HomeMy WebLinkAbout06/08/76Proceedings of Board of Commissioners City of Paducah June 8 , 1976 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p. m. , on June 8 , 1976 , Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, , Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for May 25, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, , Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that upon recommendation of the City Manager the following personnel changes be made: 1 Herbert Hurt, Equipment Operator "C", Cemetery Department, be reclassified as Equipment Operator "B" at a salary of $4.33 per hour, retroactive to June 7, 1976. 2 Kenneth M. Johnson be employed as Maintenance Helper, Maintenance Department, at a salary of $3.99 per hour, effective June 14, 1976. 3 Dennis Alexander, Part-time Truck Driver, Parks & Recreation Department be terminated retroactive to May 28, 1976. 4 Fredrick Myers,, Pool Manager, Parks & Recreation Department,, be terminated retroactive to May 28, 1976. 5 The resignation of 1. Martin Gossett, No. 2 Maintenance Man, Maintenance Department, be accepted retroactive to May .28 , 1976. 6 Russell Norris,, Part-time Recreation Assistant, Parks & Recreation Department, be reclassified as Special Recreation Assistant at a salary of $2.35 per hour retroactive to May 24, 1976. 7. Brad G. Garritson , Recreation Assistant and Substitute, Parks & Recreation Department be reclassified as Special Recreation Assistant at a salary of $2.35 per hour retroactive to May 24, 1976. 8 Henry Powell Paul , Jr. be employed as Pool Manager, Parks & Recreation Department retroactive to May 29, 1976, at a salary of $110.00 per week. 9 Vanessa Rhea Harmon be employed as Basketroom Attendant, Parks & Recreation Department at a salary of $1.75 per hour, retroactive to May 29, 1976. 10 The following be employed as Lifeguards. Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the executed copy of the contract between the City of Paducah and National Utility Products Company for sale to the City of one hundred ten adjustable manhole rings, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that the executed copy of the contract between the City of Paducah and Jimar Paving Company, Inc. for resurfacing various streets in the City of Paducah, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the following bids for furnishing the City with its requirement of uniforms for employees, be received and filed: Means Service Center Todd Uniform Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Certificate of Insurance issued by United States Fidelity and Guaranty Company covering work done by GDS Piping, for a period of one year from April 1, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas , Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the executed copy of the contract between the City of- Paducah and Reed Crushed Stone Company , Inc. be received and filed, and that the performance bond required by said contract, executed by said Company as principal and Fireman's Fund Insurance Company of San Francisco, California as surety, be received and filed. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home for Frank Shelby, Sr. of the Southeast corner of Lot- No. 292 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9352) , and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Summary of income and expenses submitted by the Kelley Transportation Company, Inc. for bus service within the City of Paducah for the month of April, 1976 , be received and filed. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that exonerations prepared and delivered by the City Treasurer numbered 23941 - 23983 (City) and numbered 74-84 (County) be received and filed and the amounts of same totaling $4,463.00 be exonerated on tax bills shown and designated by said exonerations. FOR THE CONSTRUCTION OF SIX (6) TENNIS COURTS AT NOBLE PARK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SAID CONSTRUCTION" , be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final passage. Mayor Murphy offered motion, seconded by Commissioner Grumley, that an ordinance entitled "AN ORDINANCE AMENDING SECTION 1 OF AN ORDINANCE ENTITLED "AN ORDINANCE APPOINTING A BOARD OF TRUSTEES FOR THE OPERATION OF A MUNICIPAL COLLEGE IN THE CITY OF PADUCAH , KENTUCKY', WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON NOVEMBER 6, 1938, AND LAST AMENDED ON MAY 20, 1975 , AND FURTHER AMENDING ORDINANCE NO. 68-7-88, ADOPTED JULY 9, 1968; ORDINANCE NO. 68-11-139, ADOPTED NOVEMBER 19, 1968; ORDINANCE NO. 70-6-351, ADOPTED JUNE 30, 1970; ORDINANCE NO. 72-2-616, ADOPTED FEBRUARY 299, 1972, AND ORDINANCE NO. 75-5-1135, ADOPTED MAY 20, 1975", be adopted. Mayor Murphy offered motion, seconded by Commissioner Grumley, that an ordinance entitled "AN ORDINANCE AMENDING THE STATEMENT OF ANTICIPATED REVENUE OF THE CITY OF PADUCAH, KENTUCKY, FOR THE PERIOD FROM JULY 19 1975 THROUGH JUNE 30, 1976; REVISING AND AMENDING THE APPROPRIATION OF THE PUBLIC FUNDS , REVENUE AND INCOME ON HAND., AND COLLECTED AND TO BE COLLECTED FOR SAID PERIOD; AUTHORIZING THE TRANSFER OF UNUSED APPROPRIATIONS FOR ONE PURPOSE TO ANOTHER PURPOSE; MAKING SUCH TRANSFERS; APPROPRIATING AVAILABLE REVENUES NOT INCLUDED IN THE BUDGET FOR SAID PERIOD, FIXING THE APPORTIONMENT OF THE PUBLIC FUNDS FOR THE PURPOSES SPECIFIED THEREIN; AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH", be introduced and remain on file for public inspection until the notice of the transfer of funds as provided herein shall have been published as required by law, and shall be put upon its final passage after such publication.
