AN ORDINANCE CREATING SECTION 181, RESIDENTIAL PARKING
ZONES, OF CHAPTER 110, TRAFFIC AND VEHICLES, OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. That Section 181, Residential Parking Zones, of Chapter 110,
Traffic and Vehicles, of the Code of Ordinances of the City of Paducah, Kentucky, is hereby
created and ordained to read as follows:
"Sec. 110-181 Residential Parking Permits.
The Traffic Commission shall determine which streets shall be only for resident
parking. In select areas where street parking is allowed in residential areas that abut or mix with
commercial, industrial, or institutional land uses; it may be necessary to protect, or promote, the
residential character of neighborhoods by restricting on street parking for residential occupants.
(a) The Traffic Commission may authorize the erection of signs designating
residential parking zones and may specify applicable times for
restrictions. Residential parking in such zones shall be by permit which
shall be prominently displayed.
(b) Applications for, and issuance of, a permit shall be made by the Finance
Department. In a manner prescribed by the Finance Director and Chief of
Police, provided:
(1)
Permits shall only be issued to bona fide residential occupants in
the zone directly adjacent to the designated streets and alleys.
Proof of occupancy is required.
(2)
Permits are non -transferable. Except, permits may be transferred
to other qualified vehicles owned by the occupants.
(3)
Permits are revocable and may be terminated.
(4)
Permits may only be issued to qualified vehicles which include
passenger vehicles, light duty trucks and motorcycles. Permits
shall not be issued for recreational vehicles, campers, boats,
trailers, or commercial vehicles. Permits shall not be issued for
inoperable, unlicensed, or uninsured vehicles.
(5)
The maximum permits issued per household is two.
(6)
Other Conditions or Terms may be directed by the Chief and/or
the Traffic Commission.
(7)
A fee may be charged, provided it does not exceed $5.00.
C) It shall be unlawful for any person to park a vehicle in any designated
zone along any public street or alley, without a permit, for any period of
time. Police officers of the city are authorized to issue citations for the
violation of this section. Possession of a permit is only applicable to the
specific zone for which it is issued and does not relieve the holder of any
other ordinance, restriction, regulation, law, or order of the Police Chief or
(� City Engineer. Improper use of a permit may result in revocation and/or
impoundment.
d) Exceptions — No permits shall be required for drivers or occupants
displaying a proper handicap parking permit. No permit shall be required
for public utility vehicles, vehicles making deliveries, repair vehicles,
vehicles of contractors present for the purpose of making repairs, vehicles
present for church worship, vehicles present to attend funerals, vehicles
attending parades. The City Manager, the City Engineer, the Chief
Building Inspector, or Police Chief may authorize a temporary permit for
other non-qualified persons or vehicles.

SECTION 2. This ordinance shall be read on two separate days and will become
effective upon summary publication pursuant to KRS Chapter 424.
