HomeMy WebLinkAbout04/27/76Proceedings of Board of Commissioners City of Paducah April 27, 1976 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 3 0 p. m. , on April 27 , 1976 , Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for April 13, 1976 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, the following personnel changes be made: 1. Joe H. Bray, Tire Repairman, Refuse Department, be reclassified as Collector in the refuse department at a salary of $3.77 per hour, retroactive to April 26, 1976. 2. Conne L. Watts, Truck Driver, Street Department be promoted to Class A Truck Driver in the Street Department at a salary of $4.10 per hour,, retroactive to April 26, 1976. 3 The resignation of George L. Coleman, Patrolman, Police Department be received and accepted effective April 28, 1976. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Ray Black & Son,, Inc. , and the City of Paducah, Kentucky, for a period of one year from April 15, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the Deed of Dedication dated April 6, 197 6 , from Urban Renewal and Community Development Agency of Paducah, Kentucky, to the City of Paducah, Kentucky, deeding to the City property located at 1201 Jackson Street, which has been recorded in Deed Boom 581, page 486 in the McCracken County Court Clerk's Office, which property is to be used by the City of Paducah Park Department, be received and filed. Adopted on call of the Roll,, Yeas , Commissioners Brumley, Grumley, Hownsby, , Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the letter dated April 21, 1976 from Paducah Marine Ways, Inc. relative to renewal of Lease on City property on the riverward side of the floodwall between Kentucky Avenue and Washington Street. be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, I Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Deed of Dedication dated April 6, 1976, from Urban Renewal and Community Development Agency of Paducah, Kentucky, to the City of Paducah. Kentucky, deeding to the City property located at 507-13-15 South 8th Street, which has been recorded in Deed Book 581, page 488 in No. 37 Joe H. Bray to Collector � in Refuse Department Conne L. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a certified copy of the Order Overruling Motion for New Trial in Civil Action No. 11394, McCracken Circuit Court, styled Wayne Sullivan, et al, v. City of Paducah, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Summary of Income and Expenses submitted by the Kelley Transportation Company, Inc. for bus service within the City of Paducah for the month of March, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by United States Fidelity and Guaranty Company to Chester O'Donley for a period of one year from February 19, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the Contract between the Bureau of Highways, Commonwealth of Kentucky and the City of Paducah, Kentucky, dated April 6 , 1976, for maintenance, reconstruction or construction of certain streets,, be received and filed. Adopted on call of the Roll, Yeas Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the deed dated April 13, 1976 from Rogers Moore, conveying to the City of Paducah certain property located on North 9th Street and known as 1005 North 9th Street, which deed has been recorded in Deed Book 531, page 317 in the McCracken County Court Clerk's Office, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THE CITY'S REQUIREMENT OF ASPHALT (EITHER LIQUID OR EMULSIFIED , OR BOTH) FOR THE YEAR 1976 , TO BE. USED IN STREET CONSTRUCTION AND REPAIR WORK" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Hornsby, Puryear and Mayor Murphy (5) . Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THE CITY'S REQUIREMENT OF BITUMINOUS CONCRETE (CLASS I, TYPE A) FOR THE YEAR 1976 (APPROXIMATELY 2, 000 TONS) TO BE USED IN STREET RESURFACING", be adopted. No. 39 City of Paducah_ _ _ April 27, 1976 Commissioner Grumley offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF THE CITY'S REQUIREMENT OF LIMESTONE FOR THE YEAR 1976 (APPROXIMATELY 4, 000 TONS) TO BE USED IN STREET CONSTRUCTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR RESURFACING VARIOUS STREETS IN THE CITY OF PADUCAH" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ADJUSTABLE MANHOLE RINGS TO BE USED IN STREET RESURFACING WORK" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION AUTHORIZING THE CITY TREASURER TO ACCEPT A $4, 000.00 BEQUEST FROM THE FRANK L. RINKLEFF ESTATE, AND TO INVEST SAID FUNDS FOR THE PURPOSES OF CARING FOR CERTAIN OAK GROVE CEMETERY LOTS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE LEASE OF CERTAIN CITY PROPERTY TO PADUCAH MARINE WAYS, INC. AND DIRECTING THE MAYOR TO EXECUTE SAID LEASE" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Brumley, that an ordinance entitled "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO THE EAST CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN SAID CORPORATE LIMITS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an Ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MIDSTATES CONSTRUCTION, INC. FOR THE CONSTRUCTION OF PHASE I OF THE NORTHSIDE STREET IMPROVEMENT PROGRAM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT CONTINGENT UPON PHASE I OF Request bids on Limestone V' - Request Request bids - Street resurfacing Request bids - Adjustable manhole rings Accept $4, 000 from Frank L. rl Rinkless Estate for special care of cemetery lots Lease property to Paducah Marine Ways, Inc . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WEST KENTUCKY ROOFING & SIDING CO. , INC. FOR THE CONSTRUCTION OF FENCING AND BACKSTOPS AT THE LITTLE LEAGUE BASEBALL FIELDS , AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH CONSTRUCTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE RELATING TO A PROPOSED HIGHWAY PROJECT WITHIN THE CITY LIMITS OF PADUCAH , KENTUCKY , PERTAINING TO A TRAFFIC AGREEMENT BETWEEN THE CITY OF PADUCAH AND THE COMMONWEALTH OF KENTUCKY" , be adopted.
