At a regular meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on November 23, 1976, Mayor
Murphy presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Grumley, Puryear and Mayor Murphy (4) , Commissioner Hornsby was absent (1) .
Mayor Murphy offered motion, seconded by Commissioner Grumley, that the
reading of the minutes for November 9, 1976 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the sale by the City of Paducah to Mrs. Jean Graham of the Southeast and Southwest cor-
ners of Lot No. 323 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the
sum of $200.00 (Receipt No. 13028 and 13029) , and that the City Clerk be authorized to
execute a deed of conveyance to said cemetery graves. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the following bid for sale to the City of a pavement marking machine to be used in the
Maintenance Department, be received and filed:
Kelly -Creswell Company, Inc.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .
Commissioners Grumley offered motion, seconded by Commissioner Brumley,
the the following personnel changes be made:
1. The retirement of Sarah Thurman, City Clerk in General Government,
be received, filed and accepted, retroactive to November 5, 1976.
2. The resignation of J. William Howerton, City Manager, be received,
filed and accepted, retroactive to November 16, 1976.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear
and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that the following bids for two riding lawn mowers to be used by the Parks and Recreation
Department, be received and filed:

Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley
that the Summary of income and expenses submitted by the Kelley Transportation Company,
Inc. for bus service within the City of Paducah for the months of September and October, 1976,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .

Commissioner Puryear offered motion, seconded by Commissioner Brumley,
that the Certificate of Insurance issued by Security Insurance Company covering work done
by Frank Ingram Contractor, from November 2, 1976 until August 21, 1977, be received,
approved and filed. Adopted on call of the roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley,
thata copy of a Local Public Works Capital Development and Investment Program Application,
presented to the U. S. Department of Commerce, Economic Development Administration,
for the purpose of installing sanitary sewer facilities in the Littleville, North Eighth Street
and Metcalf Lane Areas, be received and filed. Adopted on call of the Roll, Yeas, Com-
missioners Brumley, Grumley, Puryear and Mayor Murphy (4) .

Commissioner Brumley offered motion, seconded by Commissioner Grumley,
WHEREAS, Kentucky Revised Statutes permit the adoption of resolution by
reference to a summary thereof;
I therefore move that a Resolution requesting the City Manager to advertise
for bids for the purchase of three Cushman Type Vehicles, without dump bodies or
hydraulic pumps, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .

Commissioner Grumley offered motion, seconded by Commissioners Brumley,
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions
by reference to a summary thereof;
I therefore move that a Resolution requesting the City Manager to advertise
for the purchase of approximately 379 traffic sign posts and 1,056 traffic signs in
various sizes, and as appended in full hereto, be adopted according to law. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .

WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a Resolution authorizing the Mayor to execute an
application for federal assistance, to the Department of Housing and Urban Development,
requesting $1, 610, 000.00 in federal funds for community development purposes, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .

ment, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas,

the Parks and Recreation Department and as appended in full hereto, be adopted according

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances
by reference to a summary thereof;
I therefore move that an Ordinance accepting the bid of Kelly -Creswell Company,
Inc., for sale to the City of a pavement marking machine to be used by the Maintenance
Department, for the sum of $2,055.00, and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear
and Mayor Murphy (4) .

"Police Department" of the Code of Ordinances of the City of Paducah, Kentucky", and as

use by the Parks and Recreation Department, in the amount of $3,926.50, and as appended

WHEREAS, Kentucky Revised statutes permit the adoption of ordinances

I therefore move that an Ordinance amending Section 8-36 "Charge for opening
and closing graves; other cemetery services", of Article III, Oak Grove Cemetery Generally,
of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto,
be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Puryear and Mayor Murphy (4) .

Mayor Murphy offered motion, seconded by Commissioner Puryear, as
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances
by reference to a summary thereof;
I therefore move that an Ordinance establishing the amount to be charged for
connection to city sanitary sewers constructed by the City on Fulton Street from Little
Avenue to Blow Avenue, and as appended in full hereto, be adopted according to law.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor
Murphy (4) .

Mayor Murphy offered motion, seconded by Commissioner Puryear, as
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an Ordinance authorizing and directing the Mayor
and City Clerk to enter into a Lease and Covenant with Allan Rhodes, Inc . , for the lease
of a part of certain city property and as appended in full hereto, be adopted according to law.
Adopted on call of the roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3);
Commissioner Brumley voted "No".
Upon motion by Commissioner Grumley, seconded by Commissioner Brumley,
that the Board retire to Executive Session for the announced purpose of discussing the
position of City Manager. Upon conclusion of the Executive Session, the Board recon-
vened in the Commission Chamber, whereupon the Mayor announced there was no further
business.
On motion the meeting adjourned.
