Sebree k / At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 00 p.m. on May 22, 1979, Mayor Murphy presided and upon call of the Roll, the following answered to their names: Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Meeks was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading of the minutes for May 8, 1979 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lots and that the City Clerk be authorized to execute a deed of conveyance to said cemetery graves: 1. Mr. & Mrs. John Bell, Graves Nos. 1 and 2 of Section 1, Lot 13, Mausoleum Addition to Oak Grove Cemetery, for the sum of $500.00 (Receipt No. 24085) . 2. Louise Coleman, Grave No. 3 of Lot 43 , Block 6, Rushing Addition, for the sum of $100.00 (Receipt No. 24092) . 3. Arzora Dunlap,, the North one-half of Lot 414, Block No. 6, Rushing Addition, for the sum of $100.00 (Receipt No. 24089) . 4. Margaret Forbes , the Northeast corner of Lot 301, Block 6, Rushing Addition, for the sum of $100.00 (Receipt No. 24096) . 5. Audrey M. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Refuse Department: 1. The following be employed as collectors, at a salary of $4.80 per hour, retroactive to May 21, 1979: Grayling G. Matthews - 6:30 A.M. Larry K. Sebree - 6: 31 A.M. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Fire Department: No. 6g Proceedings of Board of Commissioners City of Paducah May 221 1979 1. The initial 60 day training period of the total 120 days training program as required in Chapter 12, Section 12-48, Code of Ordinances be waived for Cletus E. Jarvis, applicant candidate in the Fire Department. Cletus E. Cletus E. Jarvis - waive 60 days Jarvis shall be assigned for training with a regular platoon retroactive to training period May 21, 1979 and shall be paid at the rate of $2.30 per hour, until the com- pletion of this training and probationary period. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the personnel changes for the Parks & Recreation Department,, as shown on the attached list be approved: PARKS -Temporary 1. Kimberly Ann Williams be employed as Temporary Stenographerg, at a salary of Kimberly Ann Williams $3.20 per hour, retroactive to May 14, 1979. 2. Russell Venson Norris be employed as special recreation assistant, at a salary Russell V. Norris of $3.50 per hour, retroactive to May 14, 1979. 3. The following be employed as water treatment men, at a salary of $3.65 per WATER TREATMENT: hour: James A. Dyson, retroactive to May 14, 1979 James A. Dyson Roger D. Cunningham, retroactive to May 21, 1979 Roger D. Cunningham Joe Cavitt, retroactive to May 21, 1979 _ Joe Cavitt 4. Commissioner Puryear offered motion, seconded by Commissioner Coleman, that the following documents be received and filed: 1. Reports of the Paducah Water Works for the month of April,,. -1979., 2. Certificate of Insurance covering B. H. Green & Son, Inc . , issued by United States Fidelity & Guaranty Company. 3. Executed contract between the City and Magna -Fab, Limited, for the purchase of ten dumpsters . 4. Executed contract between the City and Wahl's Excavating Company together with Performance Bond issued by Fidelity and Deposit Company of Maryland. Commissioner Puryear offered motion, seconded by Commissioner Grumley, that upon recommendation of the City Manager, I move that the following personnel change be made in the Inspection Department: 1. Mayor Murphy offered motion, seconded by Commissioner Puryear, that upon recom- mendation of the City Manager, I move that the following personnel changes be made in the Floodwall Department: 1. The following be employed as temporary pump operators, at a salary of $2.56 per hour: Jerry G. Southward, retroactive to May 16, 1979 A. D. Jackson, retroactive to May 18, 1979 L. C. Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Ordinance No. 79-3-1709, "An ordinance authorizing the City Manager to enter into a contract with Kentucky Machinery, Inc . , to make the necessary repairs on the HD 16M Landfill tractor", increasing the amount necessary from $5,000 to $8,000, and as appended in full hereto be introduced and adopted according to law; this being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; No. 70 tY Board of Commissioners Ci of Paducah May 22, 1979 Proceedings of I therefore move that an ordinance accepting the bid of Jimar Paving Company for sale to the City of it's requirement of bituminous concrete to be used in street resurfacing, for the sum of $15.50 per ton, and as appended in full hereto be introduced and adopted according to law. Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Southern States Asphalt Company, Inc. , for sale to the City of it's requirement of asphalt for the year 1979, to be used in street construction and repair work,, and as appended in full hereto be introduced and adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof: I therefore move that an ordinance authorizing the City Manager to enter into a contract with Angels of Mercy, Inc., for providing ambulance services to the City of Paducah, for an annual sum of $25,000, and as appended in full hereto be introduced and adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance deleting Sections 25-3.2, 25-3.3, and 25-4.20 through 25-8 and amending Section 25-4 of Chapter 25 of the Code of Ordinances of the City of Paducah,, Kentucky, and as appended in full hereto be introduced and adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the Mayor to execute a lease agreement between the City and Irvin Cobb Associates, providing for the lease of parking spaces located in the City parking facility at the southeast corner of the intersection of Sixth Street and Kentucky Avenue, for the sum of $2,000 per year, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the offer of Joe Askew, 811 Bachman Street, to purchase the interest of the City in property located at 1335 South Eighth Street, for the sum of $588.00 and authorizing the Mayor and City Clerk to execute a quitclaim deed, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; 71 I therefore move that an ordinance accepting the bid of Reed Crushed Stone Company, for sale to the City of it's requirement of limestone, to be used in street construction work for the year 1979, and as appended in full hereto be introduced and adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of National Utility Products Company for sale to the City of 100 adjustable Manhole Rings, for the sum of $6,300.00, and as appended in full hereto be introduced and adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Jimar Paving Company for Accept bid of Jimar Paving Co. - resurfacing various streets in the City of Paducah, and as appended in full hereto be intro - resurface various streets duced and adopted according to law.
