HomeMy WebLinkAbout05/11/76Proceedings of Board of Commissioners City of Paducah May 11, 1976 At a Called Meeting of the Board of Commissioners held in the Commission Chamber of the City Hall,, Paducah,, Kentucky, at 5:30 p.m., on May 11, 1976, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 5: 30 p.m., on May 11, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy made the following appointments: I hereby, subject to the approval of the Board of Commissioners, appoint the following persons to serve as the "Management Committee" for the Southside Community Center: W. C. Young, Neighborhood resident Wilbur Lee, West Kentucky Vocational School Bill Carter, Officer of the non-profit organization J. William Howerton , City of Paducah Wayne Upshaw, , City Engineer Aubrey W. Bippert, Peoples Bank Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley "Passed". Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a copy of the motion adopted by the Paducah Planning Commission on May 3, 1976, recommending the closing of that portion of Adams Street from South 2nd Street to the Floodwall , subject to the retention by the City of a 25 foot easement for maintenance of the Floodwall and other city purposes, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that upon recommendation of the City Manager the following personnel changes be made: 1. Wilma Joyce Payne be reclassified as Housing Code Assistant and Relocation officer at a salary of $715.00 per month retroactive to April 26, 1976. 2. Dennis E. Watkins be employed as Collector , Refuse Department, at a salary of $3.62 per hour retroactive to May 3, 1976. 3. The resignation of Robert B. Puckett, Collector, Refuse Department, be received and accepted retroactive to April 30, 1976. 4. The following Collectors, Refuse Department, be placed under Civil Service retroactive to May 10, 1976: Edward A. Clark Richard W. Watson Woodrow Wilson 5. Commissioner Grumley offered motion, seconded by Commissioner Brumley, File bids resurface that the following bids for resurfacing various streets in the City of Paducah, be received various streets and filed: Jimar Paving Company, Inc. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the File bid Bituminous Concrete bid of Jimar Paving Company, Inc. for furnishing the City Class 1, Type A Bituminous Concrete to be used in street resurfacing, together with Bond. be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the File bids on Limestone t�x following bids for furnishing the City it's requirement of limestone for the year 1976, be received and filed: Reed Crushed Stone Company, Inc. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that File bid Adjustable Manhol for furnishing rings the bid of National Utility Products Company the City with adjustable manhole rings be received and filed. Proceedings of Board of Commissioners City of Paducah May 11, 1976 Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the contract between the City and West Kentucky Roofing Company for the installation and construction of fencing and backstops at the Little League Baseball Fields be received and filed,, and that the performance bond required by said contract, executed by said Company as principal and American States Insurance Company as surety be received,, approved and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the contract between the City of Paducah and Midstates Construction, Inc . , for construction of Phase I of the Northside Street Improvement Program,, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the reports of the Paducah Water Works for the month of April, 1976, be received and filed. Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: I move that the Charges preferred on this date by Robert Holt, 'Chief of the Police Department of the City of Paducah, Kentucky, against Edgar Stratton, a member of said Police Department, be received and filed, and I further move that a hearing on said Charges be held on May 14, 1976, at the hour of 5: 00 o'clock P.M. , in the Commission Chambers of the City Hall in Paducah, Kentucky, and that the City Clerk immediately notify the said Edgar Stratton of such charges against him, and the date, time and place of said hearing by having a true copy of said charges served upon him, together with the Notice of the date,, time and place of hearing.
