HomeMy WebLinkAbout01/28/86No. 481 Proceedings of Board of Commissioners City of Paducah January 28, 1986 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:30 p.m. on January 28, 1986, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi Commissioner Coleman offered motion, seconded by Commissioner Cole, that the reading of the minutes for January 14, 1986, be waived and that the minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the following documents be received and filed: 1. Certificate of Insurance - Wahl's Excavating Co. 2. Certificate of Insurance - Vanguard Contractors, Inc. V 3. Certificate of Insurance - Central Paving, Inc. 4. Executed Contract Amendment No. 1 - Barkley Field Airport �/ 5. Executed Contract between City & Central Paving, Inc. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that upon the recommendation of the City Manager, the following personnel changes be made: (SEE MUNICIPAL ORDER BOOK) Mayor Viterisi offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER EXPRESSING THE CITY OF PADUCAH'S INTENT TO ADMINISTER COMMUNITY DEVELOPMENT GRANT FUNDS TO ACHIEVE THE INTENT OF THE PROGRAMS", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that a Municipal Order entitled, "A MUNICIPAL ORDER APPROVING THE APPLICATION FOR STATE ASSISTANCE UNDER THE KCDBG HOUSING FUND DIVISION OF COMMUNITY PROGRAMS FUND, DEPARTMENT OF LOCAL GOVERNMENT, COMMONWEALTH OF KENTUCKY, AND AUTHORIZING THE MAYOR TO EXECUTE SAID DOCUMENTS", be adopted. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO APPROVE A LEASE BETWEEN THE CIVIC BEAUTIFICATION BOARD OF THE CITY OF PADUCAH, KENTUCKY, AND THE WILLIAM CLARK MARKET HOUSE MUSEUM, INC.". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH JAMES L. SINQUEFIELD TO PROVIDE ARCHITECTURAL SERVICES FOR THE DEVELOPMENT OF RAYMOND SCHULTZ RIVERFRONT PARK". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with James L. Sinquefield for architectural services to develop a master plan for the park's development, identify riverbank areas in need of stabilization, propose method of disposition or utilization for unrelated park area structures, determine and identify landscape needs, recommend overall development scheme for future park development, and establish cost for above services. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF LEON & STEPHEN TERRY, FOR R & F Documents V City's Intent to Administer Comm. Dev. Programs Approve Application for KCDBG State Assistance Market House Museum Lease� J. Sinquefield Contract - Riverfront Park Terry Contract - Equip. Rental No. 482 Proceedings of Board of Commissioners City of Paducah January 28, 1986 RENTAL OF VARIOUS EQUIPMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH RENTAL". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with Leon & Stephen Terry for rental of various equipment. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Pay Whayne Supply - 977E CAT Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. Repairs (Amend amount) (Refuse) 85-12-2771". This ordinance was read in full and amends the amount paid to Whayne Supply Company for repairs to 977L Caterpillar for the Refuse Department. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of "AN Asphalt Paving Contract - Commissioners adopt an ordinance entitled, ORDINANCE ACCEPTING THE BID OF ASPHALT PAVING COMPANY, Equipment Rental FOR RENTAL OF VARIOUS EQUIPMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH RENTAL". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with Asphalt Paving Company for rental of various equipment. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LEASE WITH Market House Theatre Lease THE MARKET HOUSE THEATRE OF PADUCAH INC. AND THE CIVIC BEAUTIFICATION BOARD OF THE CITY OF PADUCAH, U H, KENTUCKY". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Amend Bus. Lic. Ord. Sec. 17-13 Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 17-139, LICENSES, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Changing application deadline to April 15 of each year, and establishing requirements for taypayers requesting extensions of time past the April 15 deadline. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford and Grumley (4); nays, Mayor Viterisi (1). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Central Paving Co. Contract - Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF CENTRAL PAVING COMPANY, Equipment Rental FOR RENTAL OF VARIOUS EQUIPMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH RENTAL". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with Central Paving Company for rental of various equipment. Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of "AN Paducah Art Guild Lease Commissioners adopt an ordinance entitled, ORDINANCE AUTHORIZING THE MAYOR TO APPROVE A LEASE BETWEEN THE CIVIC BEAUTIFICATION BOARD OF THE CITY OF PADUCAH, KENTUCKY, AND THE PADUCAH ART GUILD, INC. This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT V Simmons Engineering Contract - WITH SIMMONS ENGINEERING, INC. FOR RIVERFRONT PARK ENGINEERING CONTRACT. This ordinance was read in Riverfront Park full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5) • Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of -Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF $4,435.00 TO Proceedings of Board of Commissioners No. City of Paducah January 28, 1986 483 JASPER TRANSMISSION FOR TWO TRUCK TRANSMISSIONS". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5) Pay Jasper Transmission - 2 Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Truck Transmissions Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF PADUCAH FORD, INC. IN THE AMOUNT OF $10,567.00 EACH FOR TWO NEW 1986 CROWN VICTORIA S 4 -DOOR AUTOMOBILES, FOR SALE TO THE CITY FOR USE BY THE POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract with Paducah Ford in the amount of $10,567.00 each for the purchase of two automobiles for use by the Police Department. Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ESTABLISHING A COOPERATIVE PROGRAM WITH McCRACKEN COUNTY FOR THE DEVELOPMENT OF AN ENHANCED 911 EMERGENCY TELEPHONE SYSTEM, AND PROVIDING FOR THE ESTABLISHMENT OF A BUDGET COMMITTEE APPOINTED BY THE CITY OF PADUCAH AND McCRACKEN COUNTY, AND IMPOSING A FEE TO BE PAID BY LOCAL TELEPHONE'EXCHANGE SUBSCRIBERS OF FIFTY CENTS PER'MONTH PER LINE, PROVIDING FOR THE MANNER OF COLLECTION OF FEE, AND PAYMENT OF FEE BY TELEPHONE COMPANY TO THE CITY TREA- SURER". This ordinance is summarized as follows: Expresses the City of Paducah's intent to implement an enhanced 911 emergency telephone system with McCracken County, providing for the establishment of a Budget Committee, establishing criteria for equipment purchases by the City and McCracken County, imposing a fee to be paid by local telephone exchange subscribers, providing for the collection of said fee, and establishing method for payment of fee by telephone company to the City Treasurer. Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board: of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LEASE FOR THE MARKET HOUSE BUILDING WITH THE CIVIC BEAUTIFICATION BOARD OF THE CITY OF PADUCAH, KENTUCKY". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole,: Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH THE SOUTHSIDE KIWANIS CLUB FOR ASSISTANCE TO THE PADUCAH AREA YOUTH SOCCER ASSOCIATION". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss collective bargaining. -Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). At the conclusion of the Executive Session the Board reconvened .in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
