Burrows a member of the Paducah Fire Dept. City of Paducah No. March 26, 1976 At a Called Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah , Kentucky , at 5: 15 P.M. , on March 26 , 1976 , Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley , Hornsby, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Grumley, that the executed copies of the Notice of Called Meeting to be held at 5: 15 P.M., on March 26, 1976, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR PRIVATE COMPANIES TO SUBMIT PROPOSALS TO THE CITY OF PADUCAH TO ACQUIRE AND OPERATE A REFUSE COLLECTION SERVICE WITHIN THE CORPORATE LIMITS OF THE CITY OF PADUCAH" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) . The next business to come before the Board was the hearing of Charges preferred by Leon Dodge, Chief of the Paducah Fire Department, against Ronald D. Burrows, a member of said department. The case for the complainant was presented by Corporation Counsel, W. David Denton, and the defendant, Ronald D. Burrows was represented by Attorney John Frith Stewart of Louisville, Ky. . Both the complainant and the defendant were present in person. The case was called for hearing and the Attorney for the defendant requested that a court reporter be provided by the City for the purpose of transcribing the testimony of witnesses. After considerable discussion Mayor Murphy offered motion, seconded by Commissioner Grumley as follows: "I move that this Board recess, and the City Manager secure the services of a court reported at the city's expense." The motion was adopted on call of the Roll. Yeas , Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy. The services of Mrs. Alicia Emerson having been secured, the case was again called for hearing. The complainant called as witnesses the following persons who each gave testimony under oath: Leon Dodge, Harry Morris, Bill Jones, Ronald Burrows, Malcolm E. Dismore and Elmer Crouch. The defendant called as witnesses the following persons who each gave testimony under oath: Luther Ford and Terry Joe Keeling. At the conclusion of the evidence and argument, by Counsel, Mayor Murphy offered the following motion: "I move that this Board retire to executive session for the purpose of considering the evidence presented." The motion was seconded by Commissioner Grumley and adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Hornsby, Puryear and Mayor Murphy. Upon completion of its consideration the Board returned to open meeting and Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: No. Proceedings of Board of Commissioners City of Paducah March 26, 1976 "I hereby move that the defendant, Ronald D. Burrows, be found guilty of the charges preferred against him. The defendant having been found guilty of the charges as preferred his punishment is fixed as follows: He is hereby dismissed effective February 22, 1976. I further move that the Corporation Counsel be directed to prepare the Findings of Fact, Conclusions of Law and Judgment reflecting the decision of the Board of Commissioners, and have same filed at the next regular meeting of the Board of Commissioners". Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Hornsby and Mayor Murphy (4) , Commissioner Puryear voted "No". On motion the meeting adjourned.
