Bank E Trust Co. trustee for Fredrick Marshall Higgins Easement with Paducah Lodge No. 285, Loyal Order of Moose r9le copies of Notice of Work Session PERSONNEL: At a regular meeting of the Board of Commissioners held in the Commission Chamber of City Hall, Paducah, Kentucky, at 7:30 P.M. on July 22, 1980, Mayor Penrod presided and upon call of the Roll, the following answered to their names: Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the reading of the Minutes for July 1 and 8, 1980 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Com- missioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the following claims be approved, and that the City Treasurer be authorized to pay said claims after first obtaining a complete and final release: 1. Claim of Randy Long, Duke E Long Distributing Co., in the amount of $605.00, for damage to his 1973 Chevrolet truck, caused by a door on a refuse truck, driven by Connie Watts, opening into the truck. 2. Claim of Tom Perkins, in the amount of $144.40, for damage to his 1975 Chevy station wagon, caused by a refuse truck, driven by Thomas Todd rolling back into him. 3. Claim of Sharon Sellars, in the amount of $236.75, caused by a man- hole cover standing up in a manhole at 16th and Broadway. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the following documents be received and filed: 1. Certificate of Insurance covering Asphalt Paving, Inc., issued by The Western Rivers Agency, Inc. 2. Certificate of Insurance covering Chandler Plumbing Company, issued by Henneberger Insurance Agency, Inc. 3. Executed copy of an Easement between the City and Claude Young, to construct and use a drive way in Stuart Nelson Park. 4. Executed copy of an Easement between the City and Peoples First National Bank 6 Trust Company, trustee for Fredrick Marshall Higgins, which easement has been recorded Deed Book 629, Page 667. 5. Executed copy of an easement between the City and Paducah Lodge No. 285, Loyal Order of Moose, which easement has been recorded in Deed Book 629, Page 745. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the executed Copies of the Notice of a Work Session, to be held on July 11, 1980, be received and filed. David Snowden, playground leader, be reclassified as Transportation Director, at a salary of $3.00 per hour, retroactive to July 14, 1980. David A. Meunier be employed as temporary truck driver, at a salary of $3.25 per hour, retroactive to July 14, 1980. David Me Rush be employed as basketroom attendant, at a salary of $2.25 per hour, retroactive to July 14, 1980. PLANNING & COMMUNITY DEVELOPMENT 1. The resignation of Kathleen Miller, clerk typist, be received and accepted, effective July 25, 1980. POLICE DEPARTMENT 1. The resignation of C. Mikel Schadd, patrolman, be received and accepted, effective July 24, 1980. 2. Gerald Oliver, sergeant, be promoted to Captain, at a salary of $1,517.00 per month, effective July 28, 1980. 3. Robert E. Carr, patrolman, be promoted to Sergeant, at a salary of $1,383.00 per month, effective July 28, 1980. REFUSE DEPARTMENT 1. The following be employed as collectors, at a salary of $5.28 per hour: Gene A. Bryant, retroactive to July 7, 1980 Tony Ray Ritchie, retroactive to July 14, 1980. STREET DEPARTMENT 1. The retirement of Russel E. Johnson, Class "A" Operator, be received and accepted, effective August 1, 1980. VEHICLE MAINTENANCE DEPARTMENT 1. Frank Cole, collector in Refuse Department, be promoted to Vehicle Maintenance Attendant, at a salary of $5.58 per hour, retroactive to July 14, 1980. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Mayor Penrod offered motion, seconded by Commissioner Coleman, that the following bids for construction of McGuire Area Street Improvement Program be received and filed: Central Paving Company, together with Bid Bond issued by American States Insurance Company. Wilkins Construction Company, Inc., together with Bid Bond issued by American States Insurance Company. Joe Lindley Contracting, Inc., together with Bid Bond issued by Ohio Farmers Insurance Company. Cunningham, Captain in the Police /,--Department, be reclassified to the position of Chief of Detectives, with the rank of Lieutenant Colonel, effective August 18, 1980, and at a salary of $1,775.00 per month, such salary based on years of service. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Coleman offered motion, seconded by Commissioner Flynn, as follows: "I move that the Board adopt a Municipal Order directing the Mayor to execute a 20 year contract renewal with the Tennessee Valley Authority on behalf of the Electric Plant Board of the City of Paducah, Kentucky, d/b/a Paducah Power System, for the purpose of purchasing wholesale power, which is more fully described in the Order attached hereto". Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Coleman offered motion, seconded by Commissioner Flynn, as follows: "I move that the Board adopt a Municipal Order directing the Assistant Corporation Counsel to condemn real estate for Community Development purposes, which is more fully described in the Order attached hereto". Commissioner Flynn offered motion, seconded by Commissioner Coleman, as follows: "I move that the Board adopt a Municipal Order directing the Assistant Corporation Counsel to condemn real estate for Community Development purposes, which is more fully described in the Order attached hereto". Commissioner Flynn offered motion, seconded by Commissioner Coleman, as follows: "I move that the Board adopt a Municipal Order directing the City Manager to advertise for bids for the purchase of the City's requirement of gravel for one year, which is more fully described in the Order attached hereto". Commissioner Ford offered motion, seconded by Commissioner Viterisi, as follows: "I move that the Board adopt a Municipal Order directing the City Manager to advertise for bids for the purchase of 93 fire helmets to be used by the Paducah Fire Depart- ment, which is more fully described in the Order attached hereto". No. 278 Proceedings of Board of Commissioners City of Paducah July 22, 1980 Commissioner Viterisi offered motion, seconded by Commissioner Ford, as follows: "I move that the Board adopt a Municipal Order directing the City Manager to advertise for bids for the purchase of a new 1,250 gallon per minute pumper engine to be used by the Paducah Fire Department, which is more fully described in the Order attached hereto". Commissioner Coleman offered motion, seconded by Commissioner Flynn, as follows: I move that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER TO PAY KENTUCKY HYDRA -POWER THE SUM OF $4,418.51 FOR EMERGENCY PURCHASE OF CONTROL BOXES FOR TRAFFIC LIGHTS", summarized as follows: The original invoice for this purchase was lost and they are the only supplier in this area. To avoid additional late charges the City is declaring an emergency and adopting this ordinance on one reading. Vinson 6 wife) Amend Civil Sery ice Ordinance E create Sec. 10-63 Pay Hydra -Power - control boxes for traffic lights Proceedings of Board of Commissioners City of Paducah No, July 22, 1980 279 Ordinance No. 80-7-1937, stated the Fire Department personnel acting in a position of responsibility higher than the position the member holds, would be paid a rate per hour instead of a rate per shift. This ordinance corrects the amount paid for this service to per shift. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Ford offered motion, seconded by Commissioner Viterisi, as follows: I move that the Board of Commissioners introduce an ordinance entitled, "AN Amend Sec. 10-59, Parks, ORDINANCE AMENDING SECTION 10-59 OF THE CODE OF ORDINANCES OF THE CITY OF add position of Maint. foreman PADUCAH, KENTUCKY' %, summarized as follows: by adding the position of Maintenance Foreman & delete position of maint. supervisor to the Parks Department, at a salary of $1,177.00 for the year 1980 and effective July 1, 1981 Commissioner Coleman offered motion, seconded by Commissioner Flynn, as follows: I move that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-60 OF THE CODE OF ORDINANCES OF THE CITY OF Amend Sec. 10-60 - add one position of Maintenance PADUCAH, KENTUCKY', summarized as follows: Adding one additional position of Vehicle Attendant to Vehicle Maint. Commissioner Flynn offered motion, seconded by Commissioner Coleman, as follows: I move that the Board of Commissioners introduce an ordinance entitled, "AN amend Sec. 2-47 - noncivil ORDINANCE AMENDING SECTION 2-47 'NONCIVIL SERVICE EMPLOYEES GENERALLY' OF THE service - deleting positions placed under Civil Service 8 CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", summarized as follows: increasing the salary of the Human Rights Director Deleting from noncivil service all positions placed under Civil Service in Sections, 10-51, 10-52, 10-53, 10-54, 10-55, 10-58, 10-59, 10-61 and 10-63, and setting the salary of the Human Rights Director at $1,192.00 effective June 30, 1980 and at $1,311.00 effective July 1, 1981. Commissioner Ford offered motion, seconded by Commissioner Viterisi, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the proposal of Allen and Kleet and Associates, certified public accountants, for auditing the accounts of the Community Development Block Grant Program, for a total sum of $4,750.00, and as appended in full hereto be intro- duced and adopted according to law; this being the second and fi na I reading. Commissioner Viterisi offered motion, seconded by Commissioner Ford, as follows: I move that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-61 OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH", summarized as follows: by adding the position of Plans Examiner in the Inspection Department, at a salary of $1,100.00 per month for the year 1980, and effective July 1, 1981 the salary will be $1,210.00 per month. Commissioner Viterisi offered motion, seconded by Commissioner Ford, as follows: I move that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF CENTRAL PAVING COMPANY FOR CONSTRUCTION OF THE McGUIRE AREA STREET IMPROVEMENT PROGRAM, FOR THE SUM OF $595,952.10, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", sum- marized as follows: An advertisement for bids for construction of the McGuire Area Street Improvement Program was authorized on May 27, 1980, and Central Paving Company submitted the low bid of $595,952.10. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Mayor Penrod offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Ordinance No. 80-6-1927 by adding thereto the sum of $2,,500.00 for Paducah -McCracken County Paramedic Program and as appended in full hereto be introduced and adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board go into Executive Session for the purpose of interviewing applicants for the position of Director, Community Development. Adopted on call of the Roll, Yeas, Com- missioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) .
