HomeMy WebLinkAboutCreative and Cultural Council Minutes - February 2024Creative and Cultural Council Minutes – February 2024 The Paducah Creative and Cultural Council met on Thursday 3/21/2024 at 5 pm at 122 Market House Square, Classroom B. Members in attendance were: Cindy Ragland, Nic Hutchison, Cheryl Sullivan, Ashlea McMillan, Chad Clark, April and Michael Cochran and Basil Drossos. Member absent: Steven Page. APROVAL OF MINUTES: Council Member Hutchison offered the motion, seconded by Council Member McMillan. UPDATE ON RR VIADUCT ART PROPOSAL: CCC is not finished with their proposal. They’re waiting on the estimated amounts from Ray Black & Son’s/Chris Black to share with the Mayor because he wants to approve the amounts before the proposal is finalized and sent on to the railroad. BROADWAY DESIGN CORRIDOR: Council Members Clark and McMillan will update the map with clarified icons before the next meeting. Southside to be added on the map. TOWN HALL MEETING: Council member Sullivan is the CCC Representative for public meetings in Southside. She was in attendance with Council Member Hutchison for the Paducah Historic Preservation Group Southside Public Art meeting on 3/14/2024 held at Nehemiah Church. The members felt that the PHPG meeting had a good turnout of around 70 people. In attendance were 3 city commissioners, numerous local artists (mostly from Lowertown), Hutchison and Sullivan and about 20 Southside residents. Council member Hutchison mentioned that there was a sign in sheet at the meeting. During the meeting, the PHPG explained what public art is and various possible Southside locations for it. There were 3 easels displaying different concepts for public art. Attendees could put a green dot on what public ideas they liked and a red one for what they didn’t. The meeting had the most likes on colorful murals. Benches were another idea pitched. PHPG explained that the first Southside Public Art project will be by the Walter Jetton/Dunlap project. Attendees expressed that they would like additional murals in other parts of Southside and painted fire hydrants. They did not care for painted benches. Lowertown Artist and Gallery owner, Jay Siska Downs, talked about the fire hydrants in Lowertown. Toney Little gave insight on his murals and the process in which they’re created and preserved. Also discussed was, “What creates a vibrant neighborhood?” PHPG explained that this will be the first of many public meetings where PHPG tries to discover which citizens will be actively engaged in the process of creating and maintaining Southside public art. Council Member Hutchison mentioned that Jeff Williams might be asked to attend meetings. Council Member Clark explained that in the next Fiscal Year, the CCC hopes the City will approve the CCC’s written Art Policy and Bylaws which will allow the CCC to have a published procedure to be able to move forward in an organized and credible manner with future public art projects. Ragland said that the success of PHPG’s Walter Jetton public art project is an integral step toward establishing a formula and credible art policy and procedure for the rest of the city. Council Members Drossos and McMillan mentioned that whether the city murals are public or private, that they need to be included on the Paducah City Mural Map including but not limited to; Mary Hammond’s Quilt City USA mural, Golden Carrot’s recent mural and Citizen’s Gym mural. PHPG hasn’t scheduled their next Southside meeting but, they’re meeting tomorrow over the phone. Hutchison said someone in attendance was interested in working with children on a mural that would involve children spray painting a wall followed by an artist enhancing it to make it a beautiful piece of public art. NEW MEMBERS APPOINTMENT: Council Member Ragland explained that April Cochran is rolling off and Michael Cochran is rolling on. Council Member McMillan took over Morgan Walker’s membership and now begins a new 3 year term. OTHER BUSINESS: HELEN LA FRANCE Council Member Sullivan mentioned that Nancy Powless would like to help host a Helen La France event in Paducah or a surrounding area. This would be a history event and an opportunity to showcase and sell copies of a children’s book written by Paducah author, Jayne Moore Waldrop about Helen La France. Sullivan wondered if CCC could be involved in bringing it to Paducah. Council Member April Cochran thought that it should go thru Murray State University instead of the CCC. Council Member McMillan, Cochran and Drossos thought that the McCracken County Library would be a better fit for reading her children’s book, possibly selling the books and a history discussion on Helen La France. Council Member Clark mentioned that the Art Guild of Mayfield might be the right group to contact about hosting the event since La France lived in Mayfield, KY. CITY HALL ART EXHIBIT The next City Hall public exhibit is “The Stitch and Quilt Show” which will be shown during the Quit Show (last week of April 2024). The coordinator is Nance Gunn who formerly was with the Icehouse Guild in Mayfield. QUILT CITY USA MURALS FUNDRAISER IN MEMORY OF MARY ARMSTRONG HAMMOND: Council Member Ragland explained that Quilt City USA Murals, Inc. has a selection process for choosing the artist for the project. This will be the 4th quilt as part of the Paducah Quilt City Murals, Inc. ADJOURN: April Cochran moves to adjourn, McMillan seconds.
