HomeMy WebLinkAbout96-4-5482538 ORDINANCE NO. AN ORDINANCE APPROVING THE URBAN RENEWAL PLAN AND THE FEASIBILITY OF RELOCATION OF THE MARTIN L. KING HOUSING REDEVELOPMENT PROJECT AREA IN THE CITY OF PADUCAH, KENTUCKY WHEREAS, under the provisions of Title I of the Housing and Community Development Act of 1974, the Secretary of 1 Housing and Urban Development is authorized to provide financial assistance to community development agencies for undertaking and carrying out community development programs; and WHEREAS, it is provided in such Act that contracts for financial aid thereunder shall require that the Urban Renewal Plan for the urban renewal area involved in the community development program be approved by the governing body of the locality in which the area is situated; and WHEREAS, it is desirable and in the public interest that the Paducah Community Development Department, as appointed by the City Commission, undertake and carry out the Martin L. King Housing Redevelopment Project Area Community Development Program; and WHEREAS, the Paducah City Commission has received financial assistance under such act and has entered into a contract with the Kentucky Department of Local Government for making available financial assistance to the undertaking of the Program; and WHEREAS, the Paducah Community Development Department has made studies of the location, physical condition of structures, land use, environmental influences, and social, cultural and economic conditions of the Urban Renewal Area comprising the Martin L. King Housing Redevelopment Project Area and has determined that the area is a blighted and deteriorated area and that it is a detriment and menace to the safety, health, and welfare of the inhabitants and users thereof, and of the locality at large, because of blighted and deteriorated conditions, environmental problems, and circulation problems; and the Paducah Community Development Department is aware of these facts and conditions; and WHEREAS, the City Commission is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal activities with federal financial assistance under Title I, including those prohibiting discrimination because of race, color, creed, or national origin. BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY: SECTION 1. That the Board of Commissioners of the City of Paducah hereby approves the Urban Renewal Plan and the Feasibility of Relocation of the Martin L. King Housing 539 Redevelopment Project dated January, 1996, as required by Chapter 99 of the Kentucky Revised Statutes. SECTION 2. This ordinance shall be read on two separate days and will become effective upon summary publication pursuant to KRS Chapter 424.
