HomeMy WebLinkAbout08-14-2023577 Safety Moment Consent Agenda Hiring of Apprentice Line Tech First Period Notice of Public Hearing on Two New PURPA Standards 14,2023 SEP 13 2023 CITY CLERIC The Electric Plant Board of the City of Paducah, Kentucky d/b/a Paducah System ("PPS") held a regular Board Meeting on August 14, 2023, in the Room at the offices of Paducah Power System. The meeting was called to order at 12:00 p.m. by Chairman Mark Workman presided. Members of the Electric Plant Board present in addition to ian Workman were Sandra Wilson, Darryl Pea, and Evan Rittgers. PPS ees present were Dave Carroll, Rick Windhorst, Andrea Underwood, Doug y, Eileen Miller, Brian Thomasson, and Sarah Durbin. Kent Price irry & Livingston) also attended the meeting. Chairman Workman opened the meeting by calling on Brian Thomasson presented this month's Safety Moment on safety hazards of schools being in session. Member Pea then offered a motion, seconded by Member Wilson, that the ric Plant Board approve the Consent Agenda which consisted of: (i) approval e minutes of a regular meeting of the Electric Plant Board held on July 10, ; (ii) approval of promotion for Employee #304 from In Class Lineman to Foreman; and (iii) acceptance of the bid of Border States Electric — (BSE Quote #27141383) in the amount of $152,298.86 for pole mount and transformers described therein as the best evaluated bid, and ratification PPS Purchase Order No. 30337 for same. The motion was then adopted with all members saying aye. Member Rittgers then offered a motion, seconded by Member Wilson, that the Electric Plant Board approve Max Hughes as Employee #388 for the position of Apprentice Line Tech First Period. The motion was then adopted unanimously with all members saying aye. The next item of business was a motion made by Member Wilson and seconded by Member Rittgers that the Electric Plant Board (a) approve a Public Hearing on September 11, 2023 for consideration of two new standards added to the Public Utility Regulatory Policies Act of 1978 CTURPA") and (b) authorize 578 Pierce Lackey Extended Power Outage Updates to the back of PPS utility bills Executive Session Adjournment 14,2023 Director of Human Resources and Community Relations of PPS to publish a Notice on or about August 28, 2023 to inform the public of the Public and procedures for participating therein. Following brief discussion, the was adopted unanimously with all members saying aye. Chairman Workman then called on Rick Windhorst who updated the Board the causes of the recent extended power outage at Pierce Lackey Court, a perty owned by Paducah Housing Authority ("PHA"), and the efforts of PPS to ist the PHA in restoring electric service. Mr. Windhorst noted that the electric facilities within the Pierce Lackey property are owned by the PHA and that entire property is primary -metered by PPS. PPS has previously offered to ownership of the PHA distribution facilities, but only after such facilities re -built to PPS specifications. PHA has to date been unwilling to incur the of converting the ownership of its facilities at Pierce Lackey to PPS. Eileen Miller then gave a brief report to the Board on the use of the back of customer bills to communicate with customers about PPS efforts and tives within the community to and inform them of various matters affecting electric service. Member Pea then offered a motion, seconded by Member Wilson, that the Electric Plant Board enter into Executive Session for discussion of issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f). The motion was adopted unanimously with all members saying aye whereupon all meeting attendees other than Board members and Dave Carroll, Andrea Underwood, Rick Windhorst, Sarah Durbin, and Kent Price left the room and the Board entered into closed session. After emerging from Executive Session, Member Wilson offered a motion, seconded by Member Rittgers, that the Board return to regular session. Said motion was unanimously adopted. Member Wilson then offered a motion, seconded by Member Rittgers, that the meeting of the Electric Plant Board be 579 klugust14,2023 The motion was adopted with all members saying aye, whereupon the was adjourned.
