Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the executed copies of the Notice of Called Meeting to be held at 6:00 p.m., Tuesday, March 13, 1990, be received and filed. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper, 'Taylor and Mayor Montgomery (5). Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the reading of the Minutes for February 27 and March 7, 1990, be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and. Mayor Montgomery (5). Commissioner Leeper offered motion, seconded by Commissioner Taylor, that the following petition be received and filed: Property owners opposing annexation in the Highway 60 area surrounded by Holt Road, Highway 60, Olivet Church Road and Hansen Road Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5). Commissioner Taylor offered motion, seconded by Commissioner Leeper, that the Board of Commissioners approve the sale of the following cemetery lot(s) and that the City Clerk be authorized to execute a Deed of Conveyance for said cemetery grave(s): 1. Viola Jones, Mausoleum Addition to Oak Grove Cemetery, Lot 12, Grave 5, in the amount of $300.00 (Receipt No. 65067) 2. Noble J. Faulkner, Sr., Rushing Addition to Oak Grove Cemetery, Sec. 8, Lot 29 SE, in the amount of $150.00 (Receipt No. 65068) \ 3. Commissioner Grumley offered motion, seconded by commissioner Coleman,, that upon the recommendation of the City Manager, the Board of Commissioners of the City of Paducah orders the personnel changes on the attached list be approved. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR STREET CONSTRUCTION IN THE CITY OF PADUCAH", be adopted. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper Taylor and Mayor Montgomery (5). This ordinance is summarized as follows: Authorizing the Corporation Counsel to institute and prosecute an action in McCracken Circuit Court for a judcpnent closing a portion of South 22nd Street between "B" and "C" Streets. commissioner Leeper offered motion, .seconded by Commissioner Taylor, that the Board of Conu-nissioners introduce an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE CLOSING OF AN ALLEY LOCATED ON THE EAST SIDE. OF "C" STREET". This ordinance is suimnarized as follows: Authorizing the Corporation Counsel to institute and prosecute an action in McCracken Circuit Court .for a judgment closing an alley located on the east side of "C" Street. This ordinance is summarized as follows: Authorizing the Corporation Counsel to institute and prosecute an action in McCracken Circuit Court for a judgment closing an alley located on the south side of Clay Street between 31st and 32nd Streets. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SECTION 25-4(a), 'POLICE', OF THE CODE OF ORDINANCES OF THE CI'T'Y OF PADUCAH, KENTUCKY". This ordinance is si-umnarized as follows: Adopting Revision No. 4 to the Manual of Rules and Procedures of the Police Department. Commissioner Leeper offered motion, seconded by Commissioner Taylor, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AMENDING SUBSECTION (a) OF SECTION 12--19, 'NUMBER, RANK AND SALARIES OF MEMBERS' OF ARTICLE II, 'FIRE DEPARTMENT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY". This ordinance is summarized as follows: Clarifying the Title of Assistant Fire Chief. Commissioner Taylor offered motion, seconded by Commissioner Leeper, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH .PECK FLANNERY GREAM WARREN INC. IN THE AMOUNT OF $15,000 FOR. SEISMIC SAFETY EVALUATION OF MUNICIPAL BUILDINGS". This ordinance was read in full. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners ft", "AN an ordinance entitled, ORDINANCE ADOPTING A DRUG --FREE WORKPLACE POLICY STATEMENT, IN COMPLIANCE WITH THE DRUG-FREE WORKPLACE ACT OF 1988, FOR THE CITY OF PADUCAH, KENTUCKY". Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Connissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A COLLECTION SERVICE. PROPOSAL BETWEEN THE CITY OF PADUCAH AND CREDIT BUREAU SYSTEMS, INC." This ordinance is summarized as follows: Authorizing the Mayor to execute a Collection Service Proposal with Credit Bureau Systems for delinquent tax collections. Commissioner Leeper offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING THE MAYOR TO APPROVE A LEASE AND LICENSE ENTERED INTO BY AND BETWEEN THE PADUCAH AIRPORT CORPORATION AND FLIGHTECH, INC., AND A LEASE AND LICENSE ENTERED INTO BY AND BETWEEN THE PADUCAH AIRPORT CORPORATION AND MIDWEST AVIATION SERVICES, INC., FOR THE BARKLEY REGIONAL AIRPORT, LOCATED IN McCRACKEN Proceedings of Board of Com-ni s sioners No. City of Paducah COUNTY, KENTUCKY". This ordinance is summarized as follows: Authorizing the Mayor to approve leases entered into by and between the Paducah Airport Corporation and Flightech, Inc. and Midwest Aviation Services, Inc. for lease of Barkley Regional Airport. Taylor offered motion., seconded by Commissioner Leeper, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE CREATING SECTION 32-5 AND AMENDING SECTION 32-5.5 OF CHAPTER 32, WATER AND SEWERS, OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH., KENTUCKY". This ordinance is suimnarized as follows: Creating sewer connection requirements, amending prohibited sewer deposit procedures and establishing a fine for unauthorized connection to city sanitary sewers. Commissioner Coleman offered motion, seconded by Commissioner Grumley,, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This ordinance is summarized as follows: Annexing unincorporated territory into the City of Paducah south of and adjacent to the present city limits, along Berger Road. Adopted on call of the roll, yeas, Commissioners Coleman, Grwiileyf Leeper, Taylor and Mayor Montgomery (5). Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE EXTENDING THE BOUNDARY OF THE CITY OF PADUCAH, BY ANNEXING CERTAIN PROPERTY LYING ADJACENT TO THE CORPORATE LIMITS OF THE CITY, AND DEFINING ACCURATELY THE BOUNDARY OF SAID PROPERTY TO BE INCLUDED WITHIN THE SAID CORPORATE LIMITS". This ordinance is sun-narized as follows: Annexing unincorporated territory into the City of Paducah west of and adjacent to the present city 1-11nits, along Holt Road and U.S. Highway 60. Commissioner Lee -per offered motion, seconded by Commissioner Taylor, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE AUT110R17ING THE PAYMENT OF $5,350.10 TO PADUCAH COMMUNITY COLLEGE FOR TUITION FOR JOB TRAINING PARTICIPANT ACT TRAINEES". This ordinance is summarized as follows: Authorizing the payment of $5,350.10 to Paducah Community College for tuition for Job Training Participant Act trainees. Adopted on call of the Taylor roll, yeas, Commissioners Coleman,, Grumley., Leeper, Lraylor and Mayor Montgomery (5). Commissioner Taylor offered motion, seconded by Commissioner Leeper, that the Board of Commissioners adopt an ordinance entitled,, "AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A MANAGEMENT CONSULTANT AGREEMENT WITH 412 March 13, 1990 Amend Chapter 32 -Water Sewers Annex Property Along Berger Road Annex Property Along Highway 60 Holt Road Pay JTPA Tui'tion to PCC V iJ M 413 Proceedings of Board of Commissioners _ City of Paducah March 13, 1990 Management Consultant Agreement with Clemans, Nelson & Associates for Personnel Services (3 Year Contract) \r Increase Main Street Association Budget by $5,000 `i Executive Session r'LEMANS, NELSON & ASSOCIATES, INC. FOR A RETAINER FEE IN THE AMOUNT OF $175.00 PER MONTH, PLUS CONSULTANT AND MISCELLANEOUS EXPENSES, TO PROVIDE PERSONNEL SERVICES TO THE CITY OF PADUCAH FOR THREE YEARS". This ordinance is summarized as follows: Authorizing the Mayor to enter into a Management Consultant Agreement with Clemans, Nelson & Associates for a retainer fee in the amount of $175 per month, plus consultant and miscellaneous expenses, to provide personnel services to the City of Paducah for three years. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the City Manager be authorized to increase the Main Street Association Budget by $5,000.00. Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners go into Executive Session for discussions which might lead to the appointment, discipline or dismissal of an individual employee, and to discuss litigation. Adopted on call of the roll, yeas, Commissioners Coleman, Grumley, Leeper, Taylor and Mayor Montgomery (5). At the conclusion of the Executive Session the Board held a Workshop.
