The Commission held a Workshop. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the reading of the minutes for June 27, 1989, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Mayor Montgomery made the following appointment: "WHEREAS., the term of Curtis Hixon as a member of the Municipal Housing Commission expired on July 221, 1988, 1 hereby, subject to the approval of the Board of Commissioners, reappoint Curtis Hixon as a member of the Municipal Housing Commission,, which term will expire July 22, 1992.11 4 Corrffnissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the action of Mayor Montgomery in reappointing Curtis Hixon as a member of the Municipal Housing Commission. Adopted on call of the roll, year, Commissioners Coleman, Grumley,, Keeling., Leeper and Mayor Montgomery (5). Mayor Montgomery made the following appointment: "WHEREAS,, the term of Tom Wilson as a member of the Paducah -McCracken County Recreational., Tourist and Convention Commission expired December 31, 1988, 1 hereby, subject to the approval of the Board of Commissioners, reappoint Mr. Wilson as a member of said Commission, which term will expire December 31, 1991.11 Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the action of Mayor Montgomery in reappointing Tom Wilson as a member of the Paducah -McCracken County Recreational, Tourist & Convention Commission. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Mayor Montgomery made the following appointment: "WHEREAS,, the term of Louise Cooper as a member of the Paducah Human Rights Commission expired on July 24, 1988, 1 hereby, subject to the approval of the Board of Commissioners, reappoint Mrs. Cooper as a member of the Paducah Human Rights Commission, which term will expire July 24, 1991.11 Commissioner Keeling offered motion, seconded by Commissioner Leeper, that the Board of Commissioners approve the action of Mayor Montgomery is reappointing Louise Cooper as a member of the Paducah Human Rights Commission. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling,, Leeper and Mayor Montgomery (5). Mayor Montgomery made the following appointment: "WHEREAS, the term of Pat Copeland as a member of the Paducah -McCracken County Recreational, Proceedings of Board of Commissioners Tourist and Convention Commission has expired; and No. City of Paducah July 11, 1989 WHEREAS, the Paducah -Paducah County Hotel/Motel Association has requested the reappointment of Pat Copeland to said Board; I hereby, jointly with the Judge of McCracken County,, reappoint Pat Copeland (representative of Paducah -McCracken County Hotel/Motel Association) to the Board of the Paducah -McCracken County Recreational, Tourist & Convention Commission for a period of three years, expiring December 311 1991.11 Commissioner Leeper offered motion, seconded by Commissioner Keeling, that the Board of Commissioners approve the action of Mayor Montgomery in reappointing Pat Copeland as a member of the Paducah -McCracken County Recreational, Tourist & Convention Commission. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Keeling offered motion, seconded by Commissioner Leeper, that the following documents be received and filed: \J 1. Paducah Water Works Report -- June,. 1989 2. Financial Report ending Dec. 31, 1988 and 1987 Adopted on call of the roll, yeas, Commissioners Coleman,, Grumley, Keeling., Leeper and Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by Commissioner Keeling, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders the personnel changes on the attached list be approved. (SEE MUNICIPAL ORDER BOOK) Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Coleman offered motion, seconded by Commissioner Grumley, that a Municipal order entitled,, "A MUNICIPAL ORDER DIRECTING THE CITY TREASURER TO PAY A SUM NOT TO EXCEED $25,000 TO ASPHALT PAVING, INC. FOR REPAIRS TO PUMP FOR ISLAND CREEK PUMP STATION", be adopted. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by Commissioner Keeling, that a Municipal Order entitled, "A MUNICIPAL ORDER REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS TO RESURFACE AND REFINISH TENNIS COURTS IN NOBLE PARK - 1989", be adopted. Adopted on call of the roll, yeas, Commissioners Coleman, Gruinley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Keeling offered motion, seconded by commissioner Leeper, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY RADIO SHACK FRANCHISE THE SUM OF $3,267.70 FOR COMPUTER EQUIPMENT FOR THE EMERGENCY COMMUNICATIONS DEPARTMENT". This ordinance was read in full. