HomeMy WebLinkAbout08/01/06AUGUST 1, 2006 At a Regular Meeting of the Board of Commissioners, held on Tuesday, August 1, 2006, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the Assistant City Clerk, the following answered to their names: Commissioners Coleman, Guess, Sirk, Smith, and Mayor Paxton (5). WORKSHOP RECRUITING NEW RETAIL TO MAIN STREET Carol Gault, Director of Paducah Main Street, and Bruce Brockenborough, Chairman of the Economic Restructuring Committee, presented a powerpoint requesting $150,000 from the City for a retail incentive program. The program is designed for Main Street to participate in trade shows, increase their marketing campaign, and to provide incentives to either purchase property or provide rent subsidies for potential retailers. This is part of the recommendations from consultant, Kent Burnes, of Downtown Management Services. The marketing campaign is "Shop, Dine, Work, Live, Play". This will be used to attract strong, retail establishments to open together within a specified time creating traffic, jobs, and economic growth in the downtown area. A Wish List of businesses in our downtown includes clothing stores for men, women and children, shoe stores, and convenience/ grocery stores. A copy of the proposal is in the Minute File. The Commission discussed their ideas and questions. The Mayor stated that this was a proposal for the Commission to think about and discuss. If they decide theywantto proceed with this proposal, an Ordinance will be introduced in the near future. RESTAURANT SMOKING REGULATION DISCUSSION Kristin Gregory, Public Information Officer, reviewed smoking regulation ordinances from 8 other cities in Kentucky and Illinois and the opinion letter from Denton & Keuler. The Mayor then opened up the floor for discussion of the topic among the Commissioners. Each Commissioner expressed his point of view. Mayor Paxton asked Ms. Gregory to begin working on an ordinance and stated he hoped to bring the ordinance to the Commission fairly soon. CITY MANAGER REPORT • Mr. Zumwalt was out of town and Mark Thompson was "Acting City Manager". Mark presented a check in the amount of $500,000 that the City of Paducah received from Governor Fletcher for the Greenway Trail. Construction should begin in 2007. COMMISSIONERS CONCERN • Commissioner Sirk has received a complaint from Rick Jenks, owner of Farmers Market. He has conflicts with the present sign ordinance. Tom Barnett, Director of Planning will meet with Mr. Jenks to work out a solution. EXECUTIVE SESSION Commissioner Coleman offered motion, seconded by Commissioner Guess, that the Board go into closed session for discussion of matters pertaining to the following topics: • A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1)(g) and, • Collective bargaining with public employees, as permiteed by KRS 61.810(1)(e).
