HomeMy WebLinkAbout03/26/85No. 391 Proceedings of Board of Commissioners City of Paducah March 261, 1985 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:30 p.m. on March 26, 1985, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (45. Commissioner Coleman offered motion, seconded by Commissioner Cole, that the reading of the Minutes for March 12, 19 and 21, 1985, be waived and that the minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the following documents be received and filed: 1. Executed Contract between City & Highway Dept. - Beltline Highway 2. Executed Contract between City & Highway Dept. - Bridge Street bridge replacement 3. Executed Contract between City & Jimar Paving Co. - bituminous concrete `4 4. Executed Contract between City & Jimar Paving Co. - resurface streets \1 5. Executed Contract between City & Reed Crushed Stone - limestone v 6. Executed Contract between City & Southern States Asphalt, Inc. - asphalt Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Cole, that upon recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (SEE MUNICIPAL ORDER BOOK) Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE EXTENDING THE CONTRACT BETWEEN THE CITY OF PADUCAH AND TRI-STATE PROPANE, INC. FOR SALE TO THE CITY OF PROPANE AND CONVERSION KITS, FOR USE BY VARIOUS DEPARTMENTS; LEASING TO THE CITY OF A LIQUID TRANSFER SYSTEM, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURPOSE". -This ordinance is summarized as follows: Authorizing the purchase of propane conversion kits at the following prices: $990.00 for each pick-up truck; $1,355.00 for each automobile with dual fuel tanks; $1,155.00 for each automobile with a single tank; a lease charge of $135.00 per month for lease of a Liquid Transfer System; and 61.4 per gallon for propane. Adopted on call of the roll, yeas, Commissioners Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole voted nay (1). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Commissioners -adopt an ordinance entitled, AN ORDINANCE ACCEPTING THE BID OF PARKSON CORPORATION IN THE AMOUNT OF $309175.009 FOR SALE TO THE CITY OF 850 FLEX -A -TUBE AIR DIFFUSERS FOR USE BY THE SEWAGE TREATMENT DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows: Authorizing the Mayor to execute a contract in the amount of $30,175.00 with Parkson Corporation for the purchase of 850 air diffusers for the Sewage Treatment Department. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, AN ORDINANCE ACCEPTING THE BID OF PADUCAH FORD, INC. Contract - Uniforms Executive Session EQUIPMENT, INC. IN THE AMOUNT OF $349550.00 FOR ONE 33 CUBIC YARD HEIL FRONT LOADER PACKER BODY, FOR SALE TO THE CITY FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". .This ordinance is summarized as follows: Authorizing the Mayor to execute contracts with Paducah Ford,,Inc. and Manning Equipment, Inc. for sale to the City of one refuse truck cab and chassis and a front loader packer body. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE CREATING CHAPTER 2 1/29 ALARMS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY, PROVIDING FOR REGULATIONS FOR INSTALLATION, OPERATION AND MAINTENANCE OF ALARM SYSTEMS AND FIRE PROTECTION SYSTEMS". This ordinance is summarized as follows: Creating Chapter 2 1/2, Alarms; establishing permit requirements for alarm system users, allowing the Police Department to inspect alarm systems terminating at the City, restricting the use of automatic dialing devices, providing for revocation of permits for excessive false alarms, providing for fire protection alarms, and setting forth the conditions for licenses to install alarm systems in the Police and Fire Departments. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A LEASE WITH THE COMMONWEATLH OF KENTUCKY, FINANCE & ADMINISTRATION CABINET, FOR A PORTION OF THE CITY HALL ANNEX BUILDING". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce and adopt an ordinance entitled, A" ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 2-479 'NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the salary of Secretary -Receptionist to $1,050 per month beginning April 1, 1985, and to $19082.00 per month beginning July 1, 1985, and declaring an emergency to exist. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF TODD CORPORATION FOR FURNISHING THE CITY OF PADUCAH WITH UNIFORMS FOR EMPLOYEES IN VARIOUS DEPARTMENTS". This ordinance is summarized as follows: Accepting the bid of Todd Corporation for a two-year contract for furnishing uniforms to various city employees. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Commissioners to into Executive Session to discuss personnel matters. Adopted on call of the roll, yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Upon conclusion of the Executive Session the Board reconvened in the Commission Chamber whereupon the Mayor announced there was no further business.