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley? Keeling, Leeper and Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by Commissioner Keeling, that the Board of Commissioners introduce an ordinance entitled,, "AN ORDINANCE AMENDING SECTIONS 12-44 AND 12-48 OF CHAPTER 12, FIRE PREVENTION AND PROTECTION, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAHf KENTUCKY". This ordinance is summarized as follows: Amending guidelines for applicant - candidate probationary training period in the Fire Department. Commissioner Coleman offered motion, seconded by Commissioner Gruinley, that the Board of Cormnissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING CONTRACT BETWEEN THE CITY OF PADUCAH AND SWIFT & STALEY MECHANICAL CONTRACTORS FOR CITY HALL HVAC SYSTEM". This ordinance is summarized as follows: Amending the contract with Swift & Staley Mechanical Contractors for City Hall HVAC System from $418,730.00 to $422,104.00. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $1,400 WITH WYATT CONSTRUCTION COMPANY FOR LANDFILL SCALE SYSTEM". This ordinance is summarized as follows: Authorizing the Mayor to execute Change Order No. I in the amount of $1,400 for additional guard posts around landfill scale office trailer. Commissioner Keeling offered motion, seconded by Commissioner Leeper, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE CHANGE ORDER NO. 1 IN THE AMOUNT OF $9,023.15 WITH JONES FENCE COMPANY FOR LANDFILL FENCE". This ordinance is summarized as follows: Authorizing and directing the Mayor to execute Change Order No. 1 in the amount of $9,013.15 with Jones Fence Company to reduce the amount of the original contract for the landfill fence. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by commissioner Keeling, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE Proceedings of Board of Commissioners M City of Paducah July 11, 1989 AUTHORIZING THE CITY 'TREASURER TO PAY MORRISON CONTRACTORS THE SUM OF $1,905.00 FOR DIRT FOR THE PADUCAH-McCRACKEN COUNTY LANDFILL". This ordinance is sum-narized as follows: Authorizing the City Treasurer to pay Morrison Contractors the sum of $1,905.00 for dirt for the Paducah -McCracken County Landfill. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 10-56, CIVIL SERVICE, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending Sec. 10-56, Wastewater Treatment Department, by increasing the number of trainee operators from 3 to 6. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTIONS 10-49, 10-51t 10-52f 10-53, 10-54f 10-55, 10-56, 10-58, 10-59f 10-60, 10-61, 10-63 AND 10-65, 'CIVIL SERVICE' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salaries of civil service employees of the City of Paducah. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Keeling offered motion, seconded by Commissioner Leeper, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUB -SECTION (A) OF SECTION 2-47, fNONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salaries of noncivil service employees of the City of Paducah. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by Coirimissioner Keeling, that the Board of Commissioners adopt an ordinance entitled,, "AN ORDINANCE AMENDING SECTION 2-47.5r INONCIVIL SERVICE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salaries of noncivil service employees of the Emergency Cornmunica- tions Department of the City of Paducah. Adopted on call of the roll, yeas, Cornmissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SECTION 2-52 'ALCOHOLIC BEVERAGE ADMINISTRATOR' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salary of the Alcoholic Beverage Administrator for the City of Paducah. SUPERVISORY PERSONNEL SALARY INCREASES \r Executive Session \I' Transfer Vehicles � Equipment from City by Bills of Sale City of Paducah July 11, 1989 Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (A) OF SECTION 12-1.9, 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Amending the salaries of supervisory personnel in the Fire Department. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). Coiiunissioner Keeling offered motion, seconded by Commissioner Leeper, that the Board of Commissioners to into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Keeling, Leeper and Mayor Montgomery (5). At the conclusion of the Executive Session the Board reconvened in open session whereupon the Mayor called the meeting back to order. Tom Worley, City Manager, reported to the Commission that the following and equipment vehicles have been transferred by bill of sale from the City as follows: 1962 Studebaker Cargo Truck, I.D.#M54833, to DES 1950 Red Line Construction Truck, I.D.#112588, to DES 1952 Willy 1/4 Ton Jeep, I.D.#70763, to DES 1953 LaFrance Fire Truck, I.D.#BM7120471, to Airport Corp. 1968 Terex Scraper, I.D.#15969, to McCracken County Terex Scraper TS --18, I.D.#237285, to McCracken County 977 Loader, I.D.#14X2139, to McCracken County 1985 CAT D7G Dozer, I.D.#92V12696, to McCracken County The Board then held a workshop.
