Robertson terminated - Parks Mike Cassity transferred to Lifeguard - Parks James Greer - Parks At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on June 22, 1976, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Grumley was absent. Mayor Murphy offered motion, seconded by Commissioner Brumley, that the reading of the Minutes for June 8, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) Mayor Murphy made the following appointments: Pursuant to the recommendation and By -Laws of Paducah -McCracken County Senior Citizens, Inc . , the following persons are appointed as Directors of said organization and their terms shall expire as follows: Mrs. Ethel Stamper whose term will expire July 1, 1977 Mrs. Gladys Sullivan whose term will expire July 1, 1977 Rev. Lawrence Milliken whose term will expire July 1, 1978 Mrs. Henrietta Lowe whose term will expire July 1, 1978 Rev. Robert Kersey whose term will expire July 1, 1979 H. L. Boyd whose term will expire July 1, 1979. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon the recommendation of the City Manager the following personnel changes be made: Velva Jean Bristow be employed as Assistant License Inspector in the Finance p Department at a salary of $565.00 per month retroactive to June 14, 1976. 2. Mark Larsen be employed as Temporary Supervisor for the Summer Youth Program in the Inspection Department at a salary of $2.50 per hour retroactive to June 14, 19 76. 3. Gloria Jane Romaneck be employed as Swim School Instructor in the Parks & Recreation Department at a salary of $1.60 per hour, retroactive to June 9, 1976. 4. Brenda Breidert be employed as Part-time Stenographer in the Parks & Recreation Department at a salary of $2.25 per hour, retroactive to June 14, 1976. 5. The salary of Linda Diane Wright, Lifeguard in the Parks & Recreation Department be changed from $1.95 per hour to $2.15 per hour, retroactive to May 29, 1976. 6. Phyllis Nunn be employed as Recreation Leader in the Parks & Recreation Department at a salary of $68.00 per week, retroactive to June 14, 1976, change to $1.85 per hour, retroactive to June 21, 1976. 7. John A. Dallam be employed as Tennis Instructor in the Parks & Recreation Department at a salary of $7.00 per session, retroactive to June 14, 1976. 8. Robert R. Leeper be employed as Assistant Tennis Instructor in the Parks & Recreation Department at a salary of $7.00 per session, retroactive to June 14, 1976. 9. William R. Robertson, Recreation Leader in the Parks & Recreation Department be terminated, retroactive to June 14, 1976. 10. Mike Cassity be transferred from Recreation Leader to Lifeguard in the Parks & Recreation Department at a salary of $1.75 per hour, retroactive to June 16, 1976. 11. James Greer be employed as Recreation Leader in the Parks & Recreation Department at a salary of $60.00 per week retroactive to June 16 9 1976. The salary of Laura Jane Turok, Lifeguard in the Parks & Recreation Department be changed from $2.05 per hour to $2.15 per hour retroactive to May 29, 1976. 13. The following be employed as Lifeguards in the Parks & Recreation Department at a salary of $1.75 per hour retroactive to June 14, 1976. Mark Russell Marion William Francis Thomas, Jr. 14. The salary of Connie Harmon, Clerk -typist in the Finance Department, be transferred from Revenue Sharing Funds to the General Fund, retroactive to June 21, 1976. 15. Connie Harmon, Clerk -typist in the Finance Department, be placed under Civil Service retroactive to June 21, 1976. 16. The resignation of John T. Ragland, Maintenance Helper in the Maintenance Department, be approved and accepted retroactive to June 1, 1976. June 22, 1976 Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a copy of the resolution adopted by the Electric Plant Board on June 9, 1976, pertaining to the Schedule of Rates and Charges,, be received and filed. Adopted on call of the Roll,, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the letter dated June 7, 1976, from Russell Bottoms, Sr., President of Precision Machine Shop Ltd. , requesting that said manufacturing establishment be exempt from the payment of certain city taxes for a period of five years, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the report of the Paducah Planning Commission setting forth it's reasons for recommending the rezoning of property located in the Southside Annexed Area, be received and filed. Adopted on . call of the Roll, Yeas, Commissioners Brumley , Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the report of the Paducah Planning Commission setting forth it's reasons for ,recommending the rezoning of property located on Woodward Street, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the claim of Warren Eugene Byas , P. 0. Box 7, Kevil , Kentucky, in the amount of $117.74 , for damage to the windshield on his 1970 Electro 225 when struck by a rock thrown by a street sweeper on North 13th Street on April 21, 1976, be allowed, and that the City Treasurer pay said claim after first obtaining a complete and final release. Accept proposal Kentucky Machinery - repair parts for tractor Accept bid Jimar Paving Co. 6 tennis courts at Noble Park Reapportionment Ordinance v July 1, 1975 to June 30, 1976 No. City of Paducah June 22, 1976 approved payment to the Paducah Airport Corporation, in the sum of $10, 000.00 of Federal Revenue Sharing Funds by its apportionment and reapportionment ordinances, and WHEREAS, said payment was recommended and set forth in the proposed budget of the City Manager for this fiscal year, NOW THEREFORE , I move that the City Manager and City Treasurer be authorized to disperse the Federal Revenue Sharing Funds in the sum of $10, 000 to the Paducah Airport Corporation as previously requested by the said Corporation and agreed to by the City, said payment to be made on or before June 30, 1976. