At a Regular Meeting of the Board of Commissioners, held on Tuesday, March 31, 2009,
at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the
following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and
Mayor Paxton (5).
ANNOUNCEMENT
Mayor Paxton announced that James Berry has accepted the position as police chief.
MAYOR COMMENTS
Mayor Paxton predicting recession will last between a 2 and 4 -year duration. Costs keep
rising for health insurance, employee retirement plan, etc. With the decrease in revenue
for the insurance premium tax and if the payroll tax revenue decreases as the economy
gets worse, the projected shortfall ranges from $2.5 million to $3.5 million this year.
Question is where to cut? Going to be hard decisions especially since 70% of the budget
is made up of payroll. The Fire Department was downsized 4 years ago and has saved
about $1 million dollars a year. Economic incentives will still need to be met as well as
downtown incentives.
MOTION
R & F CALLED MEETING NOTICE
Commissioner Abraham offered motion, seconded by Commissioner Gault, that the
Notices of Called Meeting of the Board of Commissioners of the City of Paducah for
5:30 p.m., Tuesday, March 31, 2009 be received and filed.
Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins and
Mayor Paxton (5).

CITY SERVICE CATEGORIES DISCUSSION
The City Manager recommends that the best Paducah recession plan is to utilize the
Strategic Management Plan. His recommendation: Assume it will get worse before it
gets better (recession may last 4 years instead of 2) and make the cuts as soon as possible.
At last Friday's staff meeting each director was given the task of putting their
department's services in a model that contained: support services, core services, non-
core services, quality of life services and community add-on services. Each director then
shared their information and had their peers to evaluate and critique their models. That
information was distributed in the agenda packets on Friday for the Commission to
review and each director will explain their services and how they fit in the model.
Human Rights Director also shared his services with the Commission. A copy of each
model except for Human Rights is in the minute file.
CITY MANAGER REPORT

❖ The City Manager requested an executive session for an update on AFSCME
negotiations.
COMMISSIONER CONCERNS
Comm.Kaler— Was disturbed when she learned that the City had signed a contract with
a consultant regarding recycling service. She feels that GPS (Greater Paducah
Sustainablity) could do the job that the consultant was hired to do since the organization
is already doing recycling in the city.
PUBLIC COMMENTS
Vicki Holland—Complaint regarding comments made by Deputy Judge Doug Harnice
while she was conducting business
EXECUTIVE SESSION
Commissioner Gault offered motion, seconded by Commissioner Abraham, that the
Board go into closed session for discussion of matters pertaining to the following topics:
❖ Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).

❖ Issues which might lead to the appointment, dismissal, or disciplining of an
employee, as permitted by KRS 61.810(1)(F).

Upon motion the meeting adjourned.
