ORDINANCE #94-
AN ORDINANCE APPROVING A CONSULTING
AGREEMENT WITH ROOSEVELT GHOLSTON &
COMPANY, INC.
WHEREAS, the Kentucky Human Rights Commission made
certain findings pursuant to an investigation of the City of
Paducah which such findings were communicated to the City of
Paducah by letter dated March 22, 1994, wherein the City of
Paducah was directed to take certain specific actions
relating to the employment of racial minorities; and
WHEREAS, the City of Paducah possesses a need for
consulting services in the area of equal employment
opportunity; and
WHEREAS, Roosevelt Gholston & Company, Inc., is a
corporation which provides such consulting services to
public employers such as the City of Paducah;
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
PADUCAH, KENTUCKY AS FOLLOWS:
SECTION 1: That the City of Paducah, Kentucky,
does hereby approve and agree to execute the consulting
agreement by and between the City of Paducah, Kentucky and
Roosevelt Gholston & Company, Inc., for various consulting
services in the area of equal employment opportunity.
SECTION 2: That the Mayor of the City of Paducah
is hereby authorized and directed, and the City Clerk of the
City of Paducah is hereby authorized and directed, to attest
under the seal of the City of Paducah an agreement
substantially in the form attached hereto and approved by
the corporation counsel for the City of Paducah as to form
and legality.
SECTION 3: Pursuant to KRS 83A.060, the City
i Commission suspends the requirement of a second reading of
this ordinance. As grounds therefor, the City Commission
does hereby declare an emergency to exist as to the
execution of this consulting agreement. Specifically, the
City is under a time restraint by the Kentucky Human Rights
Commission to take action on its recommendations and it is

necessary to immediately procure the services of the
consultant in this area. Accordingly, this ordinance shall
become effective upon the first reading of this ordinance
and publication of same.
