Mayor Murphy offered motion, seconded by Commissioner Brumley, that the reading of the minutes for November 23, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy made the following appointment: The term of Mrs. Mildred Washburn as a member of the Paducah Board of Adjustment expired on August 31, 1976, I hereby, subject to the approval of the Board of Commissioners, appoint Mrs. Jackie Byrd as a member of said Board for a term of four (4) years, so that said Board shall be composed of the following members: Leslie Feast whose term expires August 31, 1977 Jack Tick whose term expires August 31, 1978 Joseph Bender whose term expires August 31, 1978 E. P. Larson whose term expires August 31, 1979 Mrs. Jackie Byrd, whose term expires August 31, 1980. Upon motion by Commissioner Puryear, seconded by Commissioner Hornsby, that the action of Mayor Murphy appointing Mrs. Jackie Byrd a member of the Paducah Board of Adjustment be approved. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy made the following appointment: Due to the illness of Joseph Bush, which will prevent him from performing his duties as a member of the Municipal Housing Commission, I hereby, subject to the approval of the Board of Commissioners, appoint Mary Sledd to fill the unexpired term of Joseph Bush, so that said Commission shall be composed of the following members: W. Howard Woodall whose term expires July 22, 1977 Mary Sledd whose term expires July 22, 1978 James L. Munal, Jr. whose term expires July 22, 1979 Ray H. Mullen, Jr. whose term expires July 22, 1980 William S. Murphy, Mayor and Ex -officio member. Upon motion by Commissioner Hornsby, seconded by Commissioner Puryear, that the action of Mayor Murphy appointing Mary Sledd to fill the unexpired term of Joseph Bush, to the Municipal Housing Commission be approved. City of Paducah No. December 14, 1976 Commissioner Brumley offered motion, seconded by Commissioner Grumley that the insurance policy issued by State Automobile Mutual Insurance Company, cover- ing work done by Jerry Robinson and Molloy Jackson, Jr . , d/b/a City Plumbing & Heating, Inc . , for a period of one year from October 20, 1976, together with Bond in the amount of $3,500.00, dated the 29th day of November, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Certificate of Insurance issued by United States Fidelity and Guaranty Company covering work done by B. H. Green & Son, for a period of one year from March 12, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the Certificate of Insurance issued by State Farm Fire & Casualty Company covering work done by Wade Tilford Plumbing and Repair, for a period of one year from September 1, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the contract between the city and Wilson Chevrolet -Cadillac, Inc . , for the purchase of one 1977 one-half ton pickup truck to be used in the Parks and Recreation Depart- ment be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that upon recommendation of the City Manager, the following personnel changes be made: 1. That the compensation of Don C. Vander Boegh, Jr . , street construction inspector for the Engineering Department, be increased from $860.00 per month to $912.00 per month, effective January 3, 1977, and that he be authorized expenses for the use of his automobile in his employ- ment with the city at the rate of $0.15 per mile for all driving within McCracken County, and that the salary and auto expenses be paid from Federal Revenue Sharing Trust Fund Accounts Nos. 3100 and 3107. 2. That the compensation of Robert Patton, assistant electrical inspector, be increased from $890.00 per month to $943.00 per month, effective January 3, 1977, and that said salary be paid from Federal Revenue Sharing Trust Fund Account No. 3000. 3. That Susan Mills, a clerk -typist in the Inspection Department, receive a monthly salary increase from $565.00 per month (third step) to $594.00 per month, effective January 3, 1977, said salary to be paid from Federal Revenue Sharing Trust Fund Account No. 3000, and that she be entitled to such additional step increases as are provided for permanent clerk - typist employed by the City of Paducah. 4. That the salary of Jill McIntosh, part-time clerk -typist in the Floodwall Department, be increased to $157.00 per month, effective January 1, 1977. Proceedings of Board of Commissioners City of Paducah Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the following personnel changes be made: 1. The following be employed as Basketball Supervisors in the Parks & Recreation Department at a salary of $15.00 per session, retroactive to December 11, 1976: Berny Miller Monte Peck James Winn David Roof 2. The following be employed as temporary clerks in the Finance Department, at a salary of $330.00 per month: Mrs. Paul Slankard retroactive to December 13, 1976 Mrs. Janet Metzger retroactive to December 13, 1976 Mrs. Marjorie Lowry effective January 17, 1977 Mrs. Peggy E. Jagoe effective January 17, 1977 3. Cecil Trail, equipment operator B in the Cemetery Department, be placed under Civil Service effective December 20, 1976. 4. Terry W. Riley, collector in the Refuse Department, be placed under Civil Service, effective December 21, 1976. 5. William L. Rickman, equipment operator B in the Street Department, be placed under Civil Service effective December 22, 1976. 6. The following be promoted from Maintenance Helpers in the Maintenance Depart- ment to Maintenance Man No. 2 in the Maintenance Department, at a salary of $4.10 per hour, effective December 20, 1976: Kenneth M. Johnson Stephen LeNeave . Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley that the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home for Curlee Brown, of the Southeast corner of Lot No. 308 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 13034) and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that a copy of the Resolution adopted by the Electric Plant Board on November 24, 1976, pertaining to the Schedule of Rates and Charges, be received and filed. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the claim of Betty Hart in the amount of $464.90, caused by Curtis Garner backing into her 1972 Valiant, on November 19, 1976, be approved, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Johnson, Inspection Department, on November 1, 1976, be approved, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Com- missioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following personnel changes be made: 1. Pauline W. Holt be employed as part-time clerk -stenographer in the Police Department, for the Selective Traffic Enforcement Program (STEP - 100% Federally funded) , retroactive to October 1, 1976, at a salary of $4.00 per hour, and hours worked not to exceed 25 hours per week. 2. Jill M. Liles be employed as Deputy Clerk, Paducah Police Court, at a salary of $400.00 per month, retroactive to October 11, 1976. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear (3); Commissioner Brumley and Mayor Murphy voted "No" . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed contract between the City and Allan Rhodes, Inc . , for sale to the City of one 1977 Ford truck to be used by the Sewage Treatment Plant, in the amount of $3,145.00, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of an Agreement for Services between the City of Paducah and National Loss Control Service Corporation for a "Municipal Fire Protection Study", be received and filed. After preliminary voting and discussion, by the Commission, Commissioner Puryear withdrew his motion and Commissioner Hornsby withdrew his second, and by unanimous vote the motion was withdrawn. follows: Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance accepting the bid of J. R. Sullivan Lawn & Garden Equipment Company for sale to the City of two riding lawn mowers for use in the Parks and Recreation Department, and as appended in full hereto, be adopted according to law; this being the second and final reading. Mayor Murphy offered motion, seconded by Commissioner Hornsby as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance amending Sub -section 7J-10, "Paducah Cable Communications Authority" of the Code of Ordinances of the City of Paducah, Kentucky and as appended in full hereto, be adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance amending Section 12-28 of Article II, Fire Department, and Section 25-19 of Article I, Police Department, of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance amending Section 2-52 "Alcoholic Beverage Administrator" of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law.
