted according to law; this being the second and final reading. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance establishing guidelines for Community Development Rehabilitation Grants and approving said guidelines, and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Pitney Bowes for sale to the City of one new Model 4371 postage mailer for use by the Finance Department, for the sum of $2,881.00, and as appended in full hereto be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Reed Crushed Stone Company, Inc. for sale to the City of it's requirement of limestone, to be used in street construction work for the year 1977, for the sum of $3.45 per ton, and as appended in full hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager to extend the contract with Wilkins Construction Company, Inc . , dated January 26, 1977, for construction of concrete curbs, gutters, sidewalks and drive aprons in the City of Paducah, to and including December 31, 1977, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissionrs Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Guaranteed Maintenance Accept bid of Guaranteed Maintenanc Corp. - Alben W. Barkley Museum Corporation for renovation of the Alben W. Barkley Museum, for the sum of $72,813.00, and NO SECOND Proceedings of Board of Commissioners City of Paducah July 26, 1977 authorizing the City Manager to execute a contract for such renovation, and as appended in full hereto, -be adopted according to law. After much discussion by the Board, and Wayne Upshaw, City Engineer, this motion died for lack of a second. Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Board retire to executive session to discuss Firefighters' Local 168 and a retirement extension. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, -Hornsby, Puryear and Mayor Murphy (5) . Upon conclusion of the executive session, the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
