HomeMy WebLinkAbout10/03/06OCTOBER 3, 2006 At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 3, 2006, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Guess, Sirk, Smith, and Mayor Paxton (4). Commissioner Coleman was absent (1). Tyler Powell, an exchange student to Japan, presented Mayor Paxton with a letter from the Mayor in Sapporo, Japan. WORKSHOP REVIEW PARKS SERVICES STAFFING & FUNDING Mark Thompson, Director of Parks Services, requested an additional Recreation Specialist position. He feels this position is necessary to help make Paducah more attractive to the "twenty and thirty something" population. An additional funding of $29,000 was required to cover the rest of the fiscal year. Mr. Thompson also requested 2 part-time park rangers be employed to help provide security service for the expansion of facilities such as the skatepark, sprayground, and the Greenway Trail. The additional funding required for the part-time park ranger positions for the remainder of the fiscal year is approximately $11,200. Commission agreed to fund the two additional part-time park rangers but told Mr. Thompson at this time funding for the additional position of Recreation Specialist is not available. DOWNTOWN TAX INCREMENT FINANCING (TIF) DISTRICT Tom Barnett, Director of Planning, reiterated the reasons to implement a TIF district. The district boundaries would be the following: Bounded on the North by the Ohio River, the South by 3rd Street, the East by the common property line of Ingram Barge Company and Trans Montaigne, and the West by the extent of the City of Paducah property west of the pump station on North 6th Street. The funds in the district would be collected from all new, additional property and payroll taxes in the area set out and beyond current levels (baseline) for 20 years. A Board will be created to authorize funds to be spent and how. This is a mechanism to help put in place funding for future riverfront investment and development. The Board is still undecided in how they want to proceed with the TIF district. Upon motion meeting adjourned. ADOPTED: October 10 , 2006 V44 City Clerk 132
