HomeMy WebLinkAbout01/17/06JANUARY 17, 2006 At a Regular Meeting of the Board of Commissioners, held on Tuesday, January 17, 2006, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton (5). PUBLIC HEARING TRANSPORTATION ENHANCEMENT FUNDS GRANT APPLICATION— GREENWAY TRAIL Mark Thompson, Director of Parks Services, presented an update regarding the Greenway Trail. The Greenway Trail is a trail that will be approximately 10' wide and 5 miles long for pedestrians and bicycles that will connect Perkins Nature Preserve, Stuart Nelson Park, Noble Park and Schultz Park. The Transportation Enhancement Funds application is for construction of the portion of the Trail that starts at the riverfront next to Campbell Street to just east of the Brookport Bridge, approximately 2 miles long which will consist of asphalt pavement. Handouts have been distributed to citizens by the Grants Administrator with questions pertaining to the development of the Greenway Trail. More specifically the questions ask if the citizens support it or don't support it. These handouts will be sent along with the application to the state. On June 30, 2006, the state will announce who will receive funding for their projects. Mayor Paxton made the statement that the Commission is in full support of the development of the Greenway Trail. OPEN PUBLIC HEARING Commissioner Coleman offered motion, seconded by Commissioner Guess, to open the public hearing for the Transportation Enhancement Funds Grant for the further development of the Greenway Trail. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton (5). Citizens who spoke in support of the Greenway Trail: Martha Emmons Craig Brown Scott Bridges Gina Dunning Mr. Mike Boatwright owns the land around the proposed development of the next phase of the Greenway Trail. He expressed his concern because it could go through his backyard. He asked for some consideration to be given at the time when the next phase of the Greenway Trail is being developed. CLOSE PUBLIC HEARING Commissioner Smith offered motion, seconded by Commissioner Coleman, that the public hearing be closed at this time. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Sirk, Smith and Mayor Paxton (5). WORKSHOP: SOLID WASTE OPERATIONS & FEE ORDINANCE BRIEFING Earnie Via, presented recommendations that will enhance solid waste services, compost operations and the pick up of brush and debris. Recommendations include: Refuse Service Currently Pro osed Call-back Service No Charge Residential - $15 Commercial - $25 Commission Response – Try for a 6 -month period and have Mr. Via give a progress report in 6 months. JANUARY 17, 2006 Rollout for Private Currently Neighborhood Parties/Church Events None Associations/Churches- No charge Brush & Debris Intake if give a 7 -day notice Private parties/Other Events — 1-6 rollouts: $20 delivery includes 1 dump 7 + rollouts: $35 delivery includes Commission Response — Agree with recommendation Dump Fees 1 dump Non-residents $5 per rollout for each additional Regular Vehicles: dump Commission Response — Do as proposed but add charitable organizations to the same rate as the Neighborhood Assoc/Churches. Commission Response — Agree with recommendation Per the Commission -- All recommendations are to be put on a 6 -month schedule and Mr. Via is to come back to the Commission with an update. RECOMMENDATION ON SIZE AND FUNDING OF BOAT RAMP PROJECT BEHIND EXPO CENTER Commissioner Sirk reported that the City has been working with the State Department of Fish & Wildlife to get a grant to help build a boat ramp at the riverfront. A copy of the cost estimates for different ramps are in the minute file and attached to it is a diagram of the proposed layout of the ramp. This estimate also shows the amount of the grant funded by the State and the portion the City would have to match. The City's match can be from donated property, value of leased land, and engineering services such as in-kind construction of the access road, parking lot or donation of materials needed for construction. Commissioner Sirk recommended a 6 -lane ramp. The Commission agreed to recommend to JJR, the consultant that the City hired to submit a plan for the riverfront development, a 6 -lane ramp but leave the number of parking spaces and the location to be determined by JJR. EXECUTIVE SESSION Commissioner Guess offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: • Proposed or pending litigation, as permitted by KRS 61.810(1)(c).
