City of Paducah No. March 22, 19 77 At a called meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m. on March 22, 1977, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley was absent (1) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting, to be held at 4:30 p.m., on March 22, 1977, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for March 8, 1977 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the proposal submitted by Peck Associates, Inc. for architectural services in the construction of a Southside Fire Station, dated March 11, 1977, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Motion was offered by Commissioner Grumley, seconded by Commissioner Pur - year, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. The resignation of Charles Roman Gossett, Class A truck driver in the Refuse Department, be received and accepted, retroactive to March 11, 1977. 2. The following temporary clerks in the Finance Department be terminated retroactive to March 16, 1977: Mrs. Pauline Slankard Mrs. Janet Metzger Mrs. Marjorie Lowry Mrs. Luvaine McDougal 3. The following Gym Supervisors in the Parks and Recreation Department be terminated, retroactive to March 21, 1977: S am C ain B. T. Brooks James Petty Gene Buchanan Lawrence Smithmier 4. The following personnel be employed as Pump Operators in the Floodwall Department at a salary of $2.30 per hour: Tommie A. Taylor Retroactive to March 4, 1977 William D. Miller Retroactive to March 5, 1977 Boyd J. Lofton Retroactive to March 5, 1977 William T. Houser Retroactive to March 5, 1977 5. T. J. Alexander be employed as collector in the Refuse Department at a salary of $3.85 per hour, retroactive to March 21, 1977. Proceedings of Board of Commissioners No. 171 City of Paducah March 22, 1977 Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following bids for landscaping of the Townlift Project be received and filed: James Sanders Nursery Paducah Nursery Company, Inc. Doug Wearren Nurseries, Inc. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lot, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave: 1. Gary Sanderson, a single grave in Section 19 of Lot 292-I, (grave 1, Old Sec- tion) , receipt No. 13089. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed contract between the City of Paducah and Mathis Plumbing and Heating, for Phase I of the Industrial Park Sewer Extension, together with a Performance Bond issued by United States Fidelity and Guaranty Company of Baltimore, Maryland, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the following bids for sale to the City of twenty mobile radios and six base stations be received and filed: Motorola, Inc. General Electric Company Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance, together with a Performance Bond, issued by State Farm Fire and Casualty Company, Bloomington, Illinois, covering Charles E. Crowell d/b/a Crowell Concrete Construction, for the period October 21, 1976 to October 21, 1977, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a resolution authorizing the City Manager to advertise for bids for the purchase of a magnetic typewriter to be used in the office of the City Clerk, and as appended in full hereto, be adopted according to law. Commissioner Grumley offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of James Sanders Nursery, for landscaping of the Townlift Project, and as appended in full hereto, be adopted according to law. Commissioner Grumley offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending sub -sections (f) and (h) of Section 17-79, Contracts and Builders, of "Occupational Licenses Generally" of the Code of Ordinances of the City of Paducah, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Wahl's Excavating Company for construction of the South 28th Street Culvert and Street Improvement Project, for the sum of $44,040.50, and as appended in full hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing and directing the Mayor and City Clerk to enter into a lease with United Home Furnishings, Inc. for the right to construct a canopy, or overhang, over the sidewalk area adjoining the commercial building known as Ethan Allen Carriage House located at 114 North Third Street, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Motorola, Inc. for sale to the City of twenty mobile radios and six base stations, for the sum of $11,568.98, and as appended in full hereto, be adopted according to law. Proceedings of Board of Commissioners City of Paducah Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the Mayor and City Clerk to execute a lease with the Civic Beautification Board for the Market House Building, for a period of time from March 14, 1977 to December 19, 1980, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager to execute a con- tract with Peck Associates, Inc. for architectural services for the construction of a South- side Fire Station, for a sum not to exceed $8,500.00; and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance providing for the licensing of all dogs within the corporate limits of the City of Paducah, Kentucky; prohibiting dogs from running at large within the corporate limits of the City of Paducah; authorizing the impounding and destruction of dogs, and as appended in full hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Grumley, that the Board retire to executive session for the purpose of discussing personnel and collective bargaining. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Pur - year and Mayor Murphy (4) . Upon conclusion of the executive session, the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
