At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on November 9, 1976, Mayor Murphy pre- sided and upon call of the Roll the following answered to their names: Commissioners Grumley, Puryear and Mayor Murphy (3) , Commissioners Brumley and Hornsby were absent (2) . Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading of the minutes for October 26, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the following personnal changes be made: 1. Carl E. Torian , lieutenant in the Paducah Fire Department, be promoted to captain in said department, to fill the vacancy created by the retire- ment of Captain Pat Trevathan, retroactive to November 8, 1976. 2. Robert E. Watkins, lieutenant in the Paducah Fire Department., be pro- moted to Captain in said department, to fill the vacancy created by the retirement of Captain J. H. Alexander, retroactive to November 8, 1976. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the following personnal changes be made: Murphy (3) . 1. The following be employed as Gym Supervisors in the Parks & Recreation Department, at a salary of $15.00 per session, retroactive to November 1, 1976: Don Smith James Ralph Petty Gene Buchanan Samuel D. Cain B. T. Brooks 2. Lawrence Smithmier be employed as gym supervisor in the Parks & Recreation Department at a salary of $15.00 per session, retroactive to November 4, 1976. 3. Eugene Pittman, temporary truck driver in the Refuse Department, be re- classified to permanent truck driver in the Refuse Department, retroactive to November 8, 1976. 4. Louise McKinney, Administrative Clerk in General Government be re- classified as City Clerk in General Government, at a salary of $880.00 per month, retroactive to November 8, 1976. Said employee remaining under Civil Service. 5. Lenita Knight, Executive Secretary in General Government be reclassified as Administrative Clerk in General Government, at a salary of $690.00 per month, retroactive to November 8, 1976. Adopted on call of the Roll, yeas, Commissioners Grumley, Puryear and Mayor Commissioner Grumley offered motion, seconded by Commission Puryear, that the following bids for a pickup truck to be used in the Sewage Treatment Depart- ment, be received and filed: Allan Rhodes Ford Jack Wilson Chevrolet Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Proceedings of Board of Commissioners City of Paducah November 9, 1976 Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the following bid for sale to the City of a Sound System for the Commission Chamber at City Hall be received and filed: Century Custom Recording Service Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the following bids for a pickup truck to be used in the Parks and Recreation Department, be received and filed: Allan Rhodes Ford Jack Wilson Chevrolet Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the executed copy of an Agreement between the City of Paducah and Community Program Consultants, Inc . , for preparation of a Convention Center Study be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the Easement from John William Graves, et al to the City of Paducah for access to and maintenance of sewers located in the portion of Kruger Street that has been officially closed, which Easement has been recorded in Deed Book 588, page 129 in the McCracken County Court Clerk's Office, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that a copy of the Resolution adopted by the Electric Plant Board on October 27, 1976, pertaining to the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the claim of Roy Young in the amount of $100.00 for damage to his 1966 Volkswagon which was struck by police car No. 3, driven by William J. Schilling, on September 29, 1976, be approved, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the executed copy of the contract between the City and Henry A. Petter Supply Company for sale to the City of one SEWERKING , sewer cleaning machine, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the audit report of the Paducah Power System as of June 30, 1976, prepared by Allen & Barnett, Certified Public Accountants, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . Mayor Murphy offered motion, seconded by Commissioner Puryear, that the following documents from the Paducah Board of Education concerning the tax levying budget for the 1976-77 fiscal year be received and filed: and also: 1. A resolution setting the general fund rate at 67.61 per $100.00 2. A resolution setting the special voted building fund rate at 13(t per $100.00 1. One copy of the certified assessment by the Commissioner of Revenue for properties within the Paducah Independent School District. 2. One copy of a Department of Education form on which the Paducah Independent School District's tax rate was figured for the 1976-77 school year. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear, and Mayor Murphy (3) . as follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a Resolution requesting the City Manager to advertise for a pavement marking machine to be used in the Maintenance Department and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) . as follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, WHEREAS , Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a Resolution requesting the City Manager to advertise for bids for the purchase of twenty mobile radios and six stationary units for use by various public service departments, and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a Resolution requesting the City Manager to advertise for bids for the purchase of One new van type vehicle to be used by the Parks and Recreation Department and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHERAS , Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a Resolution requesting the City Manager to advertise for nine 1977 four door automobiles to be used as patrol vehicles and three 1977 four door automobiles to be used by inspectors in the Police Department, and as appended in full hereto, be adopted according to law. Clerk, change salaries City of Paducah No. November 9, 1976 I -therefore move that an Ordinance accepting the bid of Wilson Chevrolet - Cadillac, Inc. for sale to the City of one new 1977 one-half ton pickup truck for use by the Parks and Recreation Department and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear, and Mayor Murphy (3) . as follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance accepting the offer of Clayton R. Wagner to purchase the interest of the City in Lot No. 5, Block No. 3 of Woodlawn Subdivision located on Oak Street, for the sum of $275.00, and as appended in full hereto, be adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance accepting the proposal of Allen and Barnett, Certified Public Accountants, to make an audit of the Community Development Block Grant Program for the period from May 11, 1975 through September 30, 1976, for a total cost not to exceed $3,800.00, and as appended in full hereto, be adopted according to law; this being the second and final reading. Commissioner Grumley offered motion, seconded by Mayor Murphy. that the Board retire to executive session for the announced purpose of discussing personnel and real estate matters.
