HomeMy WebLinkAbout04/13/76Proceedings of Board of Commissioners City of Paducah April 13, 1976 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky , at 7: 30 P.M. on April 13 , 1976 , Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley was absent. Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for March 23, 26 and April 1, 1976 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that upon recommendation of the City Manager the following personnel changes be made: 1. Tommie L. Tart be reclassified from the position of Truck Driver in the Cemetery to Laborer in the Cemetery at a salary of $3.38 per hour, retroactive to March 22, 1976. 2 Kevin Walker be employed as Temporary Truck Driver in Parks and Recreation at a salary of $2.35 per hour, retroactive to April 12, 1976. 3 The following Temporary Gym Supervisors, Parks and Recreation, be terminated retroactive to March 29, 1976: Jim Petty B. T. Brooks Bill Sanders Samuel Cain Don Smith 4 Charles Whited, Laborer in Street Department, be placed under Civil Service, retroactive to March 29, 1976. 5 Charles Hobbs, Laborer in Street Department, be placed under Civil Service, retroactive to March 29, 1976. 6 The resignation of Olen Story, Collector in Refuse Department, be received and accepted, retroactive to March 31, 1976. 7 William Dabney, Collector in Refuse Department, be placed under Civil Service, retroactive to March 29 , 1976. 8 The City's compulsory retirement provisions be waived as to Alta Russell, Social Worker, and that her employment be extended for a period of 18 months, from June 16, 1976 through December 15, 1977. 9 The following temporary laborers be employed in the Cemetery , retroactive to April 6, 1976: Dennis Alexander Nathaniel Cody Charles William Paisley Gary L. Culp 10 James Thomasson be employed as Truck Driver, Parks Department, retroactive to April 12, 1976. 11 James A. Hodge be employed as Assistant Janitor, Maintenance Department, retroactive to April 12, 1976. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Funeral Home for Finis Brann of the Northeast grave in Lot No. 290, Block No. 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receiot No. 9314) , and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Cole of the Northeast corner of Lot No. 292 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 9316) and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners approve the sale by the City of Paducah to Gladys Chilton of the Southwest corner of Lot No. 290 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 9318) and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the reports of the Paducah Water Works for the month of March, 1976, be received and filed. Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the executed copy of the Agreement between the City of Paducah and Gresham & Kerr, John Keeling Associates, dated March 25, 1976, for providing architectural inspections during the construction phase of the Townlift Project, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the salary of Jill McIntosh, part-time clerk -typist in the Floodwall Department, be increased to $148.00 per month, retroactive to March 29 , 1976. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following bids for construction of Phase I of the North Side Street Improvement Program, be received and filed: Midstates Construction, Inc. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the claim of Homer Jennings, 2610 Ohio Street, in the amount of $348.15 for damage to his Proceedings of Board of Commissioners City of Paducah April 13, 1976 1970 Ford automobile when struck by a City of Paducah front end load refuse truck, near the intersection of 22nd & Ohio Streets on March 22, 1976, be approved, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the executed copy of the contract between the City of Paducah and Wilkins Construction Company, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the contract between the City of Paducah and Bowling General Tire, Inc. for sale to the city of its requirement of new automobile and truck tires,, for the period January 1, 1976 to December 31, 1976, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Loren Jones Excavating Company, Inc. and the City of Paducah, Kentucky, for a period of one year from April 1, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the claim of Mrs. Bessie T. Young, 739 Washington Street, in the amount of $295.50 for damage to her 1976 Ford automobile when struck by a truck owned by the City and driven by Cecil L. Trimble, on March 25, 1976, near 20th & Kentucky Avenue, be allowed, and that the City Treasurer pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the Lease between Lourdes Hospital, Inc. and the City of Paducah, Kentucky, dated March 25, 1976, for space for the erection of an antenna system and necessary appurtenant facilities to the exterior of the building known as Lourdes Hospital located at 1530 Lone Oak Road, Paducah, Kentucky, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a copy of the resolution adopted by the Electric Plant Board on March 24 , 1976, pertaining to the Schedule of Rates and Charges,, be received and filed. Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the Findings of Fact, Conclusions of Law and Judgment in the case of Leon Dodge V. Ronald D. Burrows, a member of the Paducah Fire Department, dated April 13, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby and Mayor Murphy (3) , Commissioner Puryear voted "No" . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that a resolution entitled "A RESOLUTION APPROVING THE APPLICATION OF CONRAD HEIGHTS TREATMENT PLANT, INC. FOR PERMISSION TO CONNECT TO THE CITY SEWER SYSTEM AND DETERMINING THE RATES THEREFOR", be adopted. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Puryear and Mayor Murphy (3) , Commissioner Grumley voted "No". Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE CALLING FOR A REFERENDUM IN THE MAY 1976 PRIMARY REGARDING COLLECTIVE BARGAINING BETWEEN THE CITY OF PADUCAH AND THE MEMBERS OF PROFESSIONAL FIREFIGHTERS' LOCAL NO. 16811, be adopted.
