HomeMy WebLinkAbout07-10-2023573 Safety Moment Consent Agenda J Transformer Relocation Bid 10,2023 The Electric Plant Board of the City of Paducah, Kentucky d/b/a System ("PPS') held a regular Board Meeting on July 10, 2023, in the Room at the offices of Paducah Power System. The meeting was called to order at 12:00 p.m. by Vice Chairman Darryl who presided. Members of the Electric Plant Board present in addition to Vice firman Pea were Sandra Wilson and Evan Ringers. PPS employees present e Dave Carroll, Rick Windhorst, Andrea Underwood, Doug Handley, Eileen ler, Brian Thomasson, and Sarah Durbin. The meeting was also attended by 3 Interns — Halen Anderson, Spencer Cates, and Carter Ivitts. Others present at meeting were Adam Ward (American Municipal Power, Inc.), and Kent Price ;Murry & Livingston). Vice Chairman Pea opened the meeting by calling on Brian Thomasson presented this month's Safety Moment on the topic Communicating Issues — en to Speak Up. Member Wilson then offered a motion, seconded by Member Rittgers, that Electric Plant Board approve the Consent Agenda which consisted of: (i) roval of the minutes of a regular meeting of the Electric Plant Board held on e 12,2023; and (ir) acceptance of the bid of Brownstown Electric in the amount i 103,185.00 for pole mount transformers as the best evaluated bid. The motion then adopted unanimously with all members saying aye. Member Wilson then offered a motion, seconded by Member Rittgers, that the Electric Plant Board accept the bid from Southwest Electric Co. in the amount of $95,100 as the lowest and best evaluated bid for the relocation of transformer Unit 3A from Substation #3. Rick Windhorst reviewed with the Board the relocation work and related services covered by Southwest Electric Co.'s proposal and addressed a question concerning the disparity in bids. The motion was then adopted unanimously with all members saying aye. The next item of business was a motion made by Member Rittgers and seconded by Member Wilson that the Electric Plant Board ratify the purchase of IVED SEP 13 2023 CITY CLERK 574 Ratification of Purchase of CSAPR NOx Allowances APPA Safety Manual (1711 Ed.) J PPS Interns N Presentation on Proposed EPA Greenhouse Gas Rule 10,2023 tons of CSAPR Group NOx allowances in the amount of $272,600 from Dynegy g and Trade, LLC and the payment to BOC Environmental Brokerage L.P. of a brokerage fee in the amount of $4,089.00 in connection with the of the allowances. Following brief discussion, the motion was adopted rsly with all members saying aye. Member Rittgers then offered a motion, seconded by Member Wilson, that Electric Plant Board adopt the 17" Edition of the American Public Power (APPA) Safety Manual with the exceptions and replacement noted in the Memorandum of Rick Windhorst to Dave Carroll dated 6, 2023 titled APPA Safety Manual. PPS COO Rick Windhorst then reviewed i the Board the proposed exceptions to the latest APPA Safety Manual that are ined in his Memorandum and explained the rationale for each such exception. r questions and comments of Board members, the motion was unanimously with all members saying aye. Vice Chairman Pea then recognized Andrea Underwood who described the aims, and functioning of the PPS Summer Internship Program. Ms. then introduced the three interns for this summer — Halen Anderson, Cates, and Carter Ivitts — and shared a little information about the interns. CEO Dave Carroll then introduced Adam Ward of American Municipal Inc. (AMP). Mr. Ward, the SVP of Member Services, Environmental Affairs and Policy at AMP, made a presentation to the Board about the Environmental Protection Agency's (EPA) proposed regulatory actions within the power sector to limit Greenhouse Gas (GHG) emissions. Employing projected slides, Mr. Ward reviewed the history of EPA's efforts to regulate GHG emissions in the power sector and the current climate and energy goals of the Biden administration. He outlined at a high level the main provisions of EPA's proposed new GHG rules to replace the Affordable Clean Energy Rule and identified some of the complex compliance issues facing coal-fired generators, such as Prairie State Energy Campus, and natural gas generation facilities. Since the rules are not final, the Peaking Plant's rent immunity could change if the coverage is expanded in the rules as finally Comments on the proposed new GHG rules are due by August 8, 2023 both AMP and Prairie State Generating Company are planning to file Mr. Ward then discussed several of the main concerns with the new that he expects AMP's comments to address, including: (i) retention of for small and limited use coal and natural gas generators; (ii) flaws in Best System of Emission Reduction standard presently incorporated in the s; (iii) complex compliance issues caused by the rules' aggressive timing of G reduction implementation requirements; (iv) failure to consider the stranded s of generators that would be incurred by complying with the rules; and (v) risks to the reliability of the bulk power system that could result from of the rules. He noted that NERC already assesses the long-term Midcontinent Independent System Operator (MISO) to be at "high even before MISO must face the challenges of implementing the proposed rules. Mr. Ward closed his presentation by outlining some of the steps that public power entities should consider taking in order to shape the final form of EPA's new GHG rules in a manner that would enable them to continue providing affordable and reliable electric power to their customers. Member Wilson then offered a motion, seconded by Member Ringers, that the Electric Plant Board adopt a Resolution titled: RESOLUTION OF THE BOARD OF DIRECTORS OF THE ELECTRIC PLANT BOARD OF THE CITY OF PADUCAH, KENTUCKY, ON PROPOSED RULES: NEW SOURCE PERFORMANCE STANDARDS FOR GREENHOUSE GAS EMISSIONS FROM NEW, MODIFIED, AND RECONSTRUCTED FOSSIL FUEL -FIRED ELECTRIC GENERATING UNITS; EMISSION GUIDELINES FOR GREENHOUSE GAS EMISSIONS FROM EXISTING FOSSIL FUEL -FIRED ELECTRIC GENERATING UNITS; AND REPEAL OF THE AFFORDABLE CLEAN ENERGY RULE — 88 FED. The motion was adopted unanimously with all .rs saying aye whereupon all meeting attendees other than Andrea wood, Rick Windhorst, Sarah Durbin, and Kent Price left the mom and the entered into closed session. After emerging from Executive Session, Member Wilson offered a motion, Adjournment Iseconded by Member Ringers, that the Board return to regular session. Said was unanimously adopted.
