At a regular meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on December 28, 1976, Mayor Murphy
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the
reading of the minutes for December 14, 1976 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Com-
missioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy made the following appointment:
The term of Charles A. Wahl, as a member of the Commissioners of
Water Works, will expire on January 6, 1977, I hereby, subject to the
approval of the Board of Commissioners, reappoint the said Charles A. Wahl
for a further term of three (3) years so that said Board shall be composed of
the following members:
Robert C. Morrow whose term expires January 6, 1978
W. W. Dyer, Sr. whose term expires January 6, 1978
Irvin N. Hunt whose term expires January 6, 1978
Frank Brown, Jr. whose term expires January 6, 1979
Charles A. Wahl whose term expires January 6, 1980.
Upon motion by Commissioner Puryear, seconded by Commissioner Hornsby, the
action of Mayor Murphy reappointing Charles A. Wahl as a member of the Commissioners
of Water Works be approved. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
as follows:
Upon the recommendation of the City Manager, I move that the following
personnel changes be made:
1. Anthony Herndon, sewer maintenance man in the Street Department,
be placed under civil service, effective December 28, 1976.
2. William C. Meredith, street repairman in the Street Department,
be placed under civil service, effective December 28, 1976.
3. Earl Gregory, collector in the Refuse Department, be placed under
civil service, effective December 28, 1976.
4. The resignation of Thomas M. Roberts, firefighter in the Paducah Fire
Department, be accepted, effective December 29, 1976.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .

Commissioner Grumley made the motion, seconded by Commissioner Brumley,
that the following bid for sale to the city of three cushman type vehicles for use by the
Refuse Department, be received and filed:

and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the report of the Paducah Planning Commission recommending the closing of an alley
on Fulton Street, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the report of the Paducah Planning Commission recommending the dedication of a portion
of an alley on Little Avenue, between and parallel to Bloom Avenue and Little Avenue,
by Kenneth C. Carneal et al, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the executed copy of the instrument between Kenneth C. Carneal et al and the City of
Paducah, pertaining to the dedicating of an alley located on Little Avenue, which was
recorded in Deed Book 589, Page 496, in the McCracken County Court Clerk's office, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
a certified copy of the Resolution adopted by the Electric Plant Board on December 8, 1976, re-
commending the appointment of Allen and Barnett, Certified Public Accountants, to make
the annual audit of the Board's records for the period from July 1, 1976 to June 30, 1977, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the executed copy of the Lease dated July 28, 1976, between the City of Paducah, Kentucky
and the Paducah Community Center Corporation, covering the premises situated at 510
South 8th Street, Paducah, Kentucky, for a term of seven years, from July 1, 1976 through
June 30, 1983, and which has been recorded in Deed Book 589, Page 425, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Pur -
year and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the letter from Allen and Barnett, Certified Public Accountants, dated December 27, 1976,
submitting a proposal to perform the audits of all city accounts and federal revenue sharing
funds for the period of July 1, 1976 to June 30, 1977, be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

Commissioner Brumley offered motion, seconded by Commissioner Grumley, as
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a Resolution requesting the City Manager to advertise for bids
for the purchase of twenty mobile radio sets and six base stations for use on the Public Works
Band, and as appended in full hereto, be adopted according to law. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference
to a summary thereof;
I therefore move that a Resolution authorizing the Mayor to execute an application
to the Law Enforcement Assistance Administration for assistance in purchasing fifteen portable
"Nandi -talkie radios, one multi -unit battery charger and fifteen additional batteries" to be
used by the Paducah Police Department, and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .

I therefore move that a resolution requesting the City Manager to advertise for bids
for the purchase of two dump trucks for use by the Street Department, and as appended in

certified public accounts, to audit the records of the Electric Plant Board of the City of
Paducah, Kentucky, from July 1, 1976 to June 30, 1977, for a sum not to exceed $4, 000. 00,
and as appended in full hereto, be adopted according to law. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc . , for sale
to the City of twelve (12) 1977 four -door automobiles to be used by the Paducah Police Depart-
ment, in the net amount of $44,104.53, and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by references
to a summary thereof;
I therefore move that an ordinance accepting the bid of West Kentucky Equipment
Company for sale to the City of a new Case 1150-B Track type loader for use by the Street
Department, in the amount of $29,797.00, and as appended in full hereto, be adopted according
to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an ordinance authorizing the City Manager to extend the contract
with Wilkins Construction Company, to and including June 30, 1977, and as appended in full
hereto, be adopted according to law; this being the second and final reading. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an Ordinance establishing two alternate positions on the Board
of Appeal of the National Building Code and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference

I therefore move that an ordinance providing for the closing of a portion of an alley
lying between Fulton Street and State Street and Little Avenue and Bloom Avenue, and as
appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas,
