Renovations V Purchase Manhole Rings from National Utility Products Co. \� Amend Sec. 2-47(a) - Corporation Counsel Salary Accept Proposal of Lake Paving Co. for Riverfront (Schultz) Park At a Called Meeting of the Board of Commissioners held in the Commission Chambers, City Hall, at 1:30 p.m. on July 2, 1986, Mayor Viterisi presided and upon call of the roll, the following answered to their names: Commissioners Cole, Coleman, Grumley and Mayor Viterisi ($). Rep. Dolly McNutt asked the Commission to adopt a Resolution accepting the offer of James Clancy to represent the City of Paducah before the United States Supreme Court in regard to the anti -obscenity law declaring obscenity a public nuisance. There would be no charge to the City by Mr. Clancy for his representation. Mayor Viterisi told Mrs. McNutt that the City will adopt this Resolution immediately. Commissioner Coleman offered motion, seconded by Commissioner Cole, that the executed copies of Notice of Called Meeting to be held at 1:30 p.m., July 2, 1986, be received and filed. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR AND CITY COMMISSIONERS TO APPROVE THE APPLICATION OF THE BOUTIQUE, INC. TO OPERATE A BUSINESS IN THE OPPORTUNITY ZONE", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $6,707.12 TO PAUL DUNCAN FOR LABOR AND MATERIALS FOR THE EMERGENCY COMMUNICATION SERVICE FACILITIES". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman off ered motion, seconded by Commissioner Cole, that the Board of Commissioners introduce an ordinance authorizing the City Treasurer to pay the sum of $8,913.72 to Paul Duncan for renovation to the Police Department. This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF NATIONAL UTILITY PRODUCTS COMPANY FOR SALE TO THE CITY OF UP TO ONE HUNDRED (100) ADJUS-TO-GRADE CASTINGS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with National Utility Products Company for sale to the city of up to 100 adjustable manhole rings. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salary of the Corporation Counsel, retroactive to July 1, 1986. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE NEGOTIATED PROPOSAL OF, AND AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH, LAKE PAVING COMPANY, IN THE AMOUNT OF Proceedings of Board of Commissioners No. City of Paducah July C„ 1986 $1099235.77, TO CONSTRUCT THE RAYMOND C. SCHULTZ PARK ROAD PROJECT IN TOTAL, ACCORDING TO THE PLANS AND SPECIFICATIONS PREPARED BY SIMMONS ENGINEERING". Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-49 'CITY MANAGER - GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salary of the City Manager retroactive to July 1, 1986. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-63, 'CIVIL SERVICE', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salaries of the switchboard operator and clerk -typist in the Fire Department, retroactive to July 1, 1986. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). The Board then held a workshop. At the conclusion of the workshop, Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss negotiations. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). At the conclusion of the Executive Session the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
