A RESOLUTION ACCEPTING THE PADUCAH/McCRACKEN COUNTY
WELFARE REFORM PLAN
WHEREAS, in response to the Personal Responsibility
and Work Opportunities Act of 1996, the Commonwealth of
Kentucky was one of the first states in the nation to submit
and have certified its plan for statewide welfare reform; and
WHEREAS, with the creation of the Kentucky
Transitional Assistance Program, and with further
welfare-to-work initiatives emerging out of the Balanced Budget
Amendment of 1997, Kentucky communities were asked to
self-assess and produce community-wide collaborative plans for
assisting their members in the welfare-to-work transition; and
WHEREAS, the Paducah/McCracken County Welfare Reform
Task Force was formed in June, 1997, in response to these
actions; and
WHEREAS, following its creation, the Task Force was
subdivided into specialized workgroups to assess community
needs; and
WHEREAS, it is the consensus of the Paducah/McCracken
County Welfare Reform Task Force that the collaborative efforts
initiated to address the Personal Responsibility Act are
valuable, necessary steps toward making the community at large

a more pleasant, productive place to live and work.
NOW, THEREFORE, BE IT RESOLVED by the Board of
Commissioners of the City of Paducah, Kentucky:
That the City of Paducah approves and accepts the
Paducah/McCracken County Welfare Reform Plan as presented by
the Paducah/McCracken County Welfare Reform Task Force.
