HomeMy WebLinkAbout10/02/07316 OCTOBER 2, 2007 At a Called Meeting of the Board of Commissioners, held on Tuesday, October 2, 2007, at 4:30 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Kaler, Smith, Watkins and Mayor Paxton (5). PRESENTATION PRESERVATION OF THE LEGACY OF OSCAR CROSS Leslie Heath, Member of the Preservation of the Oscar Cross Legacy Committee, accompanied by other committee members Rachel V. Hubbard, J.W.Cleary, Cal Ross, Dr. Jay Downs Siska, Sylvester Ridgeway and Lasica Allen informed the Commission their goal is to purchase the property at 621 Ohio Street and donate it to the Oscar Cross Boys' and Girls' Club. Then the committee will work with the Club to restore the building as a museum and have it placed on the National Register for Historic Buildings. The committee requested to use $10,000 from the $150,000 the City had set aside for the Paducah Housing Authority's home ownership program. Mr. Ross, Director of Paducah Housing Authority and member of the Committee fully supports the request. The Commission gave support to the plan and the Mayor directed the City Manager to proceed with the process of providing the funds to the Committee. MOTIONS R & F CALLED MEETING NOTICES Commissioner Coleman offered motion, seconded by Commissioner Kaler, that the Notices of Called Meeting for 4:30 p.m., Tuesday, October 2, 2007, be received and filed. Adopted on call of the roll, yeas, Commissioners Coleman, Kaler, Smith, Watkins, and Mayor Paxton (5). ORDINANCE — INTRODUCTION ENGINEERING AGREEMENT FOR FLOODWALL PIPE REHABILITATION ASSESSMENT Commissioner Kaler offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN ENGINEERING SERVICE CONRACT WITH FLORENCE & HUTCHESON, INC. FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE FLOODWALL PIPE REHABILITATION ASSESSMENT." This ordinance is summarized as follows: That the Mayor of the City of Paducah is hereby authorized and directed to execute a Engineering Service Contract with Florence & Hutcheson, Inc., in an amount not to exceed $163,800.00 for professional engineering services to assess approximately 77 gravity pipes crossing through the floodwall. WORKSHOP FY2008 MID -YEAR APPROPRIATIONS City Manager Zumwalt explained that during the budget preparation for FY2008 there were items requested on the general fund capital list that the City could not fund at that time, but once the books were closed for FY2007 a second look would be taken at the requests. After the closing of the books for FY2007 the general fund balance was $4,500,000. Due to City policy, 8% is operating reserve ($2,400,000), $600,000 is loan to GPEDC, Commission Contingency is $478,600, $90,000 for Downtown Development Cost Center was established and funds in the amount of $163,000 were set aside for the airport operating subsidy. This makes $768,400 available for appropriation for general fund capital items. Mr. Zumwalt made his recommendations (a copy is in the minute file). Unless he is notified otherwise he will proceed with his recommendations and bring an amendment to the FY2008 budget ordinance at the next commission meeting. CITY MANAGER REPORT • Calendar Items Proposed health insurance rates for 2008 will be discussed at the next commission workshop on October 16. Personnel Actions (draft) — Commission reviewed — no changes made 317 OCTOBER 2, 2007 COMMISSIONER CONCERNS BARKLEY WOODS DEVELOPMENT Mayor Paxton: The City has been made aware that Falconite Development is going to sue the city regarding the burn permit that was not approved for the debris for the Barkley Woods Development. Mayor requested of the Commission that he would like to meet with Mr.Falconite, City Manager, Rick Murphy -City Engineer, and Steve Kyle -Fire Marshal. BBQ ON THE RIVER FESTIVAL DOG PROBLEM All commissioners commented on the number of dogs at the event that were not muzzled. i Police Chief Bratton said the problem was overwhelming and that next year he would like to see the animal warden's office involved.
