HomeMy WebLinkAbout03/21/06MARCH 21, 2006 At a Regular Meeting of the Board of Commissioners, held on Tuesday, March 21, 2006, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton (5). ORDINANCE — EMERGENCY APPROPRIATE $50,000 TO RIVERPORT FOR PROPERTY PURCHASE Commissioner Coleman offered motion, seconded by Commissioner Guess, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 2005-6-6988, ENTITLED, "AN ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 2005, THROUGH JUNE 30, 2006, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT." This ordinance is summarized as follows: Amend the annual budget for the fiscal year beginning July 1, 2005, and ending June 30, 2006, be amended by a supplemental appropriation in the amount of $200,000 to Investment Fund — Transfer Out line item (expenditure). Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Smith and Mayor Paxton (4). Abstain, Commissioner Sirk (1). Commissioner Sirk abstained due to conflict of interest with his real estate company. ORD.#2006-3-7086; BK 30; PG WORKSHOP PUBLIC WORKS REQUEST FOR CONTRACT PROPOSAL & BIDS Earnie Via, Public Works Director, informed the Commission that the Public Works Department is going to be advertising Requests for Proposals for different types of service that is provided by the Department such as grounds maintenance for city cemetery, fleet maintenance, solid waste, etc. Information is being gathered for preparation of a study to determine whether city services are less costly or if contracted services are less costly. FIRE DEPARTMENT REPORT ON DEPLOYMENT OF MANPOWER & TRUCKS & UTILIZATION OF FIRE STATIONS Fire Chief Benton made a report per the adopted recommendations (Municipal Order No. 118 1) of the Fire Task Force. This report was an update of how the City should best deploy its fire manpower and trucks and utilization of its fire stations as Fire Suppression Staff is reduced by attrition to 62. A copy i of the diagram detailing the report is contained in the minute file. CREATE DOWNTOWN TIF DISTRICT Tom Barnett, Director of Planning, gave new information to the Commission regarding the creation of TIF Districts. The County is now considering participation in the program. The funds collected from the designated district can be used for infrastructure, riverfront development, etc. A committee chosen by the Commission would be in charge of how the funds are to be distributed. The Commission also sets the time frame of the district such as if it will be for 5 years, 10 years or more. CITY MANAGER REPORT • Riverfront review trip to Chattanooga TN and Evansville IN is Thursday and Friday. • Requested an executive session to discuss economic development. EXECUTIVE SESSION Commissioner Guess offered motion, seconded by Commissioner Coleman that the Board go into closed session for discussion of matters pertaining to the following topics: A specific proposal by a business entity where public discussion of the subject mater would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1)(g).
