HomeMy WebLinkAbout10/26/76Proceedings of 104 Board of Commissioners Reappoint George Sullivan to %i Forest Hills Public Project Corporation File reports of Paducah Water Works for Oct. , 1976 Sale of two graves, Rushing Addition, correct name of Eva Perry to Eura Perry No. City of Paducah October 26, 1976 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky , at 7: 30 p. m. , on October 26 , 1976, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) , Commissioner Hornsby was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Brumley, that the reading of the Minutes for October 12, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Com- missioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion,, seconded by Commissioner Brumley, that George Sullivan be selected and elected a Director of the Forest Hills Public Project Corporation for a further term of five (5) years from November 22, 1976, so that the Board of Directors and the expiration of the terms of each Director shall be as follows: George Wiley whose term expires November 22, 1977 L. B. Woolfenden whose term expires November 22, 1978 Brad Arterburn whose term expires November 22, 1979 Mrs. Max Sacharnoski whose term expires November 22, 1980 George Sullivan whose term expires November 22, 1981. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the reports of the Paducah Water Works for the month of October, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . as follows: Commissioner Grumley offered motion, seconded by Commissioner Brumley, WHEREAS, on March 13, 1973, as will be shown by Minute Book 28, page 32, the Board of Commissioner adopted the following motion: " I move that the Board of Commissioners approve the sale by the City of Paducah to Eva Perry, c/o Hamock Funeral Home, of two graves, being the north one-half of Lot No. 133 in Block No. 9 of the Rushing Addition to Oak Grove Cemetery for the sum of $200.00 (Receipts Nos. 11523 and 11535) , and that the City Clerk be authorized to execute a deed of conveyance to said cemetery graves", AND WHEREAS, it appears that the deed should have been made to Eura Perry instead of Eva Perry, and that said original deed has been lost or destroyed. Proceedings of No. 105 Board of Commissioners City of Paducah October 26 1976 I therefore move that the City Clerk be authorized to execute a duplicate deed of conveyance reciting that same is a duplicate of the original deed executed pursuant to the motion of March 13, 1973. Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Board of Commissioner approve the sale by the City of Paducah to James Hamilton of the Southeast Corner of Lot No. 295, in Block 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 13015) , and that the City Clerk be authorized to execute a deed of conveyance to said Cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home for Leonus Whitfield, of the Southeast corner of Lot No. 291 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 13027), and that the City Clerk be authorized to execute a deed of conveyance to said grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Brumley , that the Board of Commissioners approve the sale by the City of Paducah to Amos Anderson of the Southeast corner of Lot No. 296 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 13011) , and that the City Clerk be authorized to execute a deed of conveyance to said Cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion seconded by Commissioner Brumley , that the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home for James Hensley of the Northeast corner of Lot No. 291 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 13022) , and that the City Clerk be authorized to execute a deed of conveyance to said Cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear, and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the proposal of Allen and Barnett, Certified Public Accountants, for auditing services for the City of Paducah Community Development Block Grant Program, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that a copy of the motion adopted by the Paducah Planning Commission recommending the closing of Mason Street located between Laclede Avenue and Ross Avenue , west of Joe Clifton Drive,, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the letter from the Board of Directors of the Forest Hills Public Project Corporation, submitting the names of three (3) persons as nominees for the term of George Sullivan, which term will expire November 22, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that upon the recommendation of the City Manager, the following personnel changes be made: 1. Charles D. Armstrong be employed as Housing Finance and Loan Officer in the Community Development and Housing Department, at a salary of $750.00 per month retroactive to October 21, 1976. 2. The initial 60 day training period of the total 120 days training program as required in Chapter 12, Section 12-48, Code of Ordinances be waived for the applicant candidates whose names appear below: Applicant Candidates shall be assigned for training with a regular platoon retroactive to October 18, 1976 and shall be paid at the rate of $2.30 per hour until the completion of their training and probationary period. Stephen LeNeave, Maintenance Helper in the Maintenance Department, be placed under Civil Service retroactive to October 24, 1976. 6. Warren E. Pickering, Laborer in the Street Department, be terminated retroactive to October 11, 1976. 7. James A. Dyson, Temporary Truck Driver in the Parks and Recreation Department be terminated retroactive to October 18 , 1976. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Grumley , Puryear and Mayor Murphy (4) . follows: Commissioner Brumley offered motion, seconded by Commissioner Grumley, as WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; Proceedings of Board of Commissioners City of Paducah I therefore move that an ordinance accepting the proposal of Allen and Barnett , Certified Public Accountants, to make an audit of the Community Development Block Grant Program for the period from May 11, 1975 through September 309 1976, for a total cost not to exceed $3,800.001, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . follows: Commissioner Brumley offered motion, seconded by Commissioner Grumley, as WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance establishing the amount to be charged for connecting to city sanitary sewers constructed by the City along the east line of Lone Oak Road from Highland Boulevard to a point 800 feet south of Highland Boulevard, and as appended in full hereto, be adopted according to law. Puryear and Mayor Murphy (4) . follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance creating Section 7-19 "Fencing of Outdoor Swimming Pools" of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law. Petter Supply Company -in the amount of $5,264.50 for sale to the City of one (1) sewer cleaning machine, and as appended in full hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) . as follows: Commissioner Puryear offered motion, seconded by Commissioner Grumley, , WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by references to a summary thereof; I therefore move that an Ordinance accepting the proposal of Community Pro - gram Consultants, Inc. in the amount of $10,800. 00, for preparation of a Convention Center Study for the City of Paducah, Kentucky, and as appended in full hereto, be adopted according to law , this being the second and final reading. Mayor Murphy offered motion, seconded by Commissioner Puryear. as follows: WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance fixing the levies and rates of taxation on all property in the City of Paducah, Kentucky, subject to taxation for municipal purposes and for school purposes for the period from July 1, 1976 through June 30, 1977, with the purposes of said taxes thereunder defined; and as appended in full hereto, be adopted according to law. Commissioner Brumley offered motion, seconded by Commissioner Grumley, , that an Ordinance providing for the closing of a portion of an alley lying between North 8th Street and Oak Street and between Olive Street and Pine (Cole) Street, which was tabled at the meeting of the Board of Commissioners held on October 12, 1976 be removed from the table for further action. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, , Puryear and Mayor Murphy (4) . After further discussion of the matter, Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; Proceedings of Board of Commissioners City of Paducah October 26, 1976 I therefore move that an Ordinance providing for the closing of a portion of an alley lying between North 8th Street and Oak Street and between Olive Street and Pine (Cole) Street, and as appended in full hereto, be adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an Ordinance establishing comprehensive zoning regulations for the City of Paducah, Kentucky, and providing for the administration, enforcement and amendments thereof, which Ordinance shall be known and may be cited as "The Paducah Zoning Ordinance -1976" , and as appended in full hereto, be adopted according to law.
