Proceedings of Board of Commissioners City of Paducah September 3. 1980
At a Called Meeting of the Board of Commissioners held in the Commission Chamber
at City Hall, Paducah, Kentucky at 1: 30 P.M. on September 3, 1980, Mayor Penrod presided
and upon . cal I of the Roll, the following answered to their names: Commissioners Coleman,
Flynn, Ford, Viterisi and Mayor Penrod (5) .
Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the
executed copies of the Notice of Called Meeting to be held on Wednesday, September 3, 1980,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn,
Ford, Viterisi and Mayor Penrod (5) .
Commissioner Coleman offered motion, seconded by Commissioner Flynn, that
the Board go into Executive Session for the purpose of discussing personnel matters that
could lead to disciplinary action. Adopted on call of the -Roll, Yeas, Commissioners Cole-
man, Flynn, Ford, Viterisi and Mayor Penrod (5) .
The Board of Commissioners acknowledged to the Mayor that they had read the
Kentucky State Police Report prepared as a result of the investigation into the actions of
former Chief of Police Robert Holt and Sergeant Hester. The Commissioners further
acknowledged that they had been contacted by Mayor Penrod in regard to the adminis-
tration of the polygraph examination by the Kentucky State Police, and that each of
them approved and ratified the action of Mayor Penrod in accepting the retirement of
and the suspension of Sgt. Donnie Hester,
Robert Holt as Chief of Police; /and that they further approved and ratified the action
of Mayor Penrod in appointing Robert Patterson as Acting Chief of Police.
The Commissioners further approved and ratified the action of Robert
Patterson, Acting Chief of Police, in accepting the resignation of Sergeant Hester, effective
September 2, 1980.
The Board of Commissioners then held a work session that was open to the
public and attended by several members of the news media.
Upon motion the meeting adjourned.
