HomeMy WebLinkAbout08/12/80No. 286 Proceedings of Board of Commissioners - City of Paducah Auaust 12. 1980 At a regular meeting of the Board of Commissioners held in the Commission Chamber at City Hall on August 12, 1980, Mayor Penrod presided and upon call of the Roll the following answered to their names: Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4) . Com- missioner Coleman was absent (1) . Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the reading of the Minutes for July 22, 29, and 30th, 1980, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Flynn, Ford, Viterisi and Mayor Penrod (4) . Mayor Penrod made the following appointment: WHEREAS, the terms of Mrs. Gladys Sullivan and Mrs. Ethel Stamper as members of the Board of Directors of the Paducah -McCracken County Senior Citizens, Mrs. Gladys Sullivan & Rex Nicholson appointed to Senior Inc., expired on July 1, 1980, 1 hereby reappoint Mrs. Gladys Sullivan and appoint Citizens, Inc. Rex Nicholson for a term of three (3) years so that said Board shall consist of the following members: Rev. Joe Gardner, whose term will expire July 1, 1981 Mrs. Henrietta Lowe, whose term will expire July 1, 1981 Mrs. Mildred Senter, whose term will expire July 1, 1982 Herman L. Boyd, whose term will expire July 1, 1982 Mrs. Gladys Sullivan, whose term will expire July 1, 1983 Rex Nicholson, whose term will expire July 1, 1983. The following temporary Truck Drivers be terminated: Thomas A. Swope, retroactive to July 25, 1980 Mark Johnson, retroactive to July 15, 1980. STREET DEPARTMENT 1. Robert Cox, Equipment Operator 'B', be promoted to Equipment Operator 'A', at a salary of $6.23 per hour, retroactive to August 4, 1980. Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board of Commissioners approve the following claims and that the City Treasurer be authorized to pay said claims after first obtaining a complete and final release: 1. To James Thomasson, the sum of $104.00, for damage to his 1969 Chevrolet pick up truck, caused when a mower, driven by John Robertson, struck the truck. 2. To Mary H. Warren, the sum of $214.45, for damage to her 1965 Ford caused by a truck, driven by James Thomason, turning around and hitting the auto. Commissioner Flynn offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ANGELS OF MERCY, INC., FOR PROVIDING AMBULANCE SERVICES TO THE CITY OF PADUCAH, KENTUCKY, FOR A PERIOD OF THREE MONTHS FOR THE SUM OF $6,250.0011, `summarized as follows: Ambulance service shall be provided to the City of Paducah, for the period of July 1, 1980 through September 30, 1980, for the sum of $2,083.33 per month. Commissioner Flynn offered motion', seconded by Commissioner Viterisi, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE Amend 80-7-1936 - account No. NO. 80-7-1936 ENTITLED, 'AN ORDINANCE ACCEPTING THE QUOTATION OF TRAVIS REFRIGER- for Travis Refrigeration ATION SERVICE FOR SALE TO THE PUBLIC WORKS DEPARTMENTS OF THE CITY OF PADUCAH, OF ONE MC40M SCOTSMAN CUBER ICE MACHINE, FOR THE SUM OF $2,962.00, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", sum- marized as follows: the purchase price of this machine was charged to General Fund Account No. 3414 and this ordinance amends the Account No. to Federal Revenue Sharing Account No. 3414. THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", summarized as follows: Add position of Maintenance Foreman by adding the position of Maintenance Foreman to the Parks Department at a salary of $1,177.00 per month for the year 1980, and effective July 1, 1981 the salary will be $1,295.00 per month; and deleting the position of Maintenance supervisor in the Parks Department. Mayor Penrod offered motion, seconded by Commissioner Flynn, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 25-1, 'NUMBER, RANK AND SALARIES OF MEMBERS OF DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY, BY CREATING THE POSITION OF CHIEF OF DETECTIVES, WITH A RANK OF LIEUTENANT COLONEL", summarized as follows: To create the position of Chief of Detectives, with a rank of Lieutenant Colonel, in the Police Department, and establishing the same salary as set by ordinance for the Assistant Chief of Police. Mayor Penrod offered motion, seconded by Commissioner Flynn, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF LEXINGTON BLUEGRASS FIRE EQUIPMENT COMPANY, INC., FOR SALE TO THE CITY OF 93 HELMETS TO BE USED BY THE PADUCAH FIRE DEPARTMENT, FOR THE SUM OF $35.95 EACH, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", summarized as follows: That the City accept the bid of Lexington Bluegrass Flre Equipment Company, Inc., for sale to the Fire Department of 93 helmets, for the sum of $35.95 each. Mayor Penrod offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-47 'NONCIVIL SERVICE EMPLOYEES GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", summarized as follows: Deleting from noncivil service all positions placed under Civil Service in Sections 10-51, 10-52, 10-53, 10-54, 10-55, 10-58, 10-59, 10-61 and 10-63, and setting the salary of the Human Rights Director at $1,192.00 per month effect June 30, 1980, and at $1,311.00 per month effective July 1, 1981. Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the Board of Commissioners go into Executive Session for the purpose of discussing pending litigation.
