AN ORDINANCE ADOPTING A RECODIFICATION OF
THE CODE OF ORDINANCES FOR THE CITY OF
PADUCAH, KENTUCKY, REVISING, AMENDING,
RESTATING, RECODIFYING, RECOMPILING, AND
REPEALING CERTAIN EXISTING GENERAL
ORDINANCES OF THE CITY DEALING WITH
SUBJECTS EMBRACED IN THE RECODIFICATION.

WHEREAS, pursuant to KRS 83A.060(11), the City Commission is to
periodically examine ordinances of the City of Paducah, Kentucky, for consistency with
state law and one another and to revise or eliminate redundant, obsolete, inconsistent,
and invalid provisions; and
WHEREAS, to comply with the statute, the City Commission does now
desire to enact a recodification of the City ordinances with the intent to ensure that the
ordinances are consistent with state law, to eliminate redundant, obsolete, inconsistent,
and invalid provisions of former City ordinances and to otherwise modernize present City
ordinances; and
WHEREAS, the acts of the state legislature of the Commonwealth of
Kentucky empower and authorize the City Commission to revise, amend, restate, codify,
and to compile any existing ordinance or ordinances and all new ordinances not
heretofore adopted or published and to incorporate said ordinances into one ordinance in
book form; and
WHEREAS, the City Commission has authorized a general computation,
revision, and recodification of the ordinances of the City of Paducah, Kentucky, of a
general and permanent nature and publication of such ordinances in book form.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY OF
PADUCAH,KENTUCKY:
SECTION 1. The ordinances as designated in Appendix "A" which are
presently reflected in the former Code of Ordinances of the City of Paducah, Kentucky,
are hereby repealed and of no further legal force and effect, which Appendix is hereby
made a part of this Ordinance.
SECTION 2. The general published ordinances of the City of Paducah,
Kentucky, are hereby revised, amended, restated, codified, and compiled in a new book
form as herein provided, all of which shall constitute the "Code of Ordinances of the City
of Paducah, Kentucky." Said code as adopted shall consist of such titles and subparts as
reflected on Appendix 'B" which is also made a part of this ordinance.

SECTION 3. All prior ordinances which were set forth in the former
Code of Ordinance Book shall be deemed replaced by the ordinances which now
comprise the titles and subparts as reflected in Appendix 'B."
SECTION 4. The adoption of this ordinance shall not in any manner
affect any offense committed or penalty incurred or any right established prior to the
effective date of this ordinance, nor shall this ordinance affect the provisions of
ordinances which were not included in the former Code of Ordinance Book of the City of
Paducah, Kentucky, which would include but not be limited to any and all ordinances
levying taxes, appropriating money, annexing or detaching territory, establishing franchises
or granting special rights to certain persons, authorizing public improvements, authorizing
the issuance of bonds or borrowing of money, authorizing the purchase or sale of real or
personal property, granting or accepting easement, plat or dedication of land to public
use, naming or vacating or setting the boundaries of streets, alleys, or other public places,
nor to any other ordinance of temporary or special nature pertaining to subjects not
contained therein.
SECTION 5. This ordinance shall be read on two separate days and will
become effective upon summary publication pursuant to KRS Chapter 424. Thereafter,
said code shall be presumptive evidence in all courts and places of the ordinances and all
provisions, sections, penalties, and regulations therein contained and of the date of
passage, and that the same is properly signed, attested, recorded, and approved and that
any public hearings and notices thereof as required by law have been given.
