HomeMy WebLinkAbout01/11/77No. Proceedings of Board of Cnmmissie yrs City of Paducah January 11, 1977 At a special meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m. on January 11, 1977, Mayor Murphy presided and upon call of the Roll the following answered to their names: Com- missioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy. An executed copy of an Agreement signed by the Mayor and Commissioners for a Special Meeting of the Board of Commissioners to be held at 4: 30 p.m. on January 11, 1977, is hereby received and filed. Commissioner Brumley offered motion, seconded by Commissioner Grumley that a letter from the Paducah Golf Commission, dated December 28, 1977, regarding the purchase from Illinois Central Gulf Railroad Company of a 15 acre tract of land southeast of Paxton Park, for the sum of $25,000.00, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the minutes for December 28, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion as follows: WHEREAS, the term of office of James Curtis as a member of the Civil Service Commission having expired, I hereby, subject to the approval of the Board of Commissioners, reappoint the said James Curtis for a further term of three (3) years, so that said Commission shall be composed of the following members: W. Robert Johnston whose term expires December 9, 1977 Leo Hunter whose term expires December 9, 1978 James Curtis whose term expires December 9, 1979. Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the action of Mayor William S. Murphy, re- appointing James Curtis a member of the Civil Service Commission. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion as follows: Pursuant to the authority vested in me by ordinance No. 76-12-1361, adopted December 28, 1976, I hereby appoint the following as alternate members to the National Building Code "Board of Appeals": Curtis E. Dept. of Housing & Urban Development, pertaining to the McGuire Community Development Housing Area Y' Cemetery lot to Dezzie Williams No. January 11, 1977 Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a copy of the Resolution adopted by the Electric Plant Board on December 2,2, 1976, pertaining to the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the executed contract between the City of Paducah and Century Custom Recording Service for a sound system for the Commission Chamber be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the following bids for sale to the City of traffic sign posts and traffic signs be received and filed: Stello Products, Inc. Interstate Highway Sign Company Vulcan Signs & Stampings, Inc. Hall Signs, Inc. Lyle Signs, Inc. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the following bids for sale to the City of a bituminous distributor and truck to be used by the Street Department, be received and filed: Kentucky Machinery, Inc. Rudd Construction Equipment Company, Inc. Allan Rhodes, Inc. Wilson . Chevrolet -Cadillac, Inc. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a copy of the Community Development Pre -application to the U. S. Department of Housing and Urban Development, pertaining to the McGuire Community Development Housing Area, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the sale by the City of Paducah to Dezzie Williams, c/o Mundy Funeral Home, of the Southwest corner of Lot No. 297 in Block 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 a No. 137 Proceedings of Board of Commissioners City of Paducah January 11, 1977 (Receipt No. 13048) , and that the City Clerk be authorized to execute a deed of con- veyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the sale by the City of Paducah to Robert Booze for Bertha Booze, of the Northwest corner of Lot No. 309 in Block 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 13056) , and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the report of the Paducah Water Works for the month of December, 1976, be received and filed. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the executed contract between the City of Paducah and J. R. Sullivan Lawn and Garden Equipment for two Yazoo YR -42 riding lawn mowers for use by the Parks and Recreation Department be received and filed. Adopted on call of the Roll, Yeas, Com- missioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the following bids for sale to the City of a street flusher and truck to be used by the Street Department, be received and filed: Kentucky Machinery, Inc. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the executed contract between the City of Paducah and Kelly -Creswell Company for the punccase of one Kelly -Creswell Model B3P pavement marking machine to be used by the Maintenance Department, be received and filed. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Certificate of Insurance issued by The Aetna Casualty and Surety Company covering work done by Harper & Arterburn, Inc . , from January 1, 1977 through January 1, 1978, be received, approved, and filed. S. Department of Housing and Urban Development, dated November 23, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home for Ethel Barker Edwards, of the Southeast corner of Lot No. 297 in Block 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 13049) , and that the City Clerk be authorized to execute a deed of con- veyance to said cemetery grave. Mayor Murphy offered motion as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of Resolutions by reference to a summary thereof; I therefore move that a Resolution to the Honorable Julian Carroll expressing a desire that the originally announced plans to build a Kentucky Educational Television Transmitter in Paducah, Kentucky, and as appended in full hereto, be adopted according to law. Commissioner Brumley offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by references to a summary thereof; I therefore move that an Ordinance accepting the proposal of Allen and Barnett, Certified Public Accountants, for auditing services for the City of Paducah from July 1, 1976 to June 30, 1977, and as appended in full hereto, be adopted according to law. Commissioner Brumley offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance accepting the bid of Stello Products, Inc. for sale to the City of approximately 379 traffic sign posts and 1,056 traffic signs, for the sum of $18,359.00, and as appended in full hereto, be adopted according to law. Board of Commissioners City of Paducah Commissioner Grumley offered motion, seconded by Commissioner Brumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by references to a summary thereof; I therefore move that an Ordinance accepting the bid of Allan Rhodes, Inc. for sale to the City of a 1977 Ford Truck, Model LN750, for use with the Street Flusher, in the amount of $9,252.11, and as appended in full hereto, be adopted according to law. Commissioner Grumley offered motion, seconded by Commissioner Brumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance authorizing the City Manager to purchase Workmen's Compensation Insurance for employees of the City of Paducah, Kentucky, for the year 1977, for a deposit premium of $97,786.00, and as appended in full hereto, be adopted according to law. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of Ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Kentucky Machinery, Inc. for sale to the City of a 1900 Gallon Model NS Street Flusher for a net cost of $9,184.00 and as appended in full hereto, be adopted according to law. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Kentucky Machinery, Inc. for sale to the City of a Etnyre Bituminous Distributor for use by the Street Department, in the amount of $10,763.00, and as appended in full hereto, be adopted according to law. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc. for sale to the City of twelve (12) four -door atuomobiles to be used by the Paducah Police Department, in the net amount of $44,104,53, and as appended in full hereto, be adopted according to law; this being the second and final reading. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Rudd -Woodall Motor Sales for sale to the City of a 1977 Ford E150 Club Wagon to be used by the Parks and Recreation Department, for the sum of $5,320.00 and as appended in full hereto, be adopted according to law; this being the second and final reading. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance changing the name of Fir Street, Fulton Street and the recently constructed Littleville Access Road to "Chester Hack Drive" and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Upon motion by Commissioner Brumley, seconded by Commissioner Grumley, the Board retired to executive session for the purpose of discussing the position of City Manager. Upon conclusion of the executive session, the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
