HomeMy WebLinkAbout08/07/07AUGUST 7, 2007 At a Regular Meeting of the Board of Commissioners, held on Tuesday, August 7, 2007, at 5:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Kaler, Watkins and Mayor Paxton (4). Commissioner Smith was absent (1). PROCLAMATION NATIONAL FARMER'S MARKET WEEK Mayor Paxton presented a proclamation to Mainstreet Promotion & Events Coordinator, David Boggs proclaiming August 4 — August 11, 2007 "National Farmers Market Week" In 2004, Mainstreet began running the market. At that time there were only 4 to 5 vendors now there are 19 permanent vendors. Plant clinics, cooking classes and other events are offered on Saturdays. WORKSHOP WELLNESS PROGRAM REPORT AND HEALTH INSURANCE UPDATE Stephanie Skinner, Benefits Specialist for the City and Greg Carlton and Vanessa Futrell with Peel & Holland presented the update. Items covered were Wellness Program Results, Health Risk Assessment Summary and a Coverage Analysis Report. (A copy of all documents is in the minute file.) This year, health risk assessment participation was almost at 100% due to the City mandating the form be completed for members in the City's health insurance program. Gym membership is better this year than in the previous years. Totals paid claims as of June 30, 2007 is $1,281,525.70. In comparison to last year at this time the costs are up 4.53%. Contributing factors to this increase include prescription drug and hospital inpatient costs. SOCCER COMPLEX REPORT Park Services Director Mark Thompson — The need for a city/county soccer complex has come up again due to the development of a private complex on U.S. Highway 60. The developer has offered to lease approximately 20 acres of land for outdoor soccer fields. Mr. Thompson discussed the pros and cons and gave his recommendation as follows: "My recommendation is to own it and develop it as a public facility for the city and the county. This would include a long-term commitment to create a plan for development, operation and funding of the park and facilities." Mark Vance, one of the developers of the private complex, hopes the City and County will accept their lease. The lease is for 75 years at $1 per year and has a commitment of the developer for 20% of maintenance costs. Commission will consider all information and wants to find out if the County is willing to commit to participating in the project. CITY MANAGER REPORT Floodwall Repairs — The Corps of Engineers performed their annual inspection on July 31 for the floodwall. One of the major repairs from the Corps' report last year is the pipes under the floodwall. The City is anticipating sharing the costs for mandated repairs with the federal government from funding through the Corps of Engineers. The City is hoping any monies spent in the near future can be used as a match for any grant received. • Statewide Fire Association Meeting at Kentucky Dam Village Former Chief Gerald Stewart was inducted into the Firefighter Hall of Fame as well as Former Fire Chief J M Slaughter. Chief Slaughter was chief in 1937 and was killed in the line of duty. • A group of volunteers held a reception yesterday at the Oak Grove Cemetery to let people know there will be someone manning the cemetery during the week. This is going to be very helpful to the City. COMMISSIONER CONCERNS Coleman — expressed appreciation to city departments for their efforts in keeping the Metropolitan Hotel area along with other areas of interest for the Emancipation Celebration very neat and clean. N -11I AUGUST 7, 2007 Mayor Paxton asked for an update for firefighter new hires. Mr. Dungey, Human Resources Director, expects to make a recommendation for the hiring of 5 applicants at the commission meeting on August 14, 2007. Upon motion the meeting adjourned.
