HomeMy WebLinkAbout08/10/76Proceedings of Board of Commissioners City of Paducah At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m., on August 10, 1976, Mayor Murphy August 10, 1976 presided and upon call of the Roll the following answered to their names: Commissioners Grumley, Hornsby,, Puryear and Mayor Murphy (4) , Commissioner Brumley was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Hornsby , that the reading of the Minutes for July 27, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Grumley, , Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy made the following appointment: The term of office of Ray H. Mullen, Jr. as a member of the City of Paducah Municipal Housing Commission expired on July 22, 1976, I hereby, subject to the approval of the Board of Commissioners, reappoint the said Ray H. Mullen, Jr. for a further term of four (4) years, so that said Commission shall be composed of the following members: W. Howard Woodall, whose term expires July 22, 1977 Joseph Bush, whose term expires July 22, 1978 James L. Munal , Jr . , whose term expires July 22, 1979 Ray H. Mullen, Jr . , whose term expires July 22, 1980 William S. Murphy, Mayor and Ex -officio member. Mayor Murphy made the following appointment: The term of office of Wilbur M. Lee as a member of the Paducah Planning Commission will expire on August 31, 1976, I hereby, subject to the approval of the Board of Commissioners, reappoint the said Wilbur M. Lee for a further term of four (4) years, so that said Commission shall be composed of the following members: Andrew S. Wood whose term expires August 31, 1977 James Hunter whose term expires August 31, 1977 Mrs. Irene Keiler whose term expires August 31, 1978 Mrs. Walter R. Penny whose term expires August 31, 1978 Ms. Joaquin Seltzer whose term expires August 31, 1979 Nick Warren whose term expires August 31, 1979 Wilbur M. Lee whose term expires August 31, 1980. Mayor Murphy made the following appointments: The terms of office of W. H. Beaman and Marshall Nemer as members of the Historical and Architectural Review Commission having expired, I hereby, subject to the approval of the Board of Commissioners, reappoint the said W. H. Beaman and Marshall Nemer for further terms of three (3) years, so that said Commission shall be composed of the following members: Mrs. Marian Widener whose term expires March 27, 1977 Mrs. Betty Hart whose term expires March 27, 1978 Nick Warren whose term expires March 27, 1978 W. Spalding & Mrs. Jane Hall to Arts Commission The terms of office of Mrs. Don Clemens, Dr. Joe B. Spalding and Mrs Jane Hall as members of the Paducah -McCracken County Arts Commission having expired, I hereby, jointly with the Judge of McCracken County, reappoint the said Mrs. Don Clemens, Dr. Joe B. Spalding and Mrs. Jane Hall for further terms of three (3) years, so that said Commission shall be composed of the following members: Mrs. Howard Woodall whose term expires July 239 1977 Mrs. T. G. Murphy reappointing Ray H. Mullen , Jr. a member of the City Ray H. Mullen, Jr. to Municipal Housing Commission of Paducah Municipal Housing Commission, be approved. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that upon recommendation of the City Manager the following personnel changes be made: Employ temporary truck drivers 1. The following be employed as Temporary Truck Drivers in the Cemetery Department in Cemetery Department at a salary of $2.35 per hour retroactive to August 9, 1976. Robert A. Mick, Jr. George E. Coates -` � Max Garland Wanda Sue Derrickson to Code Assistant & Relocation 2. Wanda Sue Derrickson , Clerk Stenographer in the Community Development Officer Department be reclassified as Code Assistant & Relocation Officer in the Community Development Department at a salary of $715.00 per month retroactive to August 2, 1976. Troy Ligon to Class "B" Mechanic 3. Troy Ligon, Maintenance Man #2 in the Parks & Recreation Department be in Street Department V reclassified as Class "B" Mechanic in the Street Department at a salary of $4.21 per hour retroactive to August 2, 1976. Eugene Pittman to Temporary /'1 4. Eugene Pittman, Collector in the Refuse Department be reclassified as truck driver in Refuse Dept. Temporary Truck Driver in the Refuse Department at a salary of $3.88 per hour retroactive to August 2, 1976. Herbert Hurt - Cemetery 5. The resignation of Herbert Hurt, Equipment Operator "B" in the Cemetery resignation Department be received, filed and accepted retroactive to July 30, 1976. 6 The resignation of Wilma Joyce Payne, Housing Code Assistant and Relocation Wilma Joyce Payne - resignation . Officer in the Community Development Department be received, filed and accepted retroactive to July 23, 1976. 7. Commissioner Grumley offered motion, seconded by Commissioner Puryear , that the letter dated August 2 , 1976 , from Robert C. Brown , President AFSCME - AFL-CIO, Local 1586, stating they have rejected the decision of the Board of Commissioners in the grievance of Robert R. Lee to Paducah Planning Commission File contract with Todd Unifo Service File contract with The Credit Bureau of Paducah collect delinquent personal property taxes Commissioner Grumley offered motion. seconded by Commissioner Hornsby, that the Board of Commissioners approve the sale by the City of Paducah to Howard Jackson for Joseph Prince, of the northwest corner of Lot No. 294 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9374), and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to W. H. Yancy & Sons Asphalt, Inc. and the City of Paducah, Kentucky, for a period of one year from July 22, 1976, be received, approved and filed. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the action of Mayor William S. Murphy reappointing W.H. Beaman and Marshall Nemer as members of the Historical and Architectural Review Commission. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Summary of Income and Expenses submitted by the Kelley Transportation Company, Inc. for bus service within the City of Paducah for the months of May and June, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an executed copy of the Lease dated May 10, 1976, between the City of Paducah, Kentucky and Paducah Marine Ways, Inc. , be received and filed. Adopted on call of the Roll, Yeas , Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the action of Mayor William S. Murphy, reappointing Wilbur M. Lee a member of the Paducah Planning Commission, be approved. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the contract between the City of Paducah and Chas. Todd Uniform Service Company for furnishing uniforms for employees in various departments, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the Contract between the City of Paducah, Kentucky, and The Credit Bureau of Paducah, dated July 28, 1976, for the collection of delinquent personal property taxes, be received and filed. Proceedings of Board of Commissioners Ciiy of Paducah Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a copy of the resolution adopted by the Electric Plant Board on July 14, 1976, pertaining to the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that a resolution entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF THE SOUTH 28TH STREET CULVERT AND STREET IMPROVEMENT PROJECT", be adopted. Adopted on call of the Roll, Yeas , Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN APPLICATION TO THE KENTUCKY DEPARTMENT OF TRANSPORTATION FOR ASSISTANCE IN DEVELOPING A BIKEWAY PLANNING STUDY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that a resolution entitled "A RESOLUTION RELATING TO PARTICIPATION IN THE KENTUCKY LAW ENFORCEMENT FOUNDATION PROGRAM FUND" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by the reference to a summary thereof; I therefore move that an Ordinance which accepts the offer of Curtis Grace to purchase the interest of the City in property at 323 North 9th Street, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby as follows: WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by the reference to a summary thereof, I therefore move that an Ordinance which accepts the offer of Paducah McCracken Riverport Authority to purchase the interest of the City in a lot on Meyers Street for the sum of $1.00, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
