- Mayor Montgomery opened the meeting and took the roll call and all members
of the Board of Commissioners were present.
- The first item on the Agenda concerned a petition from the Downtown
Development Association. The petition requested a review of the City's policy
regarding parking fines and a study of the PATS bus stop. Mr. Worley asked that
this be referred to the Downtown Mainstreet Program for review. He noted the
City had already intensified its enforcement of the on -street parking in the
downtown area through the Police Department. The Board concurred with Mr.
Worley's request and directed him to send a letter to Mr. Fry saying that the City
would refer the PATS bus stop and the increased parking fines to the Downtown
Mainstreet Program.
- Mr. Grumley noted that a police officer was observed leaning out of his car to
mark cars and requested that this not happen in the future.
- Mr. Worley informed the Board that under State law, the PATS Board must
have a minimum of eight people. Therefore, the City cannot reduce it to seven as
has been requested by PATS.
- Next, Mr. Worley informed the Board that the City had determined the cost of
repairing the air conditioning unit at the Community Center was $2,000 to $3,000.
Mr. W.C. Young was requesting that the City pay this amount. After some
discussion, the Board directed Mr. Worley to proceed with the payment of the
amount.
- Mr. Worley explained that the Budget as approved in June was having difficulty
due to the fact that the cost at the Landfill had exceeded expectations. Mr. Worley
estimated that the additional funds needed were between $200,000 and $300,000.
This has been based on preliminary tapes prepared by the Finance Department off
our ending fund balance on June 30th. If it turns out that the City does need
$200,00 to $300,000 to complete the payments on the landfill, then it will have to
probably cut out of the Budget the $250,000 improvements to Schultz Park and
Noble Park. Mr. Worley said he would keep the Board posted on this.
- Mr. Worley and Mayor Montgomery explained the problems with two renters of
the Civic Center where the evening renter wanted to rent the building until 2:00
a.m., but the lease requirement limited the rental to 1:00 a.m., and that the next
morning renter planned to come in at 8:00 a.m., requiring the City to clean the

building between 2:00 a.m. and 8:00 a.m. Mr. Worley explained that in times
past, the City has allowed people to go beyond the 1:00 a.m, deadline as long as
there wasn't someone planning to use the building early the next morning. In
this case, since there was someone planning to use the building the next
morning, they could not let the person go beyond the 1:00 a.m. limit. After some
discussion, the Board asked Mr. Worley to revise the Agreement so that someone
could rent the building later than 1:00 a.m. provided the renters the next morning
were not coming in early.
- Mayor Montgomery asked if the Board would be willing to waive the fees for the
rental of the Civic Center so that Venture Store could use the building for four or
five days to hire new employees. After some discussion, the Board said that it
would be alright to rent the building at the lower fee.
- There was no further business to come before the Board at the Workshop. The
meeting was adjourned.