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE (1) NEW COMPACT AUTOMOBILE FOR USE BY THE INSPECTION DEPARTMENT , AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE" , be adopted. Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF KENTUCKY MACHINERY, INCORPORATED FOR SALE TO THE CITY OF VARIOUS PARTS TO BE USED IN THE REPAIR OF THE CITY'S 250 INTERNATIONAL TRACTOR", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF JIMAR PAVING COMPANY, INC. FOR THE CONSTRUCTION OF SIX (6) TENNIS COURTS AT NOBLE PARK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SAID CONSTRUCTION", be adopted. Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AMENDING THE STATEMENT OF ANTICIPATED REVENUE OF THE CITY OF PADUCAH , KENTUCKY , FOR THE PERIOD FROM JULY 19 1975 THROUGH JUNE 30 , 1976; REVISING AND AMENDING THE APPROPRIATION OF THE PUBLIC FUNDS, REVENUE AND INCOME ON HAND , AND COLLECTED AND TO BE COLLECTED FOR SAID PERIOD; AUTHORIZING THE TRANSFER OF UNUSED APPROPRIATIONS FOR ONE PURPOSE TO ANOTHER PURPOSE; MAKING SUCH TRANSFERS; APPROPRIATING AVAILABLE REVENUES NOT INCLUDED IN THE BUDGET FOR SAID PERIOD, FIXING THE APPORTIONMENT OF THE PUBLIC FUNDS FOR THE PURPOSES SPECIFIED THEREIN; AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH", be adopted. Proceedings of Board of Commissioners City of Paducah Commissioner Brumley read in full, then offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED ON WOODWARD STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO AS TO EFFECT SUCH REZONING", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby,, Puryear and Mayor Murphy (4) . Commissioner Brumley read in full, then offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXTEND THE CONTRACT WITH WILKINS CONSTRUCTION COMPANY , INC. , DATED JULY 10, 1974, FOR THE PURPOSES OF CONSTRUCTION OF CONCRETE CURBS. GUTTERS, SIDEWALKS AND DRIVE APRONS IN THE CITY OF PADUCAH, TO AND INCLUDING DECEMBER 31, 1976 , AND FURTHER AUTHORIZING THE CITY MANAGER TO EXECUTE ALL CONTRACT DOCUMENTS PERTAINING THERETO", be introduced and remain on file for at least one week for public inspection in the. completed form, in which it shall be put upon its final passage. Mayor Murphy read in full, then offered motion, seconded by Commissioner Brumley, that an ordinance entitled "AN ORDINANCE PROPOSING ANNEXATION OF CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, DEFINING ACCURATELY THE BOUNDARY OF THE TERRITORY PROPOSED TO BE ANNEXED , AND DECLARING THE DESIRABILITY AND NECESSITY OF SUCH ANNEXATION" , be adopted. TODD UNIFORM SERVICE COMPANY FOR FURNISHING THE CITY OF PADUCAH WITH UNIFORMS FOR EMPLOYEES IN THE VARIOUS DEPARTMENTS , AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH SERVICE" , be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final passage. Mayor Murphy offered the following motion which was seconded by Commissioner Hornsby: WHEREAS , in negotiations beginning in January, 1976, the City of Paducah agreed to give to members of it's police department a 5% salary increase effective July 5, 1976, and WHEREAS , an ordinance is now necessary to finalize said agreement. I do therefore move that an ordinance entitled "AN ORDINANCE AMENDING SECTION 25-1 'NUMBER, RANK AND SALARIES OF MEMBERS OF DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", as appended hereto and as summarized above, be adopted. (The ordinance was not read in full) Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) . I do therefore move that an ordinance entitled "AN ORDINANCE AMENDING SUB -SECTIONS (a) , (b) , (c) , (d) , (e) , (f) , (g) , (h) , AND (j) OF SECTION 12-19 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", as appended hereto and as summarized above, be adopted. Proceedings of Board of Commissioners City of Paducah June 22, 1976 Mayor Murphy offered the following motion which was seconded by Commissioner Hornsby: WHEREAS,, the 1976 General Assembly passed House Bill 138 which became law on June 19, 1976, and WHEREAS, this Act establishes the policy that public records of public agencies are open for inspection and copying by any person, and WHEREAS, public agencies are required to develop and display rules and regulations that will insure compliance with the aforesaid Act, and WHEREAS, the ordinance appended hereto, and by reference made a part hereof, is enacted to establish rules and regulations that will govern access to the public records of the City of Paducah, Kentucky. I now therefore move that the ordinance entitled "AN ORDINANCE ADOPTING REGULATIONS FOR THE INSPECTION OF PUBLIC RECORDS", as appended hereto and as summarized above, be adopted.
