HomeMy WebLinkAbout09/27/88Proceedings of Board of Commissioners No. City of Paducah At a Regular Meeting of the Board of Commissioners held in the Commission Chambers, City Hall, Paducah, Kentucky, at 7:30 p.m. on September 27, 1988, Mayor Montgomery presided and upon call of the roll, the following answered to their names: Commissioners -Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Coleman offered motion, seconded by Commissioner Grumley, September 27, 1988 that the reading of the Minutes for September 13, 1988, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the following bids be received and filed: For Seeding for Landfill: 1. Westend Garden Center 2. Commissioner Keeling offered motion, seconded by Commissioner Leeper, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE NEW 1989 FOUR DOOR SEDAN TO BE USED BY THE FIRE DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Commissioner Leeper offered motion, seconded by Commissioner Keeling, that that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE NEW 1989 CAB AND CHASSIS TO BE USED BY THE STREET DEPARTMENT, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE', be adopted. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING ORDINANCE NO. 88-6-4087 ENTITLED, 'AN ORDINANCE ADOPTING THE CITY OF PADUCAH, KENTUCKY, ANNUAL BUDGET FOR THE FISCAL YEAR JULY 1, 1988, THROUGH JUNE 30, 1989, BY ESTIMATING REVENUES AND RESOURCES AND APPROPRIATING FUNDS FOR THE OPERATION OF CITY GOVERNMENT"'. This ordinance is summarized as follows: APPROPRIATIONS: Decreasing General Administration to $1,663,000, and increasing Civic Beautification to $14,500. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE FIXING THE LEVIES AND RATES OF TAXATION FOR MUNICIPAL PURPOSES AND FOR SCHOOL PURPOSES FOR THE PERIOD FROM JULY 1, 1988, THROUGH JUNE 30, 1989, WITH THE PURPOSES IOF SAID TAXES THEREUNDER DEFINED". This ordinance is summarized as follows: Accepting the bid of Wahl's Excavating & Underground in the amount of $2.25 per cubic yard for daily earth cover for the landfill, and authorizing the Mayor to execute a contract for same. Commissioner Leeper offered motion, seconded by Commissioner Keeling, that that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE CREATING SECTION 12-41 AND AMENDING SECTIONS 12-46 AND 12-49, OF CHAPTER 12, FIRE PREVENTION AND PROTECTION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KEN- TUCKY". Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PAYMENT OF $5,914.15 TO PADUCAH COMMUNITY COLLEGE FOR TUITION FOR JOB TRAINING PARTICIPANT ACT TRAINEES". This ordinance is summarized as follows: Authorizing the City Treasurer to pay the sum of $5,914.15 to Paducah Community College for JTPA tuition. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO AN ENCROACHMENT AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND WRIGHT BUSINESSES, INC.". This ordinance is summarized as follows: Authorizing the Mayor to enter into an encroachment agreement between the City of Paducah and Wright Businesses, Inc. for the construction of a microwave tower on property located at 611 Broadway. Commissioner Keeling offered motion, seconded by Commissioner Leeper, that that the Board of Commissioners introduce and adopt ordinance entitled, "AN ORDI- NANCE ACCEPTING THE BID OF WESTEND GARDEN CENTER IN THE AMOUNT OF $39,632.00 FOR SEEDING FOR CITY LANDFILL -1988, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the bid of Westend Garden Center in the amount of $39,632.00 for seeding the landfill, and authorizing the Mayor to execute a contract for same. Commissioner Leeper offered motion, seconded by Commissioner Keeling, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE PURCHASE OF 360 ROLLOUT REFUSE CONTAINERS FROM MUNICIPAL EQUIPMENT, INC. IN THE AMOUNT OF $20,636.00 FOR USE BY THE REFUSE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Authorizing the purchase of 360 rollout refuse containers from Municipal Equipment in the amount of $20,636.00 for use by the Refuse Department. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF ALLEN, RUNDLE AND GOLIGHTLY, CERTIFIED PUBLIC ACCOUNTANTS, FOR AUDITING SERVICES FOR THE CITY OF PADUCAH'S SECTION 8 EXISTING HOUSING PROGRAM FROM JANUARY 1, 1987, TO JUNE 30, 1988, FOR A SUM NOT TO EXCEED $3,580.00". This ordi- nance is summarized as follows: Accepting the proposal of Allen, Rundle & Golightly to perform an audit of the City of Paducah's Section 8 Existing Housing Program from January 1, 1987, to June 30, 1988, for a sum not to exceed $3,580.00. IN THE AMOUNT OF $12,155.55 FOR ONE NEW 1989 CHEVROLET CAPRICE 4 -DOOR SEDAN, FOR SALE TO THE CITY FOR USE BY THE ENGINEERING DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SUCH PURCHASE". This ordinance is summarized as follows: Accepting the bid of Wilson Chevrolet - Cadillac in the amount of $12,155.55 for the purchase of one new 1989 automobile for the Engineering Department, and authorizing the Mayor to execute a contract for same. Commissioner Keeling offered motion, seconded by Commissioner Leeper, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED AT 27041 2714 AND 2718 KENTUCKY AVENUE, AND AMENDING THE PADUCAH ZONING ORDINANCE -1976 SO AS TO EFFECT SUCH REZONING". This ordinance is summarized as follows: Adopting the final report of the Paducah Planning Commission on the proposed rezoning of property located at 2704, 2714 and 2718 Kentucky Avenue, and changing the zoning from R-2 to B-1. Commissioner Leeper offered motion, seconded by Commissioner Keeling, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL OF FARRIS, HATCHER, TREMPER & ASSO., INC. IN AN ESTIMATED AMOUNT OF $23,400.00 TO $29,000.00 FOR A CONTRACT AGREEMENT FOR PROFESSIONAL ENGINEERING SERVICES AT CITY HALL, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME". This ordinance is summarized as follows: Accepting the proposal of Farris, Hatcher, Tremper & Asso., Inc. in an estimated amount of $23,400 to $29,000 for a contract agreement for professional engineering services for City Hall heating, venting and air conditioning, and authorizing the Mayor to execute a contract for same. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHOR- IZING AND DIRECTING THE MAYOR AND CITY TREASURER TO PURCHASE REAL ESTATE TO BE USED BY THE CITY IN THE FIRE DEPARTMENT". This ordinance is summarized as follows: Authorizing the Mayor and City Treasurer to purchase real estate located on Broadway for the sum of $36,500.00, to be used by the Fire Department. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHOR- IZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $28,760.75 WITH ASPHALT PAVING, INC. FOR FLOODGATE REPLACEMENT PROJECT". This ordinance is summarized as follows: Authorizing the Mayor to execute Change Order o. 1 in the amount of $28,760.75 with Asphalt Paving, Inc. for floodgate replace- ent project. Change Order No. 1 w/Asphalt k/ Paving - Floodgate Replacement Project No. 1,96 Proceedings of Board of Commissioners City of Paducah September 27, 1988 Commissioner Keeling offered motion, seconded by Commissioner Leeper, that Executive Session - Personnel the Board of Commissioners go into Executive Session for discussions which might & Litigation lead to the appointment, discipline or dismissal of an individual employee, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). At the conclusion of the Executive Session the Board reconvened in the Commission Chambers, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
