Sullivan Lilli Lou Zagata At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on April 26, 1977, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) , Commissioner Hornsby was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Brumley, that the reading of the minutes for April 12 and 20, 1977, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a copy of the Feasibility Study for a Paducah -McCracken County Convention & Exposition Center be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Brumley offered motion, seconded by Commissioner Puryear, that the following reports of the Paducah Planning Commission be received and filed: 1. A copy of the resolution dated April 18, 1977 denying the proposed rezoning of property located on Kinkead Street. 2. A copy of the resolution dated April 18, 1977, approving the rezoning from C-1 to R-3 of the property located at 635 and 701 George Street. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. Richard A. Burton be employed as temporary truck driver in the Cemetery Department, at a salary of $2.45 per hour, retroactive to April 12, 1977. 2. Richard A. Burton, temporary truck driver in the Cemetery Department, be transfered to collector in the Refuse Department at a salary of $3.80 per hour, retroactive to April 19, 1977. 3. Charles Wilson be employed as collector in the Refuse Department, at a salary of $3.80 per hour, retroactive to April 25, 1977. 4. The following personnel be employed as pump operators in the Floodwall Department, at a salary of $2.30 per hour: J. Curtis Ray, retroactive to April 8, 1977 Willie Leaddington, retroactive to April 8, 1977 Kenneth Earl Adams, retroactive to April 8, 1977 Bertram L. McLean, retroactive to April 9, 1977 Eddie C. Sullivan, retroactive to April 9, 1977 Harry Crittendon, Jr., retroactive to April 9, 1977 Roger Gilliland, retroactive to April 9, 1977 Charles E. Schnaare, retroactive to April 10, 1977. 5. Eddie C. Sullivan, temporary pump operator in the Floodwall Department, be terminated retroactive to April 10, 1977. 6. The following be employed as dog wardens at a salary of $583.00 per month: Eddie C. Sullivan retroactive to April 11, 1977 Lilli Lou Zagata, retroactive to April 12, 1977. Charles Paul Nichols be employed as temporary truck driver in the Parks & Recreation Department, at a salary of $2.45 per hour, retroactive to April 18, 1977. 8. The following be employed as temporary truck drivers in the Cemetery Department, at a salary of $2.45 per hour: Roger Dale Nichols, retroactive to April 18, 1977 Mark Strittmatter, retroactive to April 18, 1977 David Drew, retroactive to April 20, 1977 9. The following be employed as tennis instructors in the Parks & Recreation Department at a salary of $7.00 per session: Robert Joseph Leeper Philip Clayton Foster 10. The salary of Brad Garritson, special recreation assistant in the Parks & Recreation Department be increased from $2.35 per hour to $2.50 per hour, effective May 9, 1977. 11. The resignation of Larry H. Myers, equipment operator in the Street Department, be received and accepted, retroactive to April 14, 1977. 12. Walter R. Shaffer be employed as chainman in the Engineering Department, at a salary of $625.00 per month, effective May 2, 1977. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the following bids be received and filed: 1. Bid of IBM for a Magnetic Typewriter 2. Following bids for a 1977 automobile to be used by the Mayor: Felean Motors, Inc. Stacy Chrysler -Plymouth -Dodge, Inc. Allan Rhodes, Inc. 3. Proposal of B & B Construction Company for removal and replacement of side- walk on east side of City Hall. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Brumley offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance approving the final report of the Paducah Planning Commission respecting the rezoning of property located at 635 and 701 George Street, and as appended in full hereto, be adopted according to law. Commissioner Grumley offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 12- 0 "Adoption of Fire Codes", and as appended in full hereto, be adopted according to law. Dept. of Transportation - Bicycle Plan l Amen Sec. 2-47 - "Noncivil Service Employees Generally" = create two positions - dog warden Approve application of Beulah Boyles Futrell - connect City sewers Accetp bid of IBM - Magnetic type- writer - City Clerk's office Execute contract with B & B Constru- ction Co. - sidewalk on east side of C ity Hall No. City of Paducah April 26, 1977 Commissioner Grumley offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing and directing the Mayor to execute a contract with Kentucky Department of Transportation for the purpose of developing a com- prehensive bicycle plan and support program, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Grumley as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 2-47 "Noncivil Service Employees Generally" of the Code of Ordinances be amended, creating two Dog Warden positions, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Brumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance approving the application of Beulah Boyles Futrell, for permission to connect the residence at Route 11, Box 710, Alben Barkley Drive, to the City's sewer system, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Brumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of IBM for sale to the City of one Magnetic Typewriter to be used in the office of the City Clerk, for the sum of $3,768.00, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager to execute a contract in the amount of $2450.00 with B & B Construction Company for the removal and replacement of the City Hall sidewalk on the east side of City Hall, and as appended in full hereto, be adopted according to law. Board of Commissioners Irl City of Paducah April 26, 1977 Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager and City Treasurer to pay the sum of $31,000-00 to Charles E. Turner and wife, Carolyn W. Turner, for the purchase of property known as 223 South Third Street in the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Upon motion the meeting adjourned.
