Tri-State Propane, Inc. - propane & conversion kits Report of Paducah Water Works - Feb., 1982 Letter from State of Ky. - can- celling lease for City Jail, effective 6/18/82 At a regular meeting of the Board of Commissioners held in the Commission Chamber, City Hall, Paducah, Kentucky, on March 9, 1982, Mayor Penrod presided and upon call of the Roll, the following answered to their names: Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the reading of the Minutes for February 23 and March 3, 1982 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Mayor Penrod made the following appointment: I hereby appoint Malcolm Jones as Chairman of the Human Rights Commission, to serve at the pleasure of the Mayor. Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the sale by the City of the following cemetery lots, and that the City Clerk be authorized to execute a deed of conveyance for said cemetery graves: 1. To Mrs. Raymond Cope, the West one-half of Lot 5 in Section 1, Mausoleum Addition, for the sum of $120.00. (This lot was sold on April 5, 1962, Receipt No. 3919, but no deed was issued at that time). 2. To Eunice Ross, the Southeast corner of Lot 337 in Block 6, Rushing Addition, for the sum of $150.00 (Receipt No. 12051). 3. To Horace Payne, the West one-half of'Lot 406 in Block 6, Rushing Addition, for the sum of $150.00 (Receipt No. 12055). Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the following claims be approved, and that the City Treasurer be authorized to pay said claims after first obtaining a complete and final release. 1. Claim of B. McGee in the amount of $48.60, for damage to his 1975 Chevrolet pickup truck, caused by a log falling from a truck, driven by Melissa Street, while she was dumping a load of brush at the landfill on February 16, 1982. 2. Claim of Martha Horner in the amount of $163.51, for damage to her 1977 Chevrolet, caused when a refuse truck, driven by Edwin Moss, backed out of a driveway across from 2916 Georgia Street and cut too short striking her auto on February 23, 1982. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the following documents be received and filed. 1. Two executed contract with Morton Salt Division of Morton -Norwich Produces, Inc., for 200 tons of road salt on each contract. 2. Executed contract with Allan Rhodes Ford & Honda, Inc., for one new Fairmont 2 -door sedan for use by the Inspection Department. 3. Executed contract with Allan Rhodes Ford & Honda, Inc., for two 1983 Ford Ranger pickup trucks for use by the Street Department. 4. Executed contract with Tri-state Propane, Inc., for propane and conversion Zits. 5. Reports of Paducah Water Works for the month of February, 1982. 6. Copy of a letter from Carl A. Collins, Executive Director, Department of Corrections, cancelling the lease for the City Jail, effective June 18, 1982. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5) . No. Proceedings of Board of Commissioners City of Paducah 29 March 9, 1982 Commissioner Coleman offered motion, seconded by Commissioner Flynn, that a Municipal Order entitled, "A MUNICIPAL ORDER RECITING THE NEED FOR ACQUIRING A ONE-THIRD INTEREST IN A CERTAIN PARCEL OF LAND BELONGING TO LOUISE BAKER, A WIDOW, TO BE USED FOR THE COMPLETION OF THE INTERIM COMMUNITY DEVELOPMENT PLAN AND PROVIDING FOR AND AUTHORIZING THE CONDEMNATION OF SAME", be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Flynn offered motion, seconded by Commissioner Coleman, that a Municipal order authorizing the City Manager to advertise for proposals for disposing of surplus computer owned by the City of Paducah, Kentucky, be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Viterisi offered motion, seconded by Commissioner Ford, that upon recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders that the personnel changes on the attached list be approved: (see Municipal Order book for personnel changes) Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 12-19, 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the pay of the Inspector from $1,452.00 per month to $1,560.00 per month. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Ford offered motion, seconded by Commissioner Viterisi, that the Board of Commissioners introduce the following ordinance:(Pay $4,000 to the Department of Housing, Buildings & Construction. This ordinance was read in full). Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Viterisi offered motion, seconded by Commissioner Ford, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 2-47, 'NONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Increasing the salary for the Chief Inspector in the Inspection Department, from $1,916.00 to $2,042.00 per month. Adopted on call of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Mayor Penrod offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A CONTRACT WITH JAKE BROWN AND ASSOCIATES AS AUCTIONEER FOR THE PUBLIC AUCTION OF SURPLUS PERSONAL PROPERTY AND REAL ESTATE OWNED BY THE CITY OF PADUCAH DURING THE CALENDAR YEAR 1982". This ordinance is summarized as follows: For Jake Brown & Associates to act as auctioneer for the City of Paducah during the calendar year 1982 at the following terms: A commission of 10% on all vehicles and equipment; a commission of 7% on all real estate; advertising costs to be agreed upon by the City Manager and Mayor; furnish all necessary personnel to conduct auctions; and to provide necessary storage facilities at no charge. Adopted on call of the Roll, Yeas, Commissioners Coleman, Ford, Viterisi and Mayor Penrod (4). Commissioner Flynn voted "NAY" (1) . Condemn property of Louise Baker - for Community Development Adv. proposal - sell computer - Finance Personnel changes - see Municipal Order Book Amend Sub -section (a) - Fire Dept. delete Assistant Inspector $ add Inspector - increase salary Pay $4,000 to Dept. of Housing, Bldg., & Construction Amend 2-47 - Noncivil Service ✓ Increase salary for Chief Inspector Contract with Jake Brown & Associates No. 30 Proceedings of Board of Commissioners City of Paducah March 9, 1982 Commissioner Flynn offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE REGULATING THE REFERRAL OF WRECKER Regulate referral of Wrecker Service --- LOST -LOST -LOST AND TOWING VEHICLES BY THE PADUCAH POLICE DEPARTMENT". This ordinance was TABLED AGAIN at the February 23, 1982 meeting. LOST - upon call of the Roll, the Commissioners voted "NAY" - Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Commissioner Coleman offered motion, seconded by Commissioner Flynn, that the Board ,!Executive session - contract go into Executive Session for the purpose of discussing contract negotiations. Adopted on call negotiations of the Roll, Yeas, Commissioners Coleman, Flynn, Ford, Viterisi and Mayor Penrod (5). Upon conclusion of the Executive Session the Board reconvened in the Commission Chamber whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
