RESOLUTION
WHEREAS, the.Martin Marietta Gaseous Diffusion Plant in
Paducah and the Allied Chemical Plant in Metropolis employ over 1,600
people in this area, and both plants depend on South African uranium;
and
WHEREAS, The Anti-Apartheid Act of 1986 passed by Congress
prohibits importation of South African uranium for domestic
consumption; and
WHEREAS., the U.S. Treasury.Department affirms that the
enrichment industry could be seriously injured in a manner unintended
by Congress if the ban is interpreted expansively and rigidly; there-
fore, they have published an.interim rule which will allow continued
importation of ,uranium for processing and re-export; and
WHEREAS, the total ban on uranium services for foreign
countries would have a devastating effect on the economy of this area
should these plants be forced to close.
NOW, THEREFORE, BE IT RESOLVED that the undersigned Mayor of

~j~l the City of Paducah, Kentucky, strongly urges the writing of a perma-
vent regulation by the Treasury Department to permit transit, import,
processing, and enrichment of South African uranium for re-export.
BE IT FURTHER RESOLVED that the citizens of Paducah and
McCracken County will seek to achieve this objective by employing all
available means to inform the Congress of the United States of the
severe effect on the economy of this area should the rigid application
of the law, as it now stands, be enforced.
