Home My WebLink About04/09/84Proceedings of Board of Commissioners No. City of Paducah April 9, 1984 At a Called Meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, at 7:00 p.m. on April 9, 1984, Mayor Viterisi presided and upon call of the Roll, the following answered to their names: Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Notice of Called Meeting to be held at 7:00 p.m. on Monday, April 9, 1984, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the following docu- ments be received and filed: 1. Certificate of Insurance covering Comcast Cable of Paducah, Inc., issued by Home Indemnity Co., Home Insurance Co., City Insurance Co., and United States Fire In- surance Co. (Reed Stenhouse Inc., of Pennsylvania, agent). 2. Executed copy of Minutes from Traffic Commission Meeting held on March 22, 1984. 3. Reports of Paducah Water Works for the month of March, 1984. 4. Executed contract between City of Paducah and City Refrigeration Service, Inc., for repair of air coediting compressor at Paducah Civic Center, together with Performance Bond issued by The Fidelity & Casualty Company of New York. 5. Executed contract between the City of Paducah and Pickens Electric Supply for furnishing the City with approximately four hundred (400) 1500 -watt quartz light bulbs, to be used by the Parks Department. 6. Executed copy of the Mutual Aid Fire Protection Agreement with United States of America (Union Carbide). Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Com- missioners approve the sale of the following cemetery lots and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery graves: 1. To Lula Staggs Hutcheson for Orlena Bryan, Lot 163 in Section 30-C, Oak Grove Cemetery, for the sum of $150.00 (Receipt No. 23982). 2. To Robert Franklin, c/o Hamock Funeral Home, the West corner of Lot No. 248, Block 6, Rushing Addition to Oak Grove Cemetery, for the sum of $150.00 (Receipt No. 23980). Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the following per- sonnel changes be made: (SEE MUNICIPAL ORDER BOOK) Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Com- missioners adopt an ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF PADUCAH PLANNING COMMISSION, PROVIDING FOR THE CLOSING OF DEDICATED STREETS IN THE GROVE SUBDIVISION". This ordinance is summarized as follows: The City authorizes the Corporation Counsel to institute an action in McCracken Circuit Court for a judgment ordering the closing of DeSpain Avenue and Marsh Avenue within the Grove Subdivision. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Cole offered motion, seconded by Commissioner Coleman, that the Board of Com- missioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 83-6-2396 ENTITLED, 'AN ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY ANNUAL BUDGET FOR THE FISCAL YEAR JULY 19 1983 THROUGH JUNE 309 1984, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT'." Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Com - missioners introduce and adopt an ordinance entitled., "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AMENDEMENT TO THE COLLECTIVE BARGAINING AGREEMENT BY AND BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND AMERICAN FEDERATION OF STATE, COUNTY AND MUNICIPAL EMPLOYEES, AFL-CIO, LOCAL 1586". This ordinance is summarized as follows: Authorizing the Mayor to execute the amended contract with Local 1586, covering the period from April 1, 1984 through March 31, 1986, and since the contract expired on March 31, 1984, declaring an emergency to exist. Commissioner Coleman offered motion, seconded by Commissioner Cole, that the Board of Com - missioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF UP TO $49500 TO W. D. JONES AND/OR HENDERSON WELDING, FOR WELDING REPAIR OF AN AIR CONDITIONING UNIT LOCATED WITHIN THE PADUCAH CIVIC CENTER". This ordinance is summarized as follows: Authorizing the payment of up to $4,500 to W. D. Jones and/or Henderson Welding, for welding repair of an air conditioning unit located within the Jaycee Civic Center. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, that the Board of Com - missioners introduce and pass an ordinance entitled, "AN ORDINANCE CREATING SUBSECTION (e) TO SECTION 10-13, ABOLITION OF POSITIONS OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordi- nance is summarized as follows: Creating subsection (e) to Section 10-13, of the Civil Service Ordi- nance, by establishing lay-off procedures for Local 1586, and declaring an emergency to exist. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Ford offered motion, seconded by Commissioner Grumley, 'that the Board of Com - missioners adopt an ordinance entitled "AN ORDINANCE PROVIDING FOR THE CLOSING OF AN ALLEY AND TO DEDICATE AN ALLEY LOCATED ON THE SOUTH SIDE OF ADAMS STREET AND BEING EAST OF LONE OAK ROAD". This ordinance is summarized as follows: The City authorizes the Corporation Counsel to institute an action in McCracken Circuit Court for a judgment ordering the closing of an alley located on the south side of Adams Street and east of the Lone Oak Road. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Commissioner Grumley offered motion, seconded by Commissioner Ford, that the Board of Com - missioners introduce an ordinance entitled, "AN ORDINANCE EXEMPTING HAWLEY PRODUCTS, INC. FROM THE PAYMENT OF CERTAIN CITY TAXES FOR A PERIOD OF FIVE YEARS". This ordinance is summarized as follows: Exempting Hawley Products, Inc., from the payment of certain city taxes, on property located at 1567 North 8th Street, and associated manufacturing equipment subject to city taxation for a period of five years; and authorizing the cancellation of said exemption if Hawley Products should cease operating said manufacturing establishment. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). No. Proceedings of Board of Commissioners City of Paducah April 9, 1984 Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Com- missioners introduce an ordinance, entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CON- TRACT WITH JAKE BROWN AND ASSOCIATES AS AUCTIONEER FOR THE PUBLIC AUCTION OF SURPLUS PERSONAL PROPERTY AND REAL ESTATE OWNED BY THE CITY OF PADUCAH DURING THE CALENDAR YEAR 1984". This ordinance is sum- marized as follows: Authorizing a contract with Jake Brown & Associates for auctioneering services during 1984 for the following fees: Ten percent (10%) commission on personal property with no reim- bursement for advertising; and a commission of seven percent (7%) on all real estate plus reimbursement of actual cost incurred for advertising. Adopted upon call of the Roll, Yeas, Commissioners Cole, Coleman, Ford, Grumley and Mayor Viterisi (5). Mayor Viterisi offered motion, seconded by Commissioner Coleman, that the Board of Com - 279 Contract with Jake Brown, f Auctioneer missioners introduce and adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-52, 10-539, 1 I v 10-54, 10-559 10-569 10-599 10-60, AND 10-61,'Civil Service' OF THE CODE OF ORDINANCES OF THE CITY OF Amend salaries of Union Civil Ser- vice PADUCAH, KENTUCKY". This ordinance is summarized as follows: Granting a three percent increase in salaries for Local 1586 members for 1984, and a three percent increase for 1985, and since the contract with Local 1586 expired on March 31, 1984, declaring an emergency to exist.
