CEMETERY: Janice English for David Lee Staples Oak Grove BIDS: - Received 4 filed: I, Disposal or transfer of solid waste V/ Adv. bids - furnishing insurance coverage for City Residential Care Center - Bond Issue - old Diplomat Inn building 96 -units At a Regular Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:30 p.m. on May 8, 1984, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the reading of the Minutes for April 24 and May 2, 1984, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the following docu- ments be received and filed: 1. Report of Paducah Water Works for the month of April, 1984. 2. Qualifications and Hiring Procedures for the Paducah Police Department. 3. Executed contract between the City and AT&T Information Systems, Inc., for the purchase of Computer Equipment, together with a Service and Maintenance Agreement, to be used by the Paducah Police Department. 4. Bond covering Vanguard Contractors, Inc., issued by United States Fidelity & Guaranty Company. 5. Executed contract between the City and Jake Brown and Associates as auctioneer for the year 1984. 6. Executed contract between the City and J. R. Sullivan Lawn & Garden Equipment, for one 16 HP Yazoo lawnmower for use by the Maintenance Department. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Com - missioners approve the sale of the following cemetery lot and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave: 1. To Janice English for David Lee Staples, Lot 130 in Section 30B, Old Addition of Oak Grove Cemetery, for the sum of $150.00 (Receipt No. 23994). Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the following bid be received and filed: 1. For the disposal or transfer of solid waste within the City of Paducah: West Kentucky Regional Landfill Commercial Waste Disposal Company. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FURNISHING INSURANCE COVERAGE FOR THE CITY OF PADUCAH, INCLUDING AUTOMOBILE AND EQUIPMENT, BUILDINGS AND CONTENTS, CRIME, PUBLIC OFFICIAL LIABILITY AND COMPREHENSIVE GENERAL LIABILITY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the following personnel changes be made: (SEE MUNICIPAL ORDER BOOK) Commissioner Cole offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "AN ORDER AND RESOLUTION OF THE MAYOR AND -CITY COUNCIL OF THE CITY OF PADUCAH, KENTUCKY, AUTHORIZING THE EXECUTION OF A MEMORANDUM OF AGREEMENT BY AND BETWEEN THE CITY AND RESIDENTIAL CARE CENTER OF PADUCAH, INC., RELATING TO THE ACQUISITION OF CERTAIN REAL PROPERTY IN THE CITY AND IMPROVE- MENT AND EQUIPPING THEREOF FOR USE AS A 96 -UNIT ELDERALY RESIDENTIAL CARE FACILITY; UNDERTAKING THE Proceedings of Board of Commissioners No. City of Paducah ISSUANCE OF REVENUE BONDS TO PAY THE COST OF ACQUIRING, IMPROVING AND EQUIPPING SAID FACILITY; AND May 8, 1984 TAKING OTHER PRELIMINARY ACTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that a Municipal Order entitled, "A RESOLUTION OF THE CITY OF PADUCAH IN THE COMMONWEALTH OF KENTUCKY, AUTHORIZING EXECUTION OF MEMORANDUM OF AGREEMENT PURSUANT TO PROVISIONS OF KENTUCKY REVISED STATUTES 103.200 THRU 103.285, BY AND BETWEEN CITY OF PADUCAH AND McCRACKEN COUNTY RETIREMENT CENTER, INC., RELATING TO THE CONSTRUCTION AND EQUIPPING OF FACILITIES TO PROVIDE APARTMENT HOUSING FOR AGED AND ELDERLY CITIZENS OF PADUCAH, KENTUCKY, AND THE ISSUANCE OF INDUSTRIAL BUILDING REVENUE BONDS OR MULTI -FAMILY HOUSING REVENUE BONDS FOR THE AGED AND ELDERLY TO FINANCE THE CONSTRUCTION, ACQUISITION AND EQUIPPING OF SAID FACILITIES", be adopted. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Com- missioners adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CLOSING OF AN ALLEY LOCATED BETWEEN SOUTH 26TH AND 27TH STREETS, NORTH OF OHIO STREET". This ordinance is summarized as follows: Authorizing the Corporation Counsel to institute an action in McCracken Circuit Court for a judgment ordering the closing of an alley located between South 26th and 27th Streets, north of Ohio Street. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Com- missioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-49 POLICE, ADOPTING QUALIFICATIONS AND HIRING PROCEDURES FOR PADUCAH POLICE DEPARTMENT RECRUITS". This ordinance is sum- marized as follows: Adopting by reference, Qualifications and Hiring Procedures for the Paducah Police Department, effective with the date of this Ordinance; repealing any provisions of the Code of Ordinances or of the Manuals of Procedure in conflict herewith; and authorizing the amendment of said Procedures by Municipal Order, if necessary. After discussion by Commissioners Coleman, Grumley and Cole, Commissioner Coleman offered motion, seconded by Commissioner Cole, that this ordinance be TABLED for further study. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Com- missioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO RELEASE FROM ESCROW, THE SUM OF $3009000 OF GOVERNMENT SECURITIES HELD BY CITIZENS FIDELITY BANK & TRUST' COMPANY". This ordinance is summarized as follows: Authorizing the City Treasurer to execute any and all documents necessary to release Citizens Fidelity Bank & Trust Company from the escrow in which it has held $300,000 of Government Securities since May 24, 1948; and in order to avoid an escrow fee, declaring an emergency to exist. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford,' Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Com- missioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO ENTER INTO A LEASE AND COVENANT WITH PEOPLES FIRST NATIONAL BANK AND TRUST COMPANY, FOR LEASE OF CERTAIN CITY PROPERTY LOCATED BETWEEN 400 KENTUCKY AVENUE AND 401 KENTUCKY AVENUE, IN THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Authorizing a lease with Peoples First National Bank & Trust Company for certain City property located between 400 Kentucky Avenue and 401 Kentucky Avenue, for a term of 25 years, and for the consideration of $1.00 per annum. Bank - air space betw 400 & 401 Kentucky No. 2go Proceedings of Board of Commissioners City of Paducah May 8, 1984 Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Com- missioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT `Authorize contract with Glen Jones & WITH GLEN JONES AND THEO GAMMEL, d/b/a WEST KENTUCKY REGIONAL LANDFILL FOR WASTE DISPOSAL AT CON - Theo Gammel, d/b/a West Ky. Regional Landfill - waste disposal TRACTOR'S LANDFILL". This ordinance is summarized as follows: Authorizing the Mayor to enter into a contract with West Kentucky Regional Landfill, for waste disposal at Contractor's landfill, for the sum -of $7.00 per ton, and with said contract to contain other provisions as deemed necessary by the City Manager. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5).
