ORDINANCE NO. 91-10-4680
AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF PADUCAH AND PONTCHATRAIN
MATERIALS COMPANY.
WHEREAS, it is necessary for the City to procure a
deck barge to be utilized as a municipal wharf or dock, \
which wharf or dock will be further utilized in conjunction Y
with the M/V JUBILEE; and
WHEREAS, W. R. Coles and Associates, an
architectural firm employed by the City in regard to the
procurement and placement of the deck barge as a municipal
wharf or dock, has made an extensive search for a deck barge
which meets the specifications and requirements for the
project; and
WHEREAS, W. R. Coles and Associates has located
only one deck barge which satisfies the specifications and
requirements at a cost which represents a significant
savings to the City, which barge is known as the PDC 554;
and
WHEREAS, W. R. Coles and Associates has reported
that in the event the City does not immediately procure such
barge, there exists a substantial probability that such
barge will be sold to another person interested in
purchasing said barge, all of which would in all probability
cause public harm to the City by loss of not only the barge,
but additionally, would in all probability cause the City to
purchase a less desirable deck barge at a substantially
higher cost.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY,
AS FOLLOWS:
SECTION 1. The Mayor is hereby authorized to
execute an agreement by and between the City of Paducah and
Pontchatrain Materials Company for the procurement of a deck
barge known as the PDC 554 for a purchase price of
$70,000.00. The Mayor is further authorized to negotiate
the terms and provisions of the purchase agreement.
SECTION 2. This expenditure shall be charged to
Account No. 01-88-20-416.
SECTION 3. An emergency is hereby declared to
exist and this Ordinance will become effective immediately
with one reading. This emergency is declared for reason

that in the event the City were to delay the purchase of the
PDC 554, such delay would in all probability cause public
harm to the City by loss of not only the PDC 554, but
additionally, would in all probability cause the City to
purchase a less desirable deck barge at a substantially
higher cost.
