City of Paducah March 9, 1976
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 4:30 P.M., on March 9, 1976, Mayor Murphy presided
and upon call of the Roll the following answered to their names: Commissioners Grumley,
Puryear and Mayor Murphy (3) , Commissioners Brumley and Hornsby being absent (2) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that the
executed copies of the Notice of Called Meeting to be held at 4: 30 p.m., on March 9, 1976, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and
Mayor Murphy (3) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager the following personnel changes be made:
1. John Coffie be reclassified from the position of truck driver in Parks & Recreation
to Collector, Refuse Department, at a salary of $3.23 per hour, effective 3-15- 76.
2. Annette T. Ryan be employed as Finance Clerk, Finance Department , at a salary
of $445.00 per month, retroactive to 3-1-76.
3. The following be employed as Temporary Pump Operators in the Floodwall Department
at a salary of $2.20 per hour:
Ronald D. Barnhart retroactive to February 24, 1976
L. T. Clark retroactive to February 24, 1976
Willie Leaddington retroactive to February 24, 1976
Tommie Alface Taylor retroactive to February 24, 1976
Richard F. Stuart retroactive to February 25, 1976
Harry Crittendon retroactive to February 25, 1976
Randy Keith Stuart retroactive to February 25, 1976
4. The following part-time basketball supervisors be terminated retroactive to 3-�8-76:

Monte Peck
James Winn
Richard Ragland
Robert Gross
Fredrick Myers
5. The resignation of Vernon R. Belt, Fireman, Fire Department, effective March 13, 1976.
6. The resignation of Wendell G. Simms, Patrolman, Police Department, retroactive
to March 6, 1976.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear , that the
Summary of Income and Expenses submitted by the Kelley Transportation Company, Inc. for bus
service within the City of Paducah for the month of January, 1976, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear, that the
City's compulsory retirement provisions be waived as to L. A. Wilson, an employee in the Refuse
Department, and that his employment be extended for a period of six months from March 1, 1976
through August 31, 1976. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear
and Mayor Murphy (3) .

Commissioner Puryear offered motion, seconded by Commissioner Grumley, that
the Certificate of Insurance issued by Fireman's Fund Insurance Company covering work done by
Leslie A. Feast, et al. , for a period of one year from January 1, 1976, be received, approved and
filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the
's /; Certificate of Insurance showing General Liability Coverage and Workmen's Compensation and
Employers Liability Coverage of Comcast Cable of Paducah, Inc. for a period of one year from
February 10, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Puryear and Mayor Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the
executed copy of the contract between the City of Paducah and Lambert Roofing Company, dated
February 25, 1976, for necessary repair work to the City Hall lantern or pyramid, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor
Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Grumley, that
the reports of the Paducah Water Works for the month of February, 1976, be received and filed.

Mayor Murphy offered motion, seconded by Commissioner Puryear, that a resolution
entitled "A RESOLUTION AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR STREET
IMPROVEMENT WORK KNOWN AS PHASE I OF THE NORTHSIDE STREET IMPROVEMENT PROGRAM" ,
be adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley , Puryear and Mayor
Murphy (3) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN
AGREEMENT BETWEEN THE COMMONWEALTH OF KENTUCKY , DEPARTMENT OF TRANSPORTATION.
AND THE CITY OF PADUCAH PERTAINING TO THE PADUCAH TOPICS PLAN; AND FURTHER STATING
THAT THE CITY OF PADUCAH SHALL MAKE ALL NECESSARY PARKING ALTERATIONS TO CONFORM
WITH THE PADUCAH TOPICS PLAN", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Puryear and Mayor Murphy (3) .
Commissioner Grumley offered motion,, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE PROPOSAL OF J. J. B. HILLIARD , W. L. LYONS,
INC. TO ACT AS FISCAL AGENTS FOR THE CITY OF PADUCAH , KENTUCKY , IN CONNECTION WITH
THE ISSUANCE OF CITY OF PADUCAH SPECIAL ASSESSMENT BONDS", be introduced and remain
on file for at least one week for public inspection in the completed form in which it shall be put
upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Grumley , Puryear and
Mayor Murphy (3) .

FLORENCE B. MORTON, 424 SOUTH 7TH STREET, PADUCAH, KENTUCKY, TO PURCHASE THE
INTEREST OF THE CITY IN THE PROPERTY LOCATED AT 422 SOUTH 7TH STREET FOR THE SUM
OF $600.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM DEED",

Commissioner Puryear offered motion, seconded by Commissioner Grumley, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF BOWLING GENERAL TIRE, INC. FOR
FURNISHING THE CITY OF PADUCAH WITH IT'S REQUIREMENT OF NEW AUTOMOBILE AND TRUCK
TIRES FOR THE PERIOD FROM JANUARY 1, 1976 TO DECEMBER 31, 1976, AND AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be adopted. Adopted on call
of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Puryear , that an ordinance
entitled "AN ORDINANCE DIRECTING THE MAYOR TO EXECUTE THE ANNUAL CONTRIBUTION
CONTRACT NO. A-2877 WITH THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT TO PROVIDE HOUSING ASSISTANCE PAYMENTS FOR FORTY UNITS OF SECTION 8
EXISTING HOUSING", be adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that an ordinance
entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH
GRESHAM & KERR, JOHN KEELING ASSOCIATES , FOR THE PURPOSE OF PROVIDING ARCHITECTURAL
INSPECTIONS DURING THE CONSTRUCTION PHASE OF THE TOWNLIFT PROJECT", be introduced
and remain on file for at least one week for public inspection in the completed form in which it
shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that an ordinance
entitled "AN ORDINANCE ADOPTING THE RELOCATION PLAN AND GRIEVANCE PROCEDURES AS
REQUIRED BY THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974 AND THE UNIFORM
RELOCATION ASSISTANCE AND REAL PROPERTY ACQUISITION POLICIES ACT OF 1970, WHICH
COVER ANY COMMUNITY DEVELOPMENT PROGRAM OR COMMUNITY DEVELOPMENT ASSISTED
PLAN OR PROGRAM BY THE CITY OF PADUCAH , AND DECLARING AN EMERGENCY TO EXIST" ,
be introduced and remain on file for at least one week for public inspection in the completed form
in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, that an ordinance
entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXTEND THE CONTRACT WITH
WILKINS CONSTRUCTION COMPANY, INC., DATED JULY 109, 1974 FOR THE PURPOSES OF CONSTRUC-
