HomeMy WebLinkAbout07/18/06JULY 18, 2006 At a Regular Meeting of the Board of Commissioners, held on Tuesday, July 18, 2006, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Guess, Sirk, and Mayor Paxton (4). Commissioner Smith was absent (1). ORDINANCE — EMERGENCY APPROVE 2006 KENTUCKY ARTS COUNCIL ARTS BUILD COMMUNITIES GRANT AWARD Commissioner Coleman offered motion, seconded by Commissioner Guess, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR AN ARTS BUILD COMMUNITIES GRANT FROM THE KENTUCKY ARTS COUNCIL FOR THE SUMMER RECREATION DAY CAMP PROGRAM OFFERED THROUGH THE PARKS SERVICES DEPARTMENT." The Mayor is hereby authorized and directed to execute a Grant Agreement with the Kentucky Arts Council for an Arts Build Communities Grant in the amount of $5,000.00 for the Summer Recreation Day Camp Program offered through the Parks Services Department. The required match of $5,000 will be through in-kind services and the Parks Services budget. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Sirk, and Mayor Paxton (4). ORD.#2006-7-7145; BK 31; PG WORKSHOP AIR QUALITY AND SMOKE FREE DISCUSSION Dr. Shawn Jones, advocate for banning smoking in restaurants/public places, provided new information regarding the dangers of second-hand smoke. Dr. Jones informed the Board that the McCracken County Medical Society received a grant which stipulated that air quality tests had to be performed in City of Paducah restaurants to assess levels of indoor air pollution associated with smoking. These results were published in the July 2006 issue of the Journal of the Kentucky Medical Association. He distributed ordinances from other cities that have gone smoke free. Dr. Jones suggested that if the City moves forward with the preparation of an ordinance to ban smoking that an Equal Protection Clause be included in the ordinance. The Board discussed the issue and hopes to make a decision in the near future. CITY MANAGER REPORT The City will receive funds in the amount of %2 million dollars from the Kentucky Transportation Cabinet for the City's Greenway Trails in Frankfort on July 21, 2006.
